After consideration and discussion, Steve Schierer made a motion, seconded by Paul Larson and unanimously
carried, to approve the variance as requested and as depicted on the registered surveyor’s drawing.

Randall Mann, Chair, polled the audience with no one speaking for or against the variance as requested.
After consideration and discussion, Cecil Femling made a motion, seconded by Michael Conlon to approve
Option 1 Part A. No vote was taken on this motion as it was withdrawn. After additional consideration and
discussion, Randall Mann made a motion, seconded by Michael Conlon and carried with Paul Larson
voting no, to approve a variance of 48’ from the required ordinary high water level setback of 100’, a
variance of 4’ from the required side lot line setback of 10’ and a variance of 5’ from the required road right-
of-way setback of 20’ for the lifting of the first floor of the present 34’ by 24’ dwelling and for the addition of
a new first floor (Option 1 Part A) located 52’ from the ordinary high water level and 6’ from the north side
lot line and for the placement of a 20’ by 24’ garage 6’ from the side lot line and 15’ from the road right-of-
way with the following conditions; 1.) the existing 9’ by 10’ storage building must be removed prior to the
issuance of a site permit for the proposed development, 2.) the ingress and egress area to the garage must
be either a gravel or grass surface to provide for absorption, 3.) the applicants can have a 2’ wide apron in
front of the garage, and 4.) impervious surface areas outlined in the application for removal and as
depicted on the applicants’ drawing labeled present “Lot Layout" must be removed.
Dennis and Kathleen Metzger - Approved the variance as requested. (7:42 p.m.)
Dennis and Kathleen Metzger, Lot 5 and part of Lot 6, Pebble Bay, West Leaf Lake in Leaf Lake Township,
requested a variance of 17’ from the required ordinary high water level setback of 100’ and a variance of
10’ from the required road right-of-way setback of 20’ for the construction of a 12’ by 12’ storage shed 83’
from the ordinary high water level and 10’ from the road right-of-way. Randall Mann, Chair, polled the
audience with no one speaking for or against the variance as requested. After consideration and
discussion, Paul Larson made a motion, seconded by David Trities and unanimously carried, to approve a
variance of 17’ from the required ordinary high water level setback of 100’ and a variance of 10’ from the
required road right-of-way setback of 20’ for the construction of a 12’ by 12’ storage shed 83’ from the
ordinary high water level and 10’ from the road right-of-way. The Board noted that this is perhaps the
best location for the proposed structure. Hardship is a substandard lot of record.
Theora Carlson - Approved the variance as requested. (7:45 p.m.)
Theora Carlson, Lot 4 Jaegers Silent Lake Beach, West Silent Lake in Dora Township, requested a
variance to place a 12’ by 20’ shed 10’ from the property line, 10’ from the drain field and 9.5’ from the road
right-of-way. Howard Carlson appeared along with the applicant at the public hearing. Randall Mann,
Chair, polled the audience with no one speaking for or against the variance as requested. An unsigned
letter questioning the need for a variance was noted for the record. A letter from Richard West, Otter Tail
County Highway Engineer in support of the variance as requested was read for the record. After
consideration and discussion, Cecil Femling made a motion, seconded by Steve Schierer and unanimously
carried, to approve the placement of a 12’ by 20’ shed 10’ from the property line, 10’ from the drain field
and 9.5’ form the road right-of-way.

Ken and Nancy Moen, Lot 14 Block 1 Cordes Beach and part of Government Lot 2, Section 32 of Dora
Township by West Silent Lake, requested a variance to subdivide .32 of an acre from and existing 1.80-
acre metes and bounds parcel for permanent attachment to Lot 14 Block 1 of Cordes Beach. A registered
surveyor's drawing of both parcels is on file in the County Auditor’s office. Both parcels exceed the
minimum size requirements for platted lots on a recreational development lake. The purpose of this
request is the relocate the common lot line between the two existing parcels. Randall Mann, Chair, polled
the audience with no one speaking for or against the variance as requested. After consideration and
discussion, Steve Schierer made a motion, seconded by Paul Larson and unanimously carried, to approve
the variance as requested and as depicted on the registered surveyor’s drawing.
