Motion: A motion by Olson, second by Lachowitzer to table to the July 9, 1997
meeting allowing time for the wetlands to be delineated and the easement issue to be
addressed. It is noted that the Applicants were agreeable to the tabling.
Voting: All members in favor.
Lutheran Island Camp - Approved As Revised:
A Conditional Use Permit Application to expand the existing director's home (staffing
house) with a 16' x 24' addition. We are adding 1 bedroom and enlarging an existing
bedroom (total of 2 bedrooms). The property is described as Government Lot 3 & 4 in
Section 25 of Girard Township; East Battle Lake (56-138), RD.
George Walters represented the Application.
Motion: A motion by Zimmerman, second by Bergerud to approve as presented in the
revised drawing received at the June 4, 1997 meeting.

Clyde E. Ellefson -Approved:
A Conditional Use Permit Application stated: Please consider fill so as to grade from
zero to maximum of 3.5' next to house, would like a gradual grade for lawn and
mowing reasons (800 - 1000 yards per contractor). The property is described as Lots
13 & 14 of Stony Bar Estates, Section 32 Lida Township; Lake Lida (56-747), GD.
Alan Stadum (contractor) represented the Application.
Motion: A motion by Zimmerman, second by Marker to approve with the understanding
that: 1. The fill area is all away from the lake. 2. The fill material will be granular
(with a top dressing of dirt). 3. The area will immediately be stabilized with seed or
sod. 4. The depth of the fill will not exceed 2.5 feet. 5. The area between the house
and the lake may be bladed provided it is sodded.

Motion: A motion by Zimmerman, second by Marker to deny as presented; reasons
being: 1. Too close to the maximum impervious surface allowed. 2. All the surface
water runoff from the road goes towards the lake. 3. No other walk-outs in the area.
4. The erosion potential (sandy soil). 5. The request is alot more than a minimal lot
alteration.
Voting: All members in favor, except Bergerud and Johnson.
Eugene Roger Ernst - Denied As Presented:
A Conditional Use Permit Application to put the roadway in back of our camper. The
proposed road will be 16.6' wide by 161.76' long (approx.), the easement road will
service our lot and Tri Tr. NW Cor Lot 39 & Gov Lot 5 (adj. lot to the west). We will
plant grass and trees on the slope after work is completed. The old road will be seeded
into grass. The slope goes to the east, not towards the lake. Egge Construction of
Pelican Rapids will be doing the work. The property is described as Lot 38 & Pt. of Lot
39 of San Dee Cove Beach; Section 23 of Lida Township; Lake Lida (56-747), GD.
Eugene & Tammy Ernst and Clem Hendrickson (surveyor) represented the Application.
Reuben Aga expressed concerns regarding the project including the potential for
erosion. Michelle Winkis (representing Mr. McFarland) expressed concerns and
presented an informational packet (including photos, etc.) outlining these concerns and
requested the denial or at least a tabling for receipt of more information.
Motion: A motion by Marker, second by Lachowitzer to deny, because of the potential
for severe erosion by creating a road and removing the trees and other vegetation.
Voting: All members in favor.
"MAET-BOH DEVELOPMENT"/KURT MAETHNER ET AT - Approved With Conditions:
A Preliminary Plat of "Maet-Boh Development" consisting of 6 Commercial Industrial
Lots, 1 Block. The property is described as Pt SI/2 NW1/4 of Section 4, Clitherall
Township.
Kurt Maethner and Terry Anderson (surveyor) represented the Preliminary Plat.
Motion: A motion by Bergerud, second by Lachowitzer to approved subject to the
following being provided before the final plat is recorded: 1. Evidence of an easement
for access on the easterly approach. 2. A legal description in the Title Opinion

Conditional Use Permit:
Discussion took place on the Conditional Use Permit of Walter Seifert, Big Pine Lake 56-130. The Board
acknowledged that, because this property was in a Bluff Impact Zone it should be referred to the Board of
Adjustment for a Variance in accordance with State law which dictates “...you shall not fill or excavate
material in a Bluff Impact Zone...”.

Upon a motion by Lee, second by Nelson, and unanimously carried the Otter Tail County Board of
Commissioners adopts the following resolution:
BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-Aid Trail Systems as they exist
for Otter Trail Riders and Lake Runners Trail Association and proposed extensions of Grant-In-Aid Trails.
