Reports and Presentations A/B. Director’s Status Report/Committee Reports  Sarah Bernstetter, Project Manager discussed the County Housing Profile prepared by Minnesota Housing Partnership.  Workforce Support Strategy / OTC Works o Project Manager-Workforce Navigator position has been offered. 3/49 OTTERTAIL COUNTY -MINNESOTA o Convened a group of employers, education partners and other workforce stakeholders to create a workforce strategy discussion to provide feedback and thoughts on a refresh to the OTC Works strategy.  Childcare o Groundbreaking event for the PioneerCare led Channing Childcare project. o Applied for $10,000 grant to West Central Initiatives to continue contracting with our Child Care Project Managers.  Business Development o National Small Business Week is May 3-9.  Ava Hastings will be our summer intern, starting on May 18. C. On the Map Report  Sarah Bernstetter, Project Manager, presented the 1st Quarter Placer.ai report. D. Board Member Updates - none 5. Regular Business Items A. Community Growth Partnership Grant Application: City of Pelican Rapids The City of Pelican Rapids is seeking a grant in the amount of $25,000 to further support the Business Façade Improvement Program to enhance their store fronts. Matching funds for this request would be provided by Pelican Rapids EDA. The application was reviewed by the Business Development Committee, who provided a recommendation to approve the application. Motion by Dena Johnson, second by Kurt Mortenson to approve the City of Pelican Rapids Community Growth Partnership Grant in the amount of $25,000 supporting the Pelican Rapids Business Façade Improvement Program. Roll call vote was taken: Dena Johnson, Kurt Mortenson, Betsy Roder, Heidi Samuelson and Sean Sullivan all yes, Dave Schornack not voting. Motion passed unanimously. 6. Discussion and Communications A. Project Update: Vine Street Rehabilitation  Approved purchase price: $4,372.18 by OTC Board of Commissioners.  Paperwork submitted to the State of Minnesota.  Clean out of property has been tentatively scheduled, low bid was from Kildal Construction LLC, contract to be awarded pending receipt of property deed. Two bids for the kitchen were received from Cornerstone and Fergus Home & Hardware, with contract to be awarded upon receipt of property deed.  Anticipate bids for General Contracting work at June CDA meeting. She has a strong background in HR and non-profit work. She will jump in with implementing the refreshed workforce strategy, Empowered Worker Program and deployment of Growing Careers grant, and employer engagement. Child Care: Otter Tail County was awarded an additional $10,000 in funding from West Central Initiative to continue contracting with our Child Care Project Managers with a focus on provider and center retention, provider outreach, and development of a countywide child care fund. Miscellaneous: Staff is meeting with city staff for individualized community development check-ins to discuss current projects and future opportunities where the CDA can be additive and supportive. Meetings have been held with with Henning, Vergas, and Pelican Rapids and meetings are scheduled in June with Perham, Fergus Falls, New York Mills, and Ottertail. Workforce strategy refresh a. The partners who participated in the Workforce Strategy Discussion in April were very engaged and provided useful feedback during the discussion and with the online facilitation tool b. Discussion participants made the connection between County efforts and Otter Tail Lakes Country resident recruitment efforts c. Committee provided further feedback on key partnerships, information sharing opportunities, and gaps in the workforce ecosystem d. Refreshed OTC Works strategy will be presented to full CDA board in June 2. Empowered Worker Program update a. New Workforce Project Manager will start on June 1 b. Grant opportunity through Just Transition Fund for workforce development programs that align with the Empowered Worker Program. The funding is available to coal-impacted communities, which includes Fergus Falls, and there is a collaborative group of economic development professionals in other eligible Minnesota communities interested in partnering on an application. The committee was supportive of an application regardless of collaboration with other communities, and if collaboration strengthens the application they liked that idea. 3. Manufacturing Month tours a. October is Manufacturing Month and we worked with Elevate in 2025 to plan and host 4 tours at manufacturers throughout the County, which were attended by more than 120 people. b. Elevate coordinated the tours, managed the registrations, and led the marketing last year and we provided $2,000 for their efforts. c. Elevate reached out about partnering again in 2026. d. Committee was impressed with last year’s partnership and was supportive of working together again this year. 2. Discussion of business development marketing strategy led by summer intern a. Priority topics for promotion include SBDC resources, AI for businesses, and succession planning b. Audience for outreach should include business owners, Chambers of Commerce, business/community groups, and cities c. Title for the property was conveyed to the Community Development Agency on May 15th, following conveyance to the County from the State of Minnesota. Bids were received for general contracting, electrical, plumbing and HVAC work. No singular bid included every trade. Recent information from area contractors and material suppliers indicates that roofing materials and copper costs are expected to increase by an additional 10%, following a 6% material cost increase earlier this year. During review of bids submitted by Weinrich Construction and Valley Home Improvements, it was noted that several specification items were not bid, as identified by “NB” in the attached table. Estimated values were assigned to those line items to provide a more complete representation of the total construction cost should either contractor be selected. Because these items were not directly bid on by the contractors, it is assumed that subcontractors would be required to complete the work. Accordingly, a subcontractor markup was applied to the overall project estimate. Only one bid was received for plumbing and HVAC work. Staff is working to secure a second bid.
