After discussion and consideration, Richard Gabe made a motion, second by Paul Larson and carried with Thomas Lee
voting no, to approve a variance of 50’from the required ordinary high water level setback of 100’ for a building site
location 50’ from the ordinary high water level. The variance was approved based upon information in the applicant’s
file that indicates that the portion of Lot 7 north of the road is a separate lot from that part of Lot 7 which is south of the
road (1987 variance). It was also noted that Lot 7 south of the road is combined with Lot 9. The variance as approve
does not directly or indirectly grant any other variances for the proposed development.

David Bope, part of Lot 7 Camp Nidaros, Dead River in Amor Township, requested the following: A
reduction of the structural setback from the 100 feet to 50 feet. A 100’ setback makes the lot unbuildable.
Sue Sethre appeared with the applicant at the public hearing. The audience was polled with no one speaking
for or against the variance as requested. Letters and emails from the following individuals in opposition to
the variance as requested were read for the record; Alice Tanner Govig, Marti Gross, Jean Harney, Julie
Johnson and Beverly Satre. After discussion and consideration, Richard Gabe made a motion, second by
Paul Larson and carried with Thomas Lee voting no, to approve a variance of 50’from the required ordinary
high water level setback of 100’ for a building site location 50’ from the ordinary high water level. The
variance was approved based upon information in the applicant’s file that indicates that the portion of Lot 7
north of the road is a separate lot from that part of Lot 7 which is south of the road (1987 variance). It was

Anna Edwards Homes LLC - Variance application approved as requested. (9:00 p.m.)
Anna Edwards Homes LLC, Lots 40 and 41 of Nedberg-Nye Survey of Government Lots 1, 2 and 3,
Section 1 of Edna Township by Devils Lake, requested the following: Proposed to replace existing house
with new house and attached garage. Requesting a variance of 42’ for house to be placed 33’ from ordinary
high water level. Requesting a 4’ variance to be 16’ from road right-of-way. Requesting a variance of
713.5 square feet in shore impact zone. Total of 975 square feet in Shore Impact Zone. The audience was
polled with no one speaking for or against the variance as requested. After discussion and consideration,
Paul Larson made a motion, second by Thomas Lee and unanimously carried, to a approve a variance of 42’
from the required ordinary high water level setback of 75’, a variance of 4’ from the required road right-of-
way setback of 20’ and a variance of 713.5 square feet from the allow imperious surface coverage in the
shore impact zone of 260 square feet for the placement of new dwelling and attached garage 33’ from the
ordinary high water level and 16’ from the road right-of-way, which will result in 975 square feet of
impervious surfaee within the shore impact zone as described in the variance application dated April 21,
2016 and as depicted on the drawing submitted with the variance application. It was noted that this variance
approval is consistent with past action of the Board of Adjustment in this immediate area. The variances as
approve do not directly or indirectly grant any other variances for the proposed development.
Tyler Blaine - Variance application approved as requested. (9:03 p.m.)
Tyler Blaine, part of Government Lot 11, Section 3 of Hobart Township by Wymer Lake, requested the
following: This is an after the fact request. This request is to keep existing construction in place. 41’ from
high water level compared to the 51’ variance granted December 10, 2015. Requesting a variance of 162
square feet to be added to existing 1,377 square feet for a total of 1,539 square feet in shore impact zone.
The audience was polled with no one speaking for or against the variance as requested. After discussion
and consideration. Ward Uggerud made a motion, second by Richard Gabe and unanimously carried, to
approve a variance of 59’ from the required ordinary high water level setback of 100’ for the placement of
the proposed development 41’ from the ordinary high water level as described in the variance application
dated April 21, 2016 and as depicted on the drawing submitted with the variance application. It was noted
that the variance as approved will result in 1,539 square feet of impervious surfaee in the shore impact zone.
The variances as approve do not directly or indirectly grant any other variances for the proposed
development. It was also noted that this is the same location as was approved in December of 2015;
however, the measurement from the ordinary high water level was previously stated incorrectly.

You have received a number of emails as to why this variance should not be allowed. I won't repeat them but want you
to know that we definitely do not want this variance to go through either. The Bope family has already been given their
variance when they built on the river and lake side. It will impair the river view and all the activities that our families
enjoy from the bridge and have for generations. Two houses on one lot? I don't think so.

variance knows that lot 7 is on both sides of the road and that Lot 7 already has a house

residence on our lot! I would oppose their putting another building on their property til my
last breath. They have already far exceeded the allowed distance from the lake and the
river, and I never approved that either. This is the first I have heard of their plans and the
very idea is outrageous.

I am a resident of Camp Nidaros and am against approving this variance. The lots in Camp Nidaros
were set up in 1910 to each house ONE DWELLING. The lots on the Ottertail Lake side originally
ended at the main road. In the early 1950’s our camp mayor (now deceased) designated that
those lots could extent beyond the main road to the Lake. The Bopes optioned to abandon their
original cabin and build a cabin across the road right by the lake. The old cabin had no electricity or
water and sat vacant until it eventually fell down. The camp rules still exist saying that there can be
only ONE dwelling per lot.

Hwy 1
Wayne, as the Mayor of Camp Nidaros, I am also voicing the concerns of many of the Camp residents for a
number of reasons that have been voiced by the below e-mails. According to our plats for the Camp, Lot 7 is
on both sides of the road and that most of their present house and garage is on Lot 7, not Lot 9. So two
dwellings on one lot I thought is prohibited. The house on the Ottertail side is used as a rental for the summer
and there will be concerns that the proposed 2,000 square foot building could be a similar situation, impacting
lot 8 that Camp Nidaros owns and pays taxes on that runs alongside the river of lot 7. So there should be
considerations for variances to build next to that lot as well.
Also, in reviewing the Shoreland Management Ordinances, there are some items that I might question related
to this or at least are under consideration by you.:
River's wild rice preservation, and making sure the river's shading is preserved, concern for any shore land
vegetation alterations that may result from digging and building materials run-off, lot line set-backs,
etc. Should there be any concerns with the artifacts that were found years ago along the river where there is
a plaque currently showcasing the archeological dig I believe that were from the Ojibwa Indians. If they are
digging and find any artifacts, do they have to stop and notify the appropriate agencies? Finally, can two
homes run from one septic system? Or are they putting in another one?
Some history of Camp Nidaros and the Bope property:

and into Ottertail Lake) to the Hultling family as a gift for their daughter Borghild who was a Downs
Syndrome child years ago. Her sister Joanna Bope got variances from the County to build the present house
on that side of the road on Ottertail, and when that happened the County said that the portion of Lot 7 on the
Ottertail Lake side, was to become part of her lot 9. At that time the Bopes said they would not ever build on
Lot 7 on the other side of Hwy 1, along the river and in between Lot 6 and Lot 8 when they were a part of
Camp. Joanna did ask for a variance some years before she died to build there (on Lot 7 on the river side) but
it was denied by Land Management. So not sure what has changed to consider it this time.

residence on our lot! I would oppose their putting another building on their property til my
last breath. They have already far exceeded the allowed distance from the lake and the
river, and I never approved that either. This is the first I have heard of their plans and the
very idea is outrageous.

only ONE dwelling per lot.

For what it's worth Audrey and I are opposed to the proposed building project planned for the Bope project. We
were refused permission to install a lavatory in a second dwelling on our building property. To adhere to
conformation we feel the petition to build a second dwelling is inconsistent and should be denied.

Dear Ottertail County Commissioners,
I am the owner of Lot #18 in Camp Nidaros. My cottage was built there by my
grandfather Jacob Tanner in 1917.
1 am writing concerning the Hope family request for a variance on property Lot #7 -
Camp Nidaros.
The Hope’s are asking for a variance to build an additional house on the back of their
property. This space was available to them originally but they chose instead (with
permission) to build across the road on lakeshore. The reason the property is
unbuildable is that they needed to use the space for their septic system. The lot
bordering the Hope’s property along the Dead River belongs to all Camp Nidaros
property owners.
There are no second cabins on any of the eighteen property lots in Camp Nidaros. I
have 175 feet of shoreline on Walker Lake, but I doubt 1 could get permission to
build another cottage on my property or even put in a toilet in my shed.
I am vehemently opposed to allowing a second house to be built on Lot 7 at Camp
Nidaros.

Dear Ms. Julie Narum-Johnson,
I have attached a copy of the drawing submitted with the variance application. Additional drawings/plans will most
likely be provided when the applicant applies for a site permit. Those drawings/plans would be available from the Land
and Resource Department. I have attached the minutes from the meeting. These will also be posted to the county
web site within a couple of days. All of the emails that I had receive by 4:30 p.m. on Thursday, May 12 were read at the
public hearing and consider by the membership of the Board of Adjustment.
When an individual applies for a variance there is a requirement that the project area is marked to assist the members
of the Board of Adjustment with their review of the property. This particular application was dated April 18 and I believe
the requirement is to have the project area marked within 4 days; however, I might not have that correct since I don't
work directly with that part of the process. So it is very possible that the project area was marked for also a month
before the public hearing.
The Board's decision to approve the variance was strongly based upon a variance approved in 1987, which separated as
two lots that portion of Lot 7 north and south of the road . The part south of the road was added to lot 9.
See the note on the top of the attached drawing, which states the DNR staked the ordinary high water level. To the best
of my knowledge there was no request to stake the lot lines. Also, Otter Tail County does not stake lot lines. It is the
responsibility of the property owner to know the location of their lot lines. If there is a disagreement between
neighbors regarding the location of a share lot line one or both of those parties might have to have the property survey
and in some cases legal action is required to establish the lot line. There was no variance granted from the required 10'
setback from the lot line; therefore, the proposed development will need to be at least 10' from the lot line.

Very unfortunate. A can of worms has been opened for approval to others who want to build two cabins on one lot. We
will be watching the construction of this and reporting any issues or laws/permits not followed as it relates to the
environment and anything that extends or impacts the Camp property on lot 8,the lot line guidelines/variances. I hope
that was all taken into consideration. Also, can you tell me where we can get a copy of the building plan/layout that was
required to present at the time of the meeting? I would also like to be directed where the meeting notes are on this so
we know what was reviewed and presented. It is our hope that our e-mails were considered in this approval. If not,
why?

Wayne, as the Mayor of Camp Nidaros, I am also voicing the concerns of many of the Camp residents for a
number of reasons that have been voiced by the below e-mails. According to our plats for the Camp, Lot 7 is
on both sides of the road and that most of their present house and garage is on Lot 7, not Lot 9. So two
dwellings on one lot I thought is prohibited. The house on the Ottertail side is used as a rental for the summer
and there will be concerns that the proposed 2,000 square foot building could be a similar situation, impacting
lot 8 that Camp Nidaros owns and pays taxes on that runs alongside the river of lot 7. So there should be
considerations for variances to build next to that lot as well.
Also, in reviewing the Shoreland Management Ordinances, there are some items that I might question related
to this or at least are under consideration by you.:

River's wild rice preservation, and making sure the river's shading is preserved, concern for any shore land
vegetation alterations that may result from digging and building materials run-off, lot line set-backs,
etc. Should there be any concerns with the artifacts that were found years ago along the river where there is
a plaque currently showcasing the archeological dig I believe that were from the Ojibwa Indians. If they are
digging and find any artifacts, do they have to stop and notify the appropriate agencies? Finally, can two
homes run from one septic system? Or are they putting in another one?
Some history of Camp Nidaros and the Bope property;
Originally the Bope property. Lot 7 and Lot 9 were part of Camp. Years ago, Nidaros gave Lot 9 (along the river
and into Ottertail Lake) to the Hultling family as a gift for their daughter Borghild who was a Downs
Syndrome child years ago. Her sister Joanna Bope got variances from the County to build the present house
on that side of the road on Ottertail, and when that happened the County said that the portion of Lot 7 on the
Ottertail Lake side, was to become part of her lot 9. At that time the Bopes said they would not ever build on
Lot 7 on the other side of Hwy 1, along the river and in between Lot 6 and Lot 8 when they were a part of
Camp. Joanna did ask for a variance some years before she died to build there (on Lot 7 on the river side) but
it was denied by Land Management. So not sure what has changed to consider it this time.
It always seems that these requests come through during the winter/spring months when many are not at
their lake homes to be present to voice their opinions. But hopefully the e-mails will suffice. If this does go
through, then consideration by others in Camp to build additional homes on their lots should also be approved
if ever requested. My final concern is the timing to build which would extend into the summer when kids and
families are walking, hanging out at the bridge, fishing on the bridge, underneath it, etc. With the building
equipment and trucks coming and going with a construction project of this size, my concern is with the safety
of those around and the disturbance to those that fish there and the impact of access to walk underneath the
bridge, not to mention that noise associated with builds.
Thanks Wayne for considering the above concerns and our request to not approve this.

Our lot abuts the Bope lot and we have never been allowed to build another building or
residence on our lot! I would oppose their putting another building on their property til my
last breath. They have already far exceeded the allowed distance from the lake and the
river, and I never approved that either. This is the first I have heard of their plans and the
very idea is outrageous.

I am a resident of Camp Nidaros and am against approving this variance. The lots in Camp Nidaros
were set up in 1910 to each house ONE DWELLING. The lots on the Ottertail Lake side originally
ended at the main road. In the early 1950’s our camp mayor (now deceased) designated that
those lots could extent beyond the main road to the Lake. The Bopes optioned to abandon their
original cabin and build a cabin across the road right by the lake. The old cabin had no electricity or
water and sat vacant until it eventually fell down. The camp rules still exist saying that there can be
only ONE dwelling per lot.

David Bope - Variance application approved as requested. (8:40 p.m.)
David Bope, part of Lot 7 Camp Nidaros, Dead River in Amor Township, requested the following: A
reduction of the structural setback from the 100 feet to 50 feet. A 100’ setback makes the lot unbuildable.
Sue Sethre appeared with the applicant at the public hearing. The audience was polled with no one speaking
for or against the variance as requested. Letters and emails from the following individuals in opposition to
the variance as requested were read for the record: Alice Tanner Govig, Marti Gross, Jean Harney, Julie
Johnson and Beverly Satre. After discussion and consideration, Richard Gabe made a motion, second by
Paul Larson and carried with Thomas Lee voting no, to approve a variance of 50’from the required ordinary
high water level setback of 100’ for a building site location 50’ from the ordinary high water level. The
variance was approved based upon information in the applicant’s file that indicates that the portion of Lot 7
north of the road is a separate lot from that part of Lot 7 which is south of the road (1987 variance). It was
also noted that Lot 7 south of the road is combined with Lot 9. The variance as approve does not directly or
indirectly grant any other variances for the proposed development.
Anna Edwards Homes LLC - Variance application approved as requested. (9:00 p.m.)
Anna Edwards Homes LLC, Lots 40 and 41 of Nedberg-Nye Survey of Government Lots 1, 2 and 3,
Section 1 of Edna Township by Devils Lake, requested the following: Proposed to replace existing house
with new house and attached garage. Requesting a variance of 42’ for house to be placed 33’ from ordinary
high water level. Requesting a 4’ variance to be 16’ from road right-of-way. Requesting a variance of
713.5 square feet in shore impact zone. Total of 975 square feet in Shore Impact Zone. The audience was
polled with no one speaking for or against the variance as requested. After discussion and consideration,
Paul Larson made a motion, second by Thomas Lee and unanimously carried, to a approve a variance of 42’
from the required ordinary high water level setback of 75’, a variance of 4’ from the required road right-of-
way setback of 20’ and a variance of 713.5 square feet from the allow imperious surface coverage in the
shore impact zone of 260 square feet for the placement of new dwelling and attached garage 33’ from the
ordinary high water level and 16’ from the road right-of-way, which will result in 975 square feet of
impervious surface within the shore impact zone as described in the variance application dated April 21,
2016 and as depicted on the drawing submitted with the variance application. It was noted that this variance
approval is consistent with past action of the Board of Adjustment in this immediate area. The variances as
approve do not directly or indirectly grant any other variances for the proposed development.
Tyler Blaine - Variance application approved as requested. (9:03 p.m.)
Tyler Blaine, part of Government Lot 11, Section 3 of Hobart Township by Wymer Lake, requested the
following: This is an after the fact request. This request is to keep existing construction in place. 41’ from
high water level compared to the 51’ variance granted December 10, 2015. Requesting a variance of 162
square feet to be added to existing 1,377 square feet for a total of 1,539 square feet in shore impact zone.
The audience was polled with no one speaking for or against the variance as requested. After discussion
and consideration. Ward Uggerud made a motion, second by Richard Gabe and unanimously carried, to
approve a variance of 59’ from the required ordinary high water level setback of 100’ for the placement of
the proposed development 41’ from the ordinary high water level as described in the variance application
dated April 21, 2016 and as depicted on the drawing submitted with the variance application. It was noted
that the variance as approved will result in 1,539 square feet of impervious surface in the shore impact zone.
The variances as approve do not directly or indirectly grant any other variances for the proposed
development. It was also noted that this is the same location as was approved in December of 2015;
however, the measurement from the ordinary high water level was previously stated incorrectly.
