After discussion and consideration, Thomas Lee made a motion, seconded by Richard Gabe and carried with Paul Larson voting no, to approve
a variance of 6’ from the required ordinary high water level setback of 100’ for the addition/replacement of a deck 94’ from the ordinary high
water level; to deny the 5’variance as requested from the existing holding tank; to approve a variance of 33’ from the required ordinary high
water level setback of 100’ for the addition of a pergola 67’ from the ordinary high water level; to approve a variance of 9’ from the required
lot line setback of 10’ for the placement of a 6’ overhang over a patio door located 1’ from the lot line; to approve the proposed conversion of
the bait-store approved under CUP 5326 to a non-dwelling; and to deny the proposed construction of an 8’ by 12’ screen house/storage shed on
an existing cement pad, which is located on the northwest comer of the property with the condition that no more than 25% of the total eligible
lot area can be covered with impervious surfaces. The approved variance will allow the property owners to make improvements to their

Charles and Nancy Aldrich - Variance application approved as modified with a condition. (7:00 p.m.)
Charles and Nancy Aldrich, Lot 16 Block 1 Lakeview Heights, Otter Tail Lake in Otter Tail Township, requested the following:
Request a 10' by 16’ encroachment into the 20’ setback area on the Northeast comer of our property to construct a new garage;
and further request a 5’ setback from the westerly most foundation of the new garage to accommodate necessary septic drain field
reconstruction. The audience was polled with Bruce Glorvigen seeking additional information and clarification regarding the
applicants’ request. After discussion and consideration, Steve Schierer made a motion, seconded by Paul Larson and carried with
Darren Newville voting no, to approve a variance of 4’ from the required road right-of-way setback of 20’ and a variance of 5’
from the required drain field setback of 10’ for the placement of a garage 16' from the road right-of-way and 5' from the drain
field with the condition that the proposed garage cannot exceed the maximum allowable height of 20’. The proposed septic
location has been review and recommended by Rollie Mann, the executive director of the Otter Tail Water Management Board.
The variances as approved should provide the property owners with a reasonable use of their property. The variances as approved
do not directly or indirect grant any other variance for the proposed or future development.
Ervin and Camilla Rocholl Family Trust ~ Variance application approved as requested. (7:13 p.m.)
Ervin and Camilla Rocholl Family Tmst, South Half of the Southwest Quarter, Section 9 of Maine Township by an unnamed
lake, requested the following: Proposing to construct a grain bin approximately 38’ in height within 400’ of an tmnamed lake.
Required height is 20’. Appearing with the applicant at the public hearing was Scott Rocholl. The audience was polled with no
one speaking for or against the variance as requested. After discussion and consideration, Paul Larson made a motion, seconded
by Clu is McConn and unanimously carried, to approve the construction of a grain bin approximately 38’ in height and within the
required 400’ ordinary high water level setback area as described in the variance application dated .Tune 19, 2017 and as depicted
on the drawing submitted with the application. The variance as approved is consistent with past actions of the board. It was
noted that this is an existing farm site and the proposed structure would be used as a part of the farm operation. The variances as
approved do not directly or indirectly grant any other variances for the proposed development or future development.
Kyle and Paula Petersen — Approved the requested road right-of-way variance and denied the requested side lot line variance. (7:15 p.m.)
Kyle and Paula Petersen, part of Government Lot 4, Section 28 and part of Government Lot 1, Section 29 of fordenskjold
Township by Stalker Lake, requested the following: 1.) proposing to construct a new dwelling being 68’ from the ordinary high
water level. Required setback is 100’, and 2.) also proposing to place the new dwelling 7’ from the lot line. Required setback is
10’. Jason Allen, Contractor appeared with the applicants at the public hearing. The audience was polled with no one speaking
for or against the variance as requested. After discussion and consideration, Paul Larson made a motion, seconded by Thomas
Lee and carried with Chris McConn voting no, to approve a variance of 32’ from the required ordinary high water level setback of
100’ and to deny the variance as requested from the side lot line for the placement of a new dwelling 68’ from the ordinary high
water level and at least 10’ from the side lot line. It was noted that the applicants’ drawing depicts a deck/patio located 53’ from
the ordinary high water level. The variance as approved from the ordinary high water level will allow the applicants to enjoy the
same rights and privileges as others in this immediate area. It was also noted that there is adequate area to place the new
development 10’ from the lot line. The variance as approved does not directly or indirectly grant any other variances for the
proposed development or future development.

Michael and Susan Keraus, Lot 1 Stuart Lake Addition and Lot 2 Stuart Lake Park, Stuart Lake in Girard I'ownship, requested the
following; Requesting to be setback from the ordinary high water level 62’ and setback from the road right-of-way 13’ for
detached garage 20’ by 26’. The audience was polled with no one speaking for or against the variance as requested. After
discussion and consideration, Thomas Lee made a motion, seconded by Cliris McConn and unanimously carried, to approve a
variance of 38’ from the required ordinary high water level setback of 100’ and a variance of 7' from the required road right-of-
way setback of 20’ for the placement of a 20’ by 26’ detached garage 62’ fiom the ordinary high water level and 13’ from the
road right-of-way. The hardship /practical difficulty is the unique and shallow shape of the applicants’ lot. The variances as
approved do not directly or indirectly grant any other variances for the proposed development or fiiture development.
Larry and Diana Oilman - Denied. (7:52 p.ni.)
Larry and Diana Ohman, part of Government Lot 4, Section 11 of Eagle Lake Township by Eagle Lake, requested the following:
Requesting to build a new dwelling 16.5’ from the top of the bluff, required setback is 30’ and to be 10' from road right-of-way,
required setback is 20. Also requesting to build a 12’ by 12’ deck 15’ from the top of the bluff, required setback is 30’. The
audience was polled with Kelly Hepper, Eagle Lake Association expressing concerns with water drainage and the impact to the
bluff. After discussion and consideration, Steve Schierer made a motion, seconded by Thomas Lee to approve a variance of 10’
from the required road right-of-way setback of 20’ and to deny the variances as requested from the bluff with the condition that
water from the proposed stmeture must be direct away from the bluff. This motion to approve failed with Richard Gabe, Paul
Larson and Darren Newville voting no. Those members voting against the motion indicated that there is no suitable building area
for anything more than a small camper and the property should be use as it was in the past, fhose members voting in favor of the
motion felt that the 10’ variance from the road right-of-way might provide the applicants with an opportunity to have a reasonable
use of their property.
Dennis Pottebaiim - Variance application approved as requested. (8:10 p.ni.)
Dennis Pottebaum, Lot 42 Block 1 The Peninsulas, Kemp Lake in Dora Township, requested the following: My requested
setback is 100’ from the lake - Ordinary High Water Level to construct a new dwelling with a deck. Required setback is 200’,
variance request is 100’. Please note that this lake was reclassified from an RD Lake to a NE lake in 2009. The audience was
polled with Virginia Sonnenberg questioning if the same type of variance would be available to the property that she represents.
It was noted that each property is unique and that she can certainly apply for the same type of variance. The action taken on this
request may or may not establish precedence. After discussion and consideration, Thomas Lee made a motion, seconded by
Dairen Newville and unanimously carried, to approve a variance of 100’ from the required ordinary high water level setback of
200’ for the construction of a new dwelling and deck 100’ from the ordinary high water level. The variance as approved will
allow the applicant the ability to enjoy the same rights and privileges as others in this immediate area and will provide the
applicant with a reasonable use of his property. The variance as approved does not directly or indirectly grant any other variances
for the proposed development or future development.

The variance requested is
the following:
1. Requesiting a 6’ variance from the ordinary high water level to add/replace a deck being 94’ from the ordinary
high water level and also request a 5’ variance from the existing holding tank.
2. Proposing to add a pergola to the deck which will be 67’from the ordinary high water level.
3. Proposing to place an overhang on the east side lower level of the cabin which will be approximately 1 ’ from the
lot line to prevent waterjssues over patio doors.
4. Proposing to convert the bajt store (approved under CUP #5326) to a non-dwelling. Currently the structure is
gone and there are only the footing remains.
5. Proposing to construct an 8’ by 12’ screenhouse/storage shed on the existing cement pad on the northwest
corner of the property.
