Richard Wenstrom - Variance application approved as modified. (6:32 p.m.)
After discussion and consideration, Steve Schierer made a motion, second by Thomas Lee and unanimously carried, to approve a variance of
100’ from the required ordinary high water level setback of 200’ for the placement of a structure 100’ from the ordinary high water level as
determined by the Land and Resource Management Department. The variance as approved will provide the applicants with a reasonable use of
the property and will keep the proposed structure out of the shore impact zone. The variance as approved does not directly or indirectly grant
any other variances for the proposed development.

MINUTES OF THE MEETING
OF THE
OTTER TAIL COUNTY BOARD OF ADJUSTMENT
Thursday, February 11, 2016
The Otter Tail County Board of Adjustment met Thursday, February 11,2016, with the following persons in
attendance:
Paul Larson
Steve Schierer
Alex Kvidt, Land and Resource Management
Jeffrey Pabarcus, Assistant County Attorney
Thomas Lee Jodi Sazama
Warren (Rick) WilsonWard Uggerud
Called to Order - Steve Schierer, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved - The Board of Adjustment approved the minutes of the January 28, 2016 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
Richard Wenstrom - Variance application approved as modified. (6:32 p.m.)
Richard Wenstrom, Lots 24 and 25 Pleasure Point, Fish Lake in Aurdal Township, requested a variance of 130’ from the required
ordinary high water level setback of 200’ for the placement of a structure 70’ from the ordinary high water level. This plat was
originally recorded in 1925. Lake is now classified as a natural environment lake. Existing homes on developed lots are
approximately 70’ from water. Currently the lake is approximately 13’ above recorded low levels. Setbacks from sites and road
along with current 200’ water setback do not work for a year round dwelling. The applicant was represented by David and Shari
Vien and Del Jose, Real Estate Agent. The audience was polled with no one speaking for or against the variance as requested.
After discussion and consideration, Steve Schierer made a motion, second by Thomas Lee and unanimously carried, to approve a
variance of 100’ from the required ordinary high water level setback of 200’ for the placement of a structure 100’ from the
ordinary high water level as determined by the Land and Resource Management Department. The variance as approved will
provide the applicants with a reasonable use of the property and will keep the proposed structure out of the shore impact zone.
The variance as approved does not directly or indirectly grant any other variances for the proposed development.
Michael and Andrea Tauer - Variance application approved as requested. (6:52 p.m.)
Michael and Andrea Tauer, Lot 18 and part of Lot 19 Lenius Beach First Addition, Little McDonald Lake in Edna Township,
requested the following: I want to add a 14’ by 14’ by 12’ addition to a nonconforming structure. It would be built on top of the
existing basement. The height would not exceed the height of the existing structure. No earthwork is required. There is no
increase to impervious surface. I need a 30’ variance from the required bluff setback of 30’ for the placement of the proposed
development 0’ from the top of the bluff. Existing structure is in the bluff The audience was polled with a member of the Edna
Township Board indicating that they had no objections to the requested variance. After consideration and discussion, Thomas
Lee made a motion, second by Rick Wilson and unanimously carried, to approve a variance of 30’ from the required top of bluff
setback of 30’ for the placement of the proposed addition 0’ from the top of the bluff as described in the variance application and
as depicted on the drawings submitted with the variance application. It was noted that the existing structure is already in the bluff
impact zone, the proposed addition will be no closer to the top of the bluff or the ordinary high water level than the existing
structure and the proposed development will have no impact on the adjacent properties. The variance as approved does not
directly or indirectly grant any other variances for the proposed development.
With no further business, Steve Schierer, Chairman declared the meeting adjourned at 6:58 p.m.
Preparedly: a
Wayne Steiri, Secretary
The minutes were mailed on Friday, February 12, 2016, to the Otter Tail County Board of Adjustment. Official
action regarding these minutes will be taken by the Board of Adjustment at their next regularly scheduled meeting.
