Impervious surface coverage is currently 30.8% and will remain at 30.8% as the proposed development will be built over an existing impervious surface. The property is described as Lot 11, Block 1, Baker’s Addition to Sand Beach Park, Otter Tail Lake in Everts Township. A letter from Betty Blessum in support of the applicants’ request was read for the record. Lee and Shirley Krump’s daughter represented the applicant at the hearing. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Cecil Femling, second by Mark Steuart and unanimously carried, to deny the variance as requested as no adequate hardship, unique to the property, had been shown that would allow for the granting of a variance to cover more than 25% of the total lot area with impervious surface. Patrick Boline - Approved as requested. Patrick Boline, Wadena, MN, requested a variance to construct a second floor addition to an existing dwelling being approximately 28’ from the bluff. The property is described as part of the Southwest Quarter of the Southwest Quarter, south and east of Highway 29, Section 9 of Compton Township by Bluff Creek. Mark Stone, Builder, represented the applicant at the hearing. Written statements from the following individuals approving of the applicant’s request were noted for the record: Mark Korkowski, Richard and Sandy Wussow, Brad and Sarah Morgan and Christopher and Sarah O’Kane. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Randall Mann, second by Cecil Femling and unanimously carried, to approve a variance to construct a second floor addition to the existing dwelling 28’ from the top of the bluff. It was noted that the proposed second story is no closer than the existing structure and that the footprint of the non complying portion of the applicant’s structure is not changing. Jon and Darlene Gunderson - Denied Jon and Darlene Gunderson, Richville, MN, requested a variance which would allow residential development on five back lots which are substandard by current ordinance requirements and which were created after 1971 and before 1992. “To restore these lots back to original residential use that was approved in 8/10/76. I have a home and garage on Lot 22 that was build in 1997.” The property is described as Lots 1 and 2, Block 1, and Lots 19, 20 and 22, Block 2, Carr’s Subdivision, Walker and Otter Tail Lakes in Amor Township. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Cecil Femling, second by David Holmgren and unanimously carried, to deny the variance as requested as no adequate hardship had been shown that would allow for the granting of the requested variance.
