Conditional Use Permit - Fred & Mary Manuel:
Motion by Lee, second by Mosher, and unanimously carried to remove dirt/fill from in front of

conditions as recommended by the Planning Commission. The property is described as

Robert & Loreli Westby Unnamed Lake (56-382): Mr. Kalar indicated that the
Westby’s were issued Conditional Use Permit #6033 after being granted approval from
the County Board on May 20, 2003 (considered by the Planning Commission on May 14,
2003). This approval allowed a 3’ x 3’ sign. On June 4, 2003, Mr. Westby sent a letter
requesting an amendment to the approval which would allow a 3’ x 4’ or a 3’ x 5’ sign.
Motion: A motion by Trites, second by Boyer to amend the approval to allow a sign
being a maximum of 3’ x 5’. Voting: All Members in favor.
“McKinnon’s Star Lake View”, Star Lake (56-385): Mr. Kalar read a letter dated June
5, 2003 from MNDOT indicating that MNDOT does not have any concerns regarding this
proposal. No action necessary.
Break: At 8:10 P.M., the commission took a 20 minute break and reconvened as the
. schedule required.
Babe’s Resort / Todd Collation Y Thomas W. Hanson - Denied:
A Conditional Use Permit Application stating: “I would like to mount a gutted out single
engine airplane (4 ft high, 20 ft. long with 34 ft. wide wing span) on our storage building
for the purpose of advertising. The plane wound be mounted on the roof of the building.”
The property is described as Pt of GL 6 ..., Section 2 of Perham Township; Little Pine
Lake/Mud Lake (56-142/56-222), GD/NE.
Brikker Ware represented the Application.
Motion: A motion by Sha, second by Schwartz to deny for the following reasons: 1.
There is insufficient assurance that the building is structurally sound. 2. The airplane
would be located in the Shore Impact Zone. 3. The drawing was inadequate as it did not
show the setback to right-of-way or the position of the airplane. Voting: All Members in
favor.
Zion Evangelical Lutheran Church - Approved Revision With A Condition:
A Conditional Use Permit Application stating: “We would like a Conditional Use Permit to
build a new church on parcel 17000220301006, in order to fit the church on the property,
we will need to grade off approximately 5200 cu. yards of material and fill it into the east
side of the property for our parking area. We will have parking for 77 vehicles, new
onsite sewage treatment system and a new well. Maximum seating capacity - 325.” The

May 14, 2003 - Motion: A motion by Trites, second by Lachowitzer to table, at the

that the site distance (road ingress & egress) is adequate. 2. A stormwater run-off plan,
including cross sections or contours. This information must be received by May 28, 2003
in order to be mailed with the June 11 packet.

Motion: A motion by Trites, second by Sha to approve the revised request as presented,

Dear Bert Olson, Planning Commission
I am requesting an amendment to conditional use permit #6033 in regards to the 3’ x 3’
sign. The height of the sign is agreeable to me. 1 was wondering if you would consider
changing the width to 4’ or 5’ for designing purposes. Most business cards (see
attached), road signs, and business signs are of a rectangular format rather than a square
design. I do not remember reading a restriction on length of a sign only on the height
from the information received from the office.

Motion by Nelson, second by Block, and unanimously carried to authorize payment, in the
amount of $250, to the Family Services Collaborative for the annual partnership payment for
Otter Tail County.
Performance Evaluation
Reconvene
At 10;40 a.m.. Chair Lee declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of
Highway Engineer, Rick West, pursuant to M.S. Chapter 13D.05 Subd. 3. All five seated
commissioners were present for the evaluation. A summary of performance conclusions will
be provided at the next regular County Board meeting. The County Board of Commissioners
meeting was reconvened in open session at 11:05 a.m.
Support of Extension Regional Office
Motion by Nelson, second by Froemming, and unanimously carried that Otter Tail County
supports the University of Minnesota Extension Regional Office concept and supports
housing a Regional Office in Otter Tail County. Further, Otter Tail County is willing to work
with the University of Minnesota to provide an appropriate Regional Office.
