motion was made by Mark Steuart, second by Cecil Femling and unanimously carried, to deny the variance as
requested as no adequate hardship unique to the property had been shown that would allow for the granting of the
variance as requested. It was also noted that a reasonable use of the property can be obtained with the granting of
the variance as requested.

Kermith Dybdal, Elbow Lake, MN, requested a variance of 88’ from the required side lot line setback of 90’
and a variance of 10’ from the required ordinary high water level setback of 20’ for an addition to an
existing boathouse located 2’ from the side lot line and 10’ from the ordinary high water level. It should be
noted that the proposed addition would add 4’ to the width and 10’ to the rear. The total size would be 12’
by 20’. It should also be noted that the applicant has two structures within the shore impact zone. The
property is described as the north 16 rods of the south 48 rods of Sub Lot 3 of Government Lot 3, Section
21 of Tumuli Township by North Ten Mile Lake. The audience was polled with no one speaking for or
against the request. After discussion and consideration, motion was made by Mark Steuart, second by
Cecil Femling and unanimously carried, to deny the variance as requested as no adequate hardship unique
to the property had been shown that would allow for the granting of the variance as requested. It was also
noted that a reasonable use of the property can be obtained with the granting of the variance as requested.
Gerald McDonald - Approved as modified. (8:53 p.m.)
Gerald McDonald, Fargo, ND, requested the following: “ I would like to add a second story on to an
existing cottage. The second story would be 58’ from the water line. I would like to continue to use the
outhouse, which is 100’ back from water, and the well but is close to the road right of way line, about (0
feet) and 6’ from the lot line. The second story would be no closer than the main floor, which is 6 to 7’ from
the south lot line. The second floor would be 6' further from the lake, as it does not come out as far as the
main floor. In order to put in a spiral staircase we would need to come out 3.5’ on the north side by the
main entrance to the cottage. “ The property is described as Lot 12, Block 1 Trowbridge Point, Trowbridge
Lake in Candor Township. The audience was polled with a neighbor of the applicant speaking in support of
the variance as requested. After discussion and consideration, motion was made by Paul Larson, second
by Steve Schierer and unanimously carried, to approve the location of the outhouse subject to the approval
of the township and to approve the proposed second story addition with the condition that no more than
25% of the total lot area can be covered with impervious surfaces after the proposed project is completed.
It should also be noted that the variance as granted for the outhouse approves the location only and does
not address the condition of the outhouse or whether or not the outhouse complies with all the necessary
requirements. Hardship is a substandard lot of record.
Mark and Karen Bertram - Approved as requested. (9:07 p.m.)
Mark and Karen Bertram, Fergus Falls, MN, requested a variance of 13’ from the required drain field
setback of 20’ and a variance of 3’ from the required septic tank setback of 10’ for the placement of a 30’
by 30’ garage 7' from the drain field and 7’ from the septic tank. The property is described as part of Lot
19, Auditor’s Subdivision of Woodland Heights, Opperman Lake in Fergus Falls Township. The audience
was polled with Jonathan Drews expressing concerns with drainage. After discussion and consideration,
motion was made by Steve Schierer, second by Randall Mann and unanimously carried, to approve a
variance of 13’ from the required drain field setback of 20’ and a variance of 3’ from the required septic tank
setback of 10’ for the placement of a 30’ by 30’ garage 7’ from the drain field and 7’ from the septic tank.
Hardship is the terrain of the applicant’s property.
Thomas and Deborah Bundle - Approved as modified. (9:16 p.m.)
Thomas and Deborah Rundle, Hawley, MN, requested a variance of 39’ from the required ordinary high
water level setback of 75’ for the construction of a 22’ by 22’ addition 36’ from the ordinary high water level
and a variance to place a drain field less than 10’ from the north property lot line. The property is described
as Lot 2, Rundle Addition, Pelican Lake in Scambler Township. The audience was polled with no one
speaking for or against the request. After discussion and consideration, motion was made by Randall
Mann, second by Steve Schierer and unanimously carried, to approve a variance of 39’ from the required
ordinary high water level setback of 75’ for the construction of a 22’ by 22’ addition 36’ from the ordinary
high water level and a variance of 6’ from the required side lot line setback of 10’ for the placement of a
drain field 4’ from the north property line.
