(8:05 p.m.) September 4> 2003:meeting - Motion was made by Steve Schierer, second by Cecil Femling and unanimously carried, to deny, the variance as requested for the small addition to the walkout basement. After additional discussion motion was made by Steve Schierer to approve the addition of a 4-season porch over the existing walkout basement with the condition that there could be no new excavation for this development. This motion died for lack of a second. After additional consideration, motion was made by Cecil Femling, second by Mark Steuart to deny the variance as requested for the addition of a 4-seaon porch. His findings are as follows: The 1993 determination done by Kyle Westergard was accurate using the determination methods of the day. The house when built was deemed to meet all setbacks and therefor the location was approved. 1. The determination done by Mark Ronning in 2003 is also correct using today’s bluff determination methods. Between 1994 and 1998 our office received guidance from the Department of Natural Resources (DNR) on the proper determination of the Top of a Bluff (‘‘visual break” vs 50’ segment). 2. Based on Tim’s on site visit he doesn’t see any problems with the applicants proposals. 3.
