Our first and a primary concern regards the negative impact on our property value. Our lake home property on West Leaf Lake is at 48130 Flicker Lane, directly across Flicker Lane from the property in question. Our “rural residential” lakeshore property is currently valued by Otter Tail County at $229,000. The County has increased this value just over 70% in just the past 4 years (with no improvements). Considering our modest A-frame cabin is 32 years old and only 960 sq. ft., it’s obvious the real value of our property is in its 217 feet of lakeshore. It’s also obvious that if we suddenly find ourselves across the street from a “full fledged” commercial business, possibly or probably including commercial signage, lighting, customer traffic, customer parking areas, etc., it absolutely will have a negative impact on the resale value of our investment (our property). This is something we do not want and we vehemently oppose such a commercial business. Further, with so much undeveloped land in the area, it makes no sense to allow a full time commercial business directly adjacent to valuable residential lakeshore. A second concern is one of preserving the lakeshore owner’s land usage and quiet enjoyment as it is, and preserving the inherent nature and aesthetics of our lakeshore property. The major impact of a serious and obvious commercial business immediately adjacent to residential lakeshore property is significant and unacceptable. SCANNED - 2 - A final, secondary consideration is the impact on our gravel township road - primarily 480 Street and a short portion of Flicker Lane. Both roads are minimally maintained by the township with a poor grade gravel, graded 3 or 4 times per month. No effort or treatment is made to control the significant and constant dust. At present, 480**’ Street is, in fact, a dead end street. This means almost every vehicle traveling 480*’’ is “necessary” travel by a local resident. Additional traffic - from vehicles and trailers not common to the area - will obviously necessitate more maintenance, more expense to the township land owners, and generate more objectionable dust. I have discussed this issue with our immediate lakeshore neighbors, Bemie and Betty Freske (48136 Flicker Lane). Their property is just east of mine and also across Flicker from the property in question. Mr. & Mrs. Freske share our concerns and objections, and oppose any frill time obvious business on Flicker Lane. In addition, Bemie says he had a lengthy discussion yesterday regarding the proposed CUP with Mr. Jim Guddal, who also owns lakeshore property at 48210 Flicker. Currently, there exists a similar business and facility just off HiWay 108 about 1 mile east of Otter Tail City. That business has boats, pontoons, trailers, docks, etc laying all over the place both by the road and setback around buildings. Storage is not limited to inside buildings but wherever that owner has space. There is no fencing of any kind to hide what is fast becoming a public eyesore and degradation to surrounding property values. We believe it is not appropriate use of lakeshore and adjacent land to be used for a business of this type. Many of us have invested a great deal in our homes to add value to the neighborhood. (A fact not lost to the tax assessor) To allow a business of this nature on 6.46 ac by the lakeshore Is just not right and a misuse of the land. There are other places within the commercial area surrounding Otter Tail City where storing boats and having a repair business is more suitable. Another factor is this business will create more traffic and require more maintenance to our gravel township road. If you approve this use, how will this business owner pay for his fair share of the increased cost? The commission should also be aware that this owner has owned the property several years and has not shown good stewardship.
