HomeMy WebLinkAboutHousing & Redevelopment Authority - Minutes - 12/17/2025OTTERTAIL HOUSING ANO REDEVELOPMENT AUTHORITY COUNTY • MINNESOTA The Otter Tail County HRA Board of Commissioners Met for a regular meeting on December 17, 2025 at 12:45 pm At the Otter Tail County Government Services Center 515 W Fir Ave, Fergus Falls, MN Board Members Present: Wayne Johnson, Chairperson Jeff Ackerson Kurt Mortenson Leland {Lee) Rogness, Vice Chairperson Megan Myers (Virtual) Others Present: Amy Baldwin, OTC HRA Executive Director Tanya Westra, OTC HRA Housing Program Supervisor Julie Bakken, OTC HRA Accountant Paula Grunewald, OTC HRA Administrative Assistant 1. CALL TO ORDER Chairperson Johnson called the meeting to order at 12:45 pm. 2. APPROVAL OF AGENDA Government Services Center 500 West Fir Avenue Fergus Falls, MN 56537 Motion made by Kurt Mortenson, second by Lee Rogness to approve the December 17, 2025 Agenda without additions or changes. Motion passed unanimously. 3. APPROVAL OF CONSENT AGENDA ITEMS Motion made by Jeff Ackerson, second by Kurt Mortenson to approve the Consent Agenda without additions or changes. Amy Baldwin, HRA Executive Director stated that both October and November financial reports were included in the Consent Agenda. Motion passed unanimously. 4. NEW BUSINESS A. Resolution No. 328 Approving 2026 Public Housing & Finding Home I LLC Insurance Bid Amy Baldwin, HRA Executive Director introduced the two insurance bids that were received: Mark Rodning Insurance (State Farm) and Ansay and Associates LLC (Auto Owner's). Neither bid included a $2,500 deductible. Tanya Westra, HRA Housing Program Supervisor provided a comparison between the bids. Motion made by Kurt Mortenson, second by Lee Rogness to accept the bid from Mark Rodning Insurance (State Farm). Motion passed unanimously. B. Resolution No. 329 Approving Public Housing & Housing Choice Voucher Write Off Balance Amy Baldwin, HRA Executive Director stated the write-off balances are $15,174.98 for Public Housing and $20,236 for Housing Choice Vouchers. These unpaid balances have been submitted to the Revenue Recapture Program. Motion made by Lee Rogness, second by Jeff Ackerson to approve the 218-998-8730 @ OTTER TAIL COUNTY IS AN EQUAL OPPORTUNITY EMPLOYER @ ottertailcounty.gov LIVE YOUR best life HERE. write offs of $15,174.98 for Public Housing and $20,236 for Housing Choice Vouchers programs. Motion passed unanimously. 5. EXECUTIVE DIRECTOR REPORT • All three applications submitted to the MN Housing Community Impact Fund for Value Gap to construct seven single family homes have been included in the MN Housing Board Packet as recommended for approval. Official action is anticipated at the MN Housing board meeting on December 18, 2025. • The Federal Home Loan Bank application for senior housing in New York Mills was not awarded. There may be additional opportunities with SHTC (State Housing Tax Credit) Contribution Fund to further support the New York Mills senior housing project. 6. DISCUSSION • Joint board meeting on January 7th, 2026 between the CDA and HRA Board members is planned. • The board discussed how to have a "Broader Awareness" of what we can do to help in relation to housing opportunities. • Staff will have a booth at the Lake Region Builders Association -Builder Expo in January. This opportunity is used to promote upcoming projects. • Commissioner Megan Myers updated on the 24 multifamily units being constructed in Parkers Prairie. 7. GENERAL DISCUSSION-TOPICS BY COMMISSIONERS Two homes have been sold in Pelican Rapids with the last one to close before the end of December. 8.
