After consideration and discussion, Steve Schierer made a motion, second by Ward Uggerud and unanimously carried
to approve the variance as requested in the application dated January 26, 2015 and as depicted on the drawing and
pictures submitted with the application with the condition that no more than 25% of the total eligible lot area can be
covered with impervious surfaces. It was noted that the Land and Resource Department had no issues with the request.
The variance as approved does not directly or indirectly grant any other variances for the proposed development.

We did not include the square footage of lot between survey pins and ordinary high water level. The
audience was polled with no one speaking for or against the variance as requested. After consideration and
discussion, Rick Wilson made a motion, second by Paul Larson and unanimously carried, to approve the
variances as requested in the variance application dated March 11, 2015 from the required ordinary high
water level and the road right-of-way setbacks for the placement of a 48’ 4” by 27’6” dwelling and a 14’ by
27’6’ garage on the applicants’ property. The proposed development will be an improvement to the
property and will provide the applicants with a reasonable use of their property. The hardship/practical
difficulty is a substandard lot of record. The variance as approved does not directly or indirectly grant any
other variances for the proposed development.
Joel and Leslie Kock- Variance application approved as requested. (7:37 p.m.)
Joel and Leslie Koch, Lot 5 Pearson’s - Galazen Lake Property, Stuart Lake in Nidaros Township,
requested the following: Proposing to construct a 20’ by 24’ addition to the existing dwelling. The addition
will be no closer to the ordinary high water level than existing dwelling. Proposed addition will be
approximately IT to the ordinary high water level at the closet point. Requesting a 23’ variance to ordinary
high water level. Required setback is 100’. New addition roof will tie into existing roof Substandard lot of
record. Created September 20, 1970. The audience was polled with no one speaking for or against the
variance as requested. After consideration and discussion, Steve Schierer made a motion, second by Paul
Larson and unanimously carried, to approve a variance of 23’ from the required ordinary high water level
setback of 100’ for the construction of a 20’ by 24’ addition to an existing dwelling no closer than 77’ from
the ordinary high water level. It was noted that the proposed addition is further back then structures on
other properties in this immediate area. The hardship/practical difficulty is a substandard lot of record. The
variance as approved is consistent with past actions of the Board of Adjustment. The variance as approved
does not directly or indirectly grant any other variances for the proposed development.
Ronald and Linda Christensen - Variance application approved as modified with a condition. (7:43 p.m.)
Ronald and Linda Christensen, Lot 1 Block 3 Pischke and Taylor Addition, Spitzer Lake in Leaf Mountain
Township, requested a variance of 172’ from the required ordinary high water level setback of 200’ and a
variance of 5’ 5” from the required road right-of-way setback of 20’ for the placement of a 26’ by 26’
detached garage 28’ from the ordinary high water level and 14’ 5” from the road right-of-way. The audience
was polled with Gary Olson speaking for the variance as requested. After consideration and discussion.
Ward Uggerud made a motion, second by Rick Wilson and unanimously carried, to approve placement of
the proposed 26’ by 26’ detached garage no closer to the ordinary high water level than the lakeside of the
existing dwelling (as determined by extending the lakeside of the existing dwelling in a northeasterly
direction) with the condition that the proposed 26’ by 26’ garage cannot be placed in the road right-of-way.
The variance as approved might require a change to the length of the structure to keep the proposed
structure out the road right-of-way. The variances as approved will provide the applicants with a reasonable
use of their property. The variances as approved do not directly or indirectly grant any other variances for
the proposed development.

Kelly T. Miller, part of Lot 1 Recreation Beach, part of Government Lot 4 Section 28 and part of
Government Lot 1, Section 29 of Amor Township by Otter Tail Lake, requested the following: Replace
wood deck that is currently 52’ at the house. Install raised patio with seating wall and pillars. Pillar height
to equal existing height. Patio 20’ by 36’. New paver walkway 4’ by 35’ to boathouse.

Proposed new deck would add 140 square feet to a total of 720 square feet. Pat Morstad, with Precision
Landscaping appeared with the applicant at the public hearing. The audience was polled with no one
speaking for or against the variance as requested. An email from Allen Barkve in support of the variance as
requested was read for the record. After consideration and discussion, Steve Schierer made a motion,
second by Ward Uggerud and unanimously carried to approve the variance as requested in the application
dated January 26, 2015 and as depicted on the drawing and pictures submitted with the application with the
condition that no more than 25% of the total eligible lot area can be covered with impervious surfaces. It

Hanzon Properties Otter Tail - Variance application approved as requested. (7:58 p.m.)
Hanzon Properties Otter Tail, Lots 3 and 4 Otter Tail River Park and part of Government Lot 5, Section 4 of
Everts Township by Otter Tail Lake, requested the following: Proposed 4’ by 12’ addition to set 9’ from
right-of-way. 50’ from ordinary high water mark and to be constructed on an existing impervious surface.
No change to impervious surface. Curt Krabbenhoft, Contractor, represented the applicant at the public
hearing. The audience was polled with no one speaking for or against the variance as requested. After
consideration and discussion, Rick Wilson made a motion second by Jodi Sazama and unanimously carried,
to approve a variance of 11’ from the required road right-of-way setback of 20’ and a variance of 25’ from
the required ordinary high water level setback of 75’ for the construction of a 4’ by 12’ addition 9’ from the
road right-of-way and 50’ from the ordinary high water level. It was noted that this is a commercial
property that needs this additional space to accommodate inside operational and safety concerns. The
addition will allow for the relocation of equipment into a mechanical room. The variances as approved do
not directly or indirectly grant any other variances for the proposed development.
Ricky and Shirley Umberger - Variance application approved as modified. (8:00 p.m.)
Ricky and Shirley Umberger, Lot 3 Block 1 Hoffman Lake Acres, Hoffman Lake in Dora Township,
requested the following: Request for lot to be declared buildable for residential purposes. Also request
variance to the 200’ structure setback requirements, setback for proposed shed is 140’. The audience was
polled with no one speaking for or against the variance as requested. After consideration and discussion,
Paul Larson made a motion, second by Jodi Sazama and unanimously carried to declared Lot 3 Block 1
Hoffman Lake Acres a buildable lot for residential purposes and to approve the placement of a 14’ by 20’
shed no closer to the ordinary high water level than the lakeside of the existing trailer (172’) as shown on
the drawing dated March 16, 2015. The variances as approved do not directly or indirectly grant any other
variances for the proposed development.

Jon and Debra Opatz, Lot 1 Preston’s First Addition to Lakeview Beach and Lot 12 Preston’s Lakeview
Beach, Jewett Lake in Elizabeth Township, requested the following: Contractor has determined that
footings are bad on entire building, so we are proposing to build new dwelling, moving it north 10’ from
north property line. Proposed building is 52’ by 30’ (existing building is 40’ by 30’). Sheds would be
removed. The structure setback would be no closer than existing building. Requesting a variance of 31’

I do not plan to appear at the April 9 meeting regarding the variance. I have no concern or complaint. I do not foresee
any problem with the planned remodeling of their deck, or walkway on the property.
The Millers are very considerate lake neighbors and have made several very successful upgrades on their property.
