It will be used to determine the 50 foot vegetated buffer strip and the livestock exclusion fence. A brief history of this project. In August 1998 I installed a temporary electric fence around the perimeter of the project site and removed the barb wire fencing required to be dismantled for this project In September 1998, The Minnesota Department of Natural Resources ( Dept, of Fisheries) started and complete the installation of the log rootwad revetments ,rock vane and willow plantings In September 1998 I Removed and stock piled the topsoil, loaded and hauled away excess excavated material from site, excavated livestock approach ramp and placed granular material on it. In October 1998 I finished the sloping at a 3 to 1 slope or flatter and spread the stockpiled topsoil on the project. In the first week of November 1998,1 completed the dormant seeding, fertilizer, mulching ,disc anchoring as required by Natural Resources Conservation Service, we also installed bale checks in the drainage areas. ■ t At this time we are in the planing stage for tree plantings with the West Otter Tail CO Soil and Water Conservation Service between the river an the fence which could requires machine planting. The trees will be planted in the spring or summer of 1999 depending on the recommendations and the availability of trees and planter from the Soil and Water Conservation Service. The permanent livestock exclusion fence will be erected shortly after the tree planting is completed in 1999. The temporary electric fence will remain up and exclude the livestock from the project site until its completion. GENERAL: 33, T. 133 N., R. 42 W., Minnesota. DESIGN CRITERIA: The Minnesota Department of Natural Resources designed the streambank protection and fish stream improvement portion of the project using bioengineering techniques. Log, rootwad and boulder revetment will be used. The West Central Minnesota Joint Powers Board engineering staff and NRCS designed the livestock exclusion (fence), buffer area and livestock approach ramp for watering from the river. The following Natural Resources Conservation Service (NRCS) practice standards in the Field Office Technical Guide (FOTG) were used for design criteria: Critical Area Planting (342), Fencing (382), Livestock Exclusion (472), Mulching (484) and Pond (378). The reasons for the extension are, 1. After we finished with the machine tree planting in May the river rose to a level making much of the area too wet to install the permanent livestock exclusion fence. 2. The Minnesota Department of Natural Resources (Dept, of Fisheries), has indicated they are going to return in the fall when the river level recedes for some maintenance on the rootwads. I would like to extend the permit to December 1,1999 for these parts of the project, as some of the fence may have to stay down until the DNR finishes there work. The temporary electric fence will remain up and exclude the livestock from the project until its completion.
