After discussion and consideration, Paul Larson made a motion, seconded by Ward Uggerud and carried with David Wass voting
no, to approve a variance of 70’ from the required ordinary high water level setback of 200’ for placement of the proposed
development 130’ from the ordinary high water level as requested in the variance application dated May 6, 2016 and as depicted
on the drawing submitted with the variance application. Hardship/practical difficulty is a substandard lot of record. The variance
as approved will provide the applicant with a reasonable use of the property. The variance as approved does not directly or
indirectly grant any other variances for the proposed development. The proposed development is similar to other development in
this immediate area.

Thursday, June 9, 2016
The Otter Tail County Board of Adjustment met Thursday, June 9, 2016, with the following persons in
attendance:

Called to Order — Steve Schierer, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved - The Board of Adjustment approved the minutes of the May 12, 2016 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
Kathleen Kessel - Variance application approved as requested with a condition. (6:33 p.m.)
Kathleen Kessel, Lot 4 Kimber Beach, Blanche Lake in Girard Township, requested the following: (1) ordinary high
water level variance of 50’ and lot line variance of 8’ for replacement shed 8’ by 24’ by 10’ high to be placed at least
50’ from ordinaiy high water level and 2’ from west lot line and (2) lot line variance of 1.5’ for replacement dwelling
92’ by 26’ to be placed 8.5’ from the east lot line (adjacent to Lot 5 Kimber Beach). Mark Roiming and Ted Kessel
appeared with the applicant at the public hearing. The audience was polled with no one speaking for or against the
variance as requested. After discussion and consideration, Paul Larson made a motion, seconded by David Wass and
unanimously carried, to approve a variance of 50’ from the required ordinary high water level setback of 100’ and a
variance of 8’ from the required side lot line setback of 10’ for the placement of an 8’ by 23’ by 10’ shed 50’ from the
ordinary high water level and 2’ from the west lot line and a variance of 1.5’ from the required side lot line setback of
10’ for the placement of a 92’ by 26’ dwelling 8.5’ from the east lot line as depicted on the drawing submitted with
the variance application with the condition that the existing cabin must be removed prior to the issuance of the site
pemiit for the new dwelling. Hardship/practical difficulty is a substandard lot of record. The applicant’s proposed
development is a significant improvement over the existing development. The proposed development is similar to the
other development in this immediate area. The variances as approved do not directly or indirectly grant any other
variances for the proposed development.

to 70’ to obtain a natural walkout basement. This plat was originally recorded in 1925. Lake is now a natural
environment lake. Existing homes on developed lots are approximately 70’ from water. Lake is currently
approximately 13’ above recorded low levels. Setbacks from sides and road along with cunent 200’ water setbacks
do not work for a year round dwelling. Jim and Sue Peterson appeared with the applicant at the public hearing. The
audience was polled with no one speaking for or against the variance as requested. After discussion and
consideration, Paul Larson made a motion, seconded by Ward Uggerud and carried with David Wass voting no, to
approve a variance of 70’ from the required ordinaiy high water level setback of 200’ for placement of the proposed
development 130’ from the ordinaiy high water level as requested in the variance application dated May 6, 2016 and
as depicted on the drawing submitted with the variance applieation. Hardship/practical difficulty is a substandard lot
