Enclosed you will find a permit application from the U.S. Fish and Wildlife Service for a Conditional Use
Permit to develop the headquarters site along County Road 82, south of Fergus Falls, Minnesota.
As you may know, over the years, the U.S. Fish and Wildlife Service has utilized a number of buildings
in various locations for our office, shop, and storage space around southwestern Otter Tail County. We
have been working with an architectural and engineering firm to put together a site layout, as well as
detailed constructions plans for a new office and cold equipment storage building (two of six buildings
shown on drawing). Our plans call for us to start construction on the office and equipment storage
building late this summer or early fall. The remainder of the planned buildings will be built over the next
10 years, as our existing facilities become unusable and funding becomes available. Our goal is to
upgrade and consolidate all of our facilities (except the Prairie Wetlands Learning Center) from four
separate locations to the Knollwood site.
It is our intention that once our new headquarters is occupied, the existing facilities (i.e., office along
State Highway 210 East) will be disposed of and the sites will be returned to wildlife habitat.
In discussing our application with your office, it is our understanding that as a government agency we are
exempt from the Application Fee, but that we may need to pay a recording fee. It is our desire that by
submitting our application at this time we hope to have it considered during one of the April meetings of
the Otter Tail County Planning Commission.

Meeting of the Otter Tail County Planning Commission was held on April 20, 2005 at 6:30
P.M. in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roil Call:
Members Present: Rod Boyer, Les Estes, Frank Lachowitzer, Joe Maske, Bert Olson,
Robert Schwartz, Richard Sha, David Trites, Rick Wilson and Leona Zimmerman.
Members Absent: None.
Nicole Hansen and Ryan Cheshire represented the County Attorney's Office and Bill Kalar
represented the Land & Resource Management Office.
Minutes of April 13. 2005: It was determined by the Commission that the April 13, 2005
Minutes shall be considered at the May 11, 2005 Meeting.
Mark & Barb Lenlus / Edna Township - Approved With A Condition:
A Conditional Use Permit Application as stated by the Applicant We are asking
permission to finish the road on the dedicated roadway through Little McDonald Lake North
Shore Estates and about 600 feet farther to a higher elevation for a supply of fill. This road
begins near 911 address of 38051 and will end with a 120 foot cul-de-sac using about
2000 to 2500 cu. yds. of material. The property is described as NE % ex trs & Lots 1 & 2

Motion by Mosher, second by Lee, and unanimously carried to approve a Conditional Use

Conditional Use Permit - Naterra Land Inc. & Roderick & Genie Hendrick:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to construct a roadway to provide access to 8 parcels of land with the following
conditions: 1. The approach meets the approval of the Otter Tail County Highway Engineer.
(Mr. West stated that standard MnDOT requirements should be applied to the project as it
relates to approaches joining County roads.) 2. The driveway for the existing farmstead must
be eliminated from CSAH 3 and be relocated to connect to the proposed road.
Conditional Use Permit - Michael & Shannon Neustel:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit for shoreland restoration with conditions as recommended by the Planning
Commission. The property is described as Sunlight Beach Lot 3 Block 1, Section 3 of Dunn
Township: Pelican Lake (56-786).
Conditional Use Permit - Tom Gardner Et Al & Sverdrup Township:
Land & Resource Director, Bill Kalar, stated that the Planning Commission recommended
denial of this CUP request. Applicant, Tom Gardner, requested that the Board table this
request as there is a group of people working together to accomplish this road relocation
project. Mr. Gardner waived the 60 day rule. Motion by Mosher, second by Nelson, and
unanimously carried to refer this Conditional Use Permit request back to the Planning
Commission for further study. The property is described as Pt of GL 6 (Parcels A, B, C, D, E,
