Ed Toews represented the Application.
A motion by Prischmann, second by Barker to approve as presented.Motion:

7:15 - 7:30;
Bill Kalar informed the Planning Commission of the County Board's June 5,
1995 action in regards to the Commission's recommendations on the following:
The Junkyard Ordinance - They tabled this Ordinance to next winter.1.
The Subdivision Controls Ordinance - They basically approved this
with some minor changes. It was decided that the Planning Commission
hold a public informational meeting on this Ordinance.
2.
The Commission determined that they would hold this informational
meeting on July 5th at 8:00, providing there are no more than 10
Applications filed. The alternative date is set for July 18th.
The Exhibition and Shows Ordinance - They approved as recommended.3.
Lida Township - Approved As Presented;
A Conditional Use Application to reconstruct Twp. Road #657, generally
within it's existing right-of-way. Rush Lizzie (56-760A), NE, Franklin (56-
759), RD & Crystal (56-749), RD, Lakes, Sections 3, 4 & 5, Lida Township.
Rick West (County Engineer) represented the Application.
Thomas Maloney had some questions regarding the project (the starting/ending
dates and dust control during the construction);
Ed Stewall had some questions regarding the right-of-way, extra traffic and
also indicated that he already has a problem with people placing
garbage/junk into his ravine and that it will now possibly worsen.
A motion by Lachowitzer, second by Olson to approve as presented.Motion:
under the guidance of the County Engineer.

story high (not over 18', 3:12 pitch) 60' x 120'. We have 25 members on the
books including children.
Our driveway will be 20' wide by 350' long - 10' north of our property line.
We would have two (2) lights outside of the building. It will be used 4 times
a month - maximum up to 3 times a week.
The sign would be unlighted - about 3' x 5'. The driveway will just have gravel
on it. The land around will be trees and lawn - out further farmed.

On June 13, 1995, prior to the publication of the amended ordinance, the County
Board was asked to add a further amendment to the Exhibitions euid Shows Ordinance
in order to provide for appropriate emergency planning for exhibitions and shows.
4.
There was no interest or concern expressed regarding the proposed amendment to the
Exhibitions and Shows Ordinance, this request for amendment was raised prior to the
public meeting and this requirement of emergency planning is clearly in the public
interest.
5.
THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners herebyNOW,
approves the following language as an amendment to the County Exhibitions and Shows
Ordinance.
An emergency plan approved by the Coimty Director of Safety and Emergency
Services and the County Sheriff.

BE IT FURTHER RESOLVED that these language changes shall be made immediately, to be
available prior to the publication of a summary of the ordinance along with the minutes
of the meeting of June 6, 1995.

Motion by windels, seconded Portmann and carried, with amendment by Portmann, to approve
all Conditional Use Applications with conditions as recommended by the Planning
Commission except the application of Lee Roberts.
Conditional Use Application of Lee Roberts for one week and directed Commissioner
Windels to view the property and report back at the next regular Board meeting.
