The Otter Tail County Community Development Agency convened at 11:00 am, Wednesday, March 11,

A/B.Director’s Status Report/Committee Reports:
Perham Housing Symposium will be held March 12, 2026 from 9 am-noon.
Amy Baldwin, CDA Director has testified in support of the state housing tax credit program.
o Proposed Program modifications
To get alignment between the housing tax credit contribution plan and the workforce
housing program.
Geographic split – balance between Greater Minnesota and the Twin Cities.
Removal of the sunset – scheduled for 2028.
Projects seeking contributions this year include a HRA lot sold to Habitat for
Humanity in Pelican Rapids.

o Amy Johnson, OTC Workforce Navigator’s last day was March 10, Sarah Bernstetter,
Project Manager will be supporting current clients at this time. Upcoming referrals will
have an agricultural career focus. Amy Baldwin, CDA Director and Sarah Bernstetter,
Project Manager met with NDSCS to learn about their agricultural programs.
Childcare
o The State Childcare Economic Development grant is open through DEED.
o Pioneer Care pursuing a direct application – County Commissioners approved a $5,000
matching grant (5% of the grant request).
o Vergas project is advancing with the Vergas EDA –a similar $5,000 match.
Business Development
o Newsletter just went out.
C. On the Map
Erik Osberg, Rural Rebound Initiative Coordinator reported
o Game day activations with the Gophers
o Revitalize Talent Tourism – Engaging with non-athletic students from campuses outside
of the U of M Twin Cities.
o Revamping Otter Tail Lakes Country Association (OTLCA) website.
Board discussed available metrics on vacancy rates from OTLCA member motel & hotels and
engagement with local M State students.
Sarah Bernstetter, Project Manager, stated the OTLCA magazine has been printed and has been
delivered to Fergus Falls and regional travel destinations. Erik Osberg reported that 30,000 copies
were printed and will be distributed at over 400 locations.

5. Regular Business Items
A. Authorization to pursue acquisition of 1209 S. Vine St., Fergus Falls
Amy Baldwin, CDA Director asked for authorization to pursue acquisition of 1209 S. Vine St.,
Fergus Falls for an opportunity to create an affordable homeownership opportunity. An inspection
noted that asbestos could be present in the attic space. The intent is to rehab the home and resell
to an income qualified homeowner this fall. Motion by Sean Sullivan, second by Betsy Roder to
approve authorization to pursue the acquisition of 1209 S. Vine St., Fergus Falls, which includes the
environmental testing for asbestos. Motion passed unanimously. After the asbestos results, the
purchase approval is anticipated to be presented at the April 1, 2026 CDA Board Meeting.
6. Discussion and Communications
A. Other Communications
One time funding has been received for Family Resource Centers in New York Mills in the amount
of $338,000 and Pelican Rapids for $500,000. Plans to accept bids for remodeling will begin in May
for New York Mills and June for Pelican Rapids. These centers will be a resource to connect
families and communities.
B. Upcoming meeting:
Wednesday, April 1, 2026 @ 11:00 am, Otter Tail Lake Room, Government Services Center with
HRA Board meeting @ 12:45 pm.

Housing Growth Initiative / The Big Build:
The City of Perham hosted their Housing Symposium on March 12 with approximately 30
attendees. The agenda included presentations on Perham’s newly completed housing study
and needs analysis, a State of Rural presentation from the Center for Rural Policy and
Development, Otter Tail County’s Community Development and Housing Annual Report.

Workforce Support Strategy / OTC Works:
Quarterly workforce newsletter was distributed to 235 recipients with highlights on the
Workforce Convening, Empowered Worker successes with CNA attainment, Paid Leave
Small Employer Assistance Grants, and the State of Rural 2026 report from the Center for
Rural Policy and Development:

The Project Manager-Workforce Navigator position is being posted for applications in April.
The position will continue to support the Empowered Worker Program with employer
outreach, training and development, and participant navigation.
Next quarterly workforce convening is scheduled for Tuesday, March 31 at 11am. Topics
will include an introduction to M State Workforce Development Solutions Director and a
labor market update from DEED Data Analyst.
Child Care:
PioneerCare and Vergas child care twin home projects submitted DEED Child Care
Economic Development Grant applications. The Board of Commissioners approved $5,000
matching grants for both projects if awarded. Awards are anticipated to be announced in
April or May.
Monthly child care provider newsletter was distributed to 147 recipients with information on
best practices for marketing provider programs, substitute program, lending library, and
upcoming training.

Outline of key actions discussed:
1. 1209 South Vine, Fergus Falls
a. Staff has continued to obtain general pricing for work to be done.
b. There appears to be vermiculite insulation in the attic that may contain asbestos,
staff would like to proceed with testing. Should asbestos be present, this will add
substantial cost to the project that would in turn impact the purchase price of the
property.
2. Legislative Updates
a. Staff reviewed a few housing related legislation efforts

Date/Time: March 17 @ 3:00pm
Committee members: Kurt Mortenson (in person), Bob Schempp (in person), Betsy Roder (virtual)
Outline of key actions discussed: 1. Empowered Worker Program update
a. 18 participants in the program currently. These participants are on track to accomplish their training and employment goals by June. We are on pace to spend down the remaining Drive for 5 funds. b. Staff met with two agriculture employers and a new agriculture training provider in February to inform development of agriculture career pathways for the Empowered Worker Program. c. Discussion of integrated workforce services across County departments including the OTC Works workforce strategy and eligibility and employment services in Human Services. d. Discussion of staff transition in the Workforce Navigator role. Committee was supportive of
resetting the three-year limited term Project Manager – Workforce Navigator position and reposting the position. 2. Child care updates a. PioneerCare and Vergas child care twin home projects submitted DEED Child Care Economic Development Grant applications. The Board of Commissioners approved $5,000 matching grants for both project if awarded. Awards are anticipated to be announced in April or May. b. Public facilities for child care grant through Department of Children, Youth, and Families is anticipated in April and could be a good fit for child care facilities owned by cities or school districts. c. Staff is supporting work and planning with a local child care center to identify potential solutions to sustainability concerns. Additional board members have been added, non-profit board is discussing fundraising efforts, and director is exploring revenue streams and space

Outline of key actions discussed: 1. Small Business Week strategy
a. National Small Business Week 2026 will take place May 3-9
b. Staff will develop an outreach strategy including social media and email newsletter
highlighting a business success story, SBDC resources, impact of spending locally at small
businesses, Chamber of Commerce initiatives, and Paid Leave Small Employer Assistance
Grants
2. Bongards conduit bond update
a. Awarded $7 million in this year’s application round. Staff will bring a resolution to the Board
of Commissioners for approval, but public hearings and processes do not need to be redone
because of last year’s board approval.
b. The County is a passthrough for funds and does audit reporting, but the funding and project
requires minimal staff time and cost.
c. Discussion about fee structure and policy for conduit bond request. Research and policy
development will be a project for our summer community development intern.
3. Review business conditions data sources
a. In follow-up to last month’s discussion about a business survey, existing data sources and
surveys were reviewed to gather information about business conditions and the economy at
a state, regional, and county level.

BOARD ACTION REQUESTED
Authorize approval of the grant request and direct staff to
prepare necessary agreement with the City of Battle Lake for signature
PROPOSED REQUEST/JUSTIFICATION
A preliminary application has been submitted for the CDA’s Community Growth Partnership Grant Program from the City of Battle Lake. However, there was additional information needed related to the proposed project budget. Following is a summary of the application; once the revised
application is received, it will be distributed.
•City of Battle Lake – House at Hatchery Row/Galloping GooseoProject overview: The property located at 106 Lincoln Ave S., Battle Lake, is aresidential structure was purchased by the owners of Galloping Goose. The property,
located to the west of Hatchery Row, has been approved for the rezoning of the property
to commercial by the City of Battle Lake. It will be an additional location for GallopingGoose to provide rental recreation items (bikes, etc.) and associated retail offerings.o Requested Grant Amount: The final grant request will be determined by the totalproposed project budget but will be 5% of the total project cost (up to $10,000).
o Use of Funds: Install new windows and complete façade and accessibility
improvements.
o Sources of Funds: Balance of the project would be funded by a bank loan through FirstNational Bank.
The exterior and accessibility improvements of a commercial building is a permitted use of the
funds. Staff recommends the Board approve the grant request, contingent on obtaining final budget estimates for the project from the business operator and the submission of the City’s resolution of support (anticipated to be considered on April 14).

Authorization to purchase 1209 S. Vine St, Fergus Falls
A tax forfeited property in the city of Fergus Falls at 1209 S. Vine St. has been identified as a project to create an affordable homeownership opportunity. Taxes have not been paid on the property since 2022 and it was offered for auction in 2025, with no bidder.
Staff have visited the site several times and prepared a scope of work with cost estimates. Testing of the vermiculite present in the attic revealed that less than 1% of the material contained asbestos, meaning that a licensed asbestos mitigation contractor will not need to be hired to replace the attic insulation. Additionally, a local realtor reviewed the property and, with an understanding of the improvements to be completed, provided a preliminary suggested resale price of ~$250,000. The Application to Acquire Tax-Forfeited Parcel has been completed for your consideration. If approved by the Board, staff will present the CDA’s recommendation to the County Board for consideration. Bids for property clean out have been obtained and this work would begin immediately after the parcel
acquisition has been approved by the State of Minnesota. Once the property is free of personal possessions, solicitation of bids for work will be obtained. The home would be sold to a household at or below 115% of AMI.

The Community Development Agency of Otter Tail County (CDA) will purchase the tax forfeit parcel located at
1209 South Vine Street, Fergus Falls, Minnesota. The 3 bedroom, 1 bathroom house located on the property has
been vacant for approximately 4 years and is in need of significant rehabilitation. Work that will be completed
includes replacement of roofing, soffit, fascia, gutters, siding, windows, all exterior doors, attic insulation, HVAC
equipment, electrical and plumbing lines. Interior renovation work will include the kitchen, bathroom, plaster repair,
paint and flooring. It is estimated that the sale price of the completed home will be $250,000. The CDA has
experience in selling income restricted property. Appropriate forms and procedures are in place to ensure that a
homebuyer qualifies by income.

AUTHORIZING PURCHASE OF PARCEL 71004990460000 LOCATED AT 1209 SOUTH VINE STREET, FERGUS FALLS, MINNESOTA
WHEREAS, Parcel No. 71004990460000 (“the Property”) is a tax forfeit property owned by the
State of Minnesota; and WHEREAS, the Property has been offered at auction that resulted in no offer being made; and
WHEREAS, the Otter Tail County Community Development Agency (the “CDA”) has interest in
acquiring this property for the purpose of rehabilitation and subsequent sale to an income qualified buyer. NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Community
Development Agency in and for Otter Tail County, Minnesota, that:
1. The Board of Commissioners of the CDA hereby approves the purchase of the property for an amount not to exceed 25% of the current year’s estimated market value as determined by the Otter Tail County Assessor’s Office, plus outstanding Special Assessments and any
necessary fees or taxes required to effectuate transfer of the deed to the CDA.
2. The Executive Director is authorized and directed to take all necessary actions to complete acquisition of the Property and execute all documents necessary to complete the purchase of the Property.
