Call to Order
The Otter Tail County Community Development Agency convened at 11:00am, September 3,
2025. Dave Schornack, CDA Board Chair, led the meeting. Attendance was as follows:

Approval of Agenda
The agenda was to stand as presented.
Approval of Consent Agenda
Motion by Dena Johnson, second by Kurt Mortenson to approve the Consent Agenda. Motion
passed unanimously.
Reports and Presentations
A. Director’s Status Report
Pinewood Estates Neighborhood Party and Ice Cream Social was held August 19. The
event was well attended.
The August Housing Convening was virtually attended by 29 people. Topics discussed
included the community impact of housing and rehabilitation presented by Ben
Winchester.
The Empowered Worker Program has received 111 referrals to date with 8 participants
enrolled in fall semester at M State.
Drive for 5 Grant funding for fiscal years 2026-2027 has been released and staff is
working on an application to be submitted in early October.
A Workforce Summit is scheduled for Thursday, November 20 at M-State, Fergus Falls.

C. On the Map Report
Erik Osberg, Rural Rebound Initiative Coordinator stated that the August social numbers are in
and, while 2025 has been strong, it has slowed down in August. The Gopher relationship has
continued and there will be a presence at U of M and local events. On Friday, October 3, the
Greater Minnesota Digital Marketing Summit will be held at Perham Lakeside Golf Club from
9am-2pm. The keynote speaker is Maha Abouelenein.
D. Board Member Updates
Commissioner Kurt Mortenson stated that the keynote speaker for the Greater
Minnesota Digital Marketing Summit, Maha Abouelenein, is exciting to hear.
Regular Business Items
A. Community Growth Partnership Grant: Perham Housing Study
Amy Baldwin, CDA Director stated that the City of Perham has submitted a $5,000 planning
grant application for a housing study. The study is in collaboration with the Perham Economic
Development Authority and total cost is $19,000. Funds have been secured from the Perham
HRA, Perham EDA and Otter Tail Power Co. This grant request is contingent on approval by the
Perham City Council Meeting. Motion by Sean Sullivan, second by Kurt Mortenson to approve
the request for $5,000 for a housing study contingent on the application approval at the next
Perham City Council Meeting. Motion passed unanimously.
6. Discussion and Communications
A. Placer.ai Report Review
Sarah Schake, CDA Project Manager gave a status report on Placer.ai. She walked through an
example that included Work Location and Living Location. The example shown was employee
living location related to work location - number of visits to work location, including a heat map
and location by zip codes. It also showed inbound commuters – the number of people who work
in a community and come from outside of a community. She was able to validate and confirm
information with census data and explained the process. Tanya Westra, Housing Program
Supervisor used some of this type of information on a recent project.
B. Empowered Worker Program Analysis
Amy Baldwin, CDA Director also spoke about the Empowered Work Program Analysis that
Aisling Cox, the CDA Summer Intern compiled. This report examines program costs against
direct costs – what is the return on the County’s investment in the Empowered Worker Program.
There are two primary revenue streams being calculated including Tax Revenue Generation
and Economic Assistance Savings. Currently there is an analysis being completed to determine
which assistance program sampled participants may exit as a result of their new income levels.
Final results of the analysis will be presented when available.
C. Project Updates:
a. Pinewood Estates, Pelican Rapids
Tanya Westra, Housing Program Supervisor reported:
The three homes in Pinewood Estates are 4-5 weeks away from completion.

During the Neighborhood Party, held on August 19, 2-3 families showed interest.
The first home closing has been scheduled.
Final lift on the road to be done before Halloween.
b. Westridge Mall, Fergus Falls
Staff provided updates.

Housing Growth Initiative / The Big Build:
Staff attended the Association of MN Counties Housing Subcommittee meeting at its Fall
Policy Conference.
Workforce Support Strategy / OTC Works:
The Empowered Worker Program has received 121 referrals to date. 38 participants are
currently actively engaged. Staff met with M State regarding the sustainability of the training
partnership and how to service program participants the best way possible. (see attached
monthly report)
Workforce Summit is rescheduled for Thursday, December 11 at M State-Fergus Falls.

Quarterly workforce newsletter was distributed to more than 230 recipients with highlights on
the Workforce Summit, Empowered Worker participant spotlight on CDL license attainment,

Child Care:
Staff is participating in child care meetings convened by the Fergus Falls Rural Child Care
Innovation Project (RCCIP) leaders to develop solutions for a child care communications

Collaboration with Elevate in Perham to host four Manufacturing Month tours in October at
Showcase Homes in Parkers Prairie, Bongards in Perham, Sted Foods and Re-Ewe’able in
Fergus Falls. Information about the tours is available at: elevateotc.events/nosey-neighbor
(flyer attached) The County Board of Commissioners approved a proclamation for
Manufacturing Month at its September 23 meeting and communications will follow during the
month of October.

Empowered Worker Case Story:
Referred by Probation in January, Brandon faced
significant barriers to the workplace - including a
criminal record and a lack of credentials. After
spending 14 years in the restaurant industry, he
wanted a change. With his long-term commitment
to sobriety and desire to live a more comfortable
life, Brandon got a job at Carr’s Tree Service and
began the journey to obtain his CDL. He now has
succeeded the CDL program, can drive heavy
machinery for his job and has been awarded higher
pay. The program helped Brandon with the cost of
the CDL program, buying work attire, a laptop for
studies, a copy of his birth certificate, and gas
cards to get to his CDL road training and
testing. He is off to a thriving start to the more
comfortable life he set out for.

Outline of key actions discussed:
1. Empowered Worker Program update
a.Staff learned that Drive for 5 fiscal year 2024 funds did not expire and we are able to
continue spending those until June 2026
b.The Navigator has a full case load with 38 active participants, more than 20 pursuing
credential and credit training, and 7 considering career pathways options and training that
aligns with their interests
c.DEED Growing Careers Agriculture Workforce Grant award announcements have been
delayed to late September or October. Staff is also working on an application to a second
round of Drive for 5 funding which is due October 3. Both grants include a request for
additional contracted capacity in a Workforce Navigator role.
d.Staff met with M State to discuss program successes, partnership expectations, and
partnership sustainability to support the additional grant funds that are being applied for.
e.Discussion of impact analysis methods and resulting return on investment calculations.
Committee members provided feedback to note that current calculations do not include
increased spending power or improved wellbeing of participants. Staff will do further
research into how to quantify these measures in our calculations.
2. Discussion of countywide child care fund
a. Staff proposed the creation of a child care fund that would be available to child care
providers, centers, communities, and partner organizations exploring child care solutions to
respond to current needs. The fund could be hosted as a component fund with West Central
Initiative (WCI), which currently hosts at least four other similar county/community funds.
b. County funds could be designated as “seed funds” to establish the fund and further
donations and pledges could be accepted from employers, partner organizations, and
individuals.
c. Committee members were supportive of further exploration and requested more details
about the amount the County could commit and the requirements of establishing the fund.
3. Workforce Summit planning
a.Rescheduled the Workforce Summit to December 11 to avoid conflicting with an employment
law event on the original date.

BOARD ACTION REQUESTED Resolution No. 2025-03 Approving and Authorizing the
Sale of Real Property and a Declaration and Form of
Deed for Pinewood Estates
PROPOSED REQUEST/JUSTIFICATION The CDA has developed several lots in Pinewood Estates identified in Exhibit A of the attached resolution,
which are currently listed for sale. Three of the lots (parcel numbers: 76000990905000, 76000990906000, and 76000990907000) have been
designated for use in the construction of workforce and affordable, single-family homes, supported by the Community Impact Fund Grant award through Minnesota Housing. The grant agreement, dated May 1, 2024, provides financial assistance to the CDA and requires that homes developed through this program remain affordable for a 15-year period. During that time, future sales must be restricted to buyers whose household income does not exceed 115% of the State Median Family Income, as determined by HUD. To ensure long-term compliance with the Affordability Restriction, staff proposes to:
• Record a Declaration of Covenants, Conditions, and Restrictions with the Otter Tail County Recorder’s Office; and
• Reference this restriction within the deeds for each property to be conveyed. The vacant lots are not subject to a deed restriction.
In accordance with Minnesota Statutes §469.105, notice of a public hearing regarding the sale of the parcels listed in Exhibit A was published and a hearing prior to the consideration of this resolution. All individuals
wishing to speak on the matter were given the opportunity to do so. The attached resolution authorizes the sale and conveyance of the identified properties, affirms the terms
and conditions of the sales, and formally adopts the required affordability measures. Staff recommends the Board approve the resolution.

RESOLUTION NO. 2025-03 APPROVING AND AUTHORIZING THE SALE OF REAL PROPERTY AND A
DECLARATION AND FORM OF DEED BE IT RESOLVED by the Board of Commissioners (the “Board”) of the Community Development Agency of the County of Otter Tail, Minnesota (the “CDA”), as follows:
WHEREAS, the CDA was created pursuant to Minnesota Statutes, Sections 469.090 through 469.1082 (the “Act”). WHEREAS, the Act authorizes the CDA to sell and convey real property, subject to Section
469.105 of the Act.
WHEREAS, the CDA owns certain parcels of real property, identified by the parcel numbers listed in Exhibit A attached hereto (the “Properties”), and desires to sell the Properties.
WHEREAS, Pursuant to a notice of public hearing published in accordance Section 469.105,
subdivision 2 of the Act, at least ten days, but not more than twenty days, before the date hereof, the Board held a public hearing on October 1, 2025, regarding the sale of the Properties, at which time all persons desiring to speak on the matter where heard.
WHEREAS, the terms and conditions of the sale of the Properties are and have been on file in
the County Administration office. WHEREAS, the CDA entered into that certain Workforce & Affordable Homeownership Development Program Grant Contract Agreement # 12-2023-23, dated May 1, 2024 (as
amended, the “Agreement”), with the Minnesota Housing Finance Agency (“MHFA”), which
provided, among other things, financial assistance from MHFA to the CDA (the “Assistance”) to construct three (3) workforce and affordable, owner-occupied single-family homes (the “Project”).
WHEREAS, one of the requirements of the Agreement was to ensure the affordability of the
homes to be constructed as part of the Project for a period of fifteen (15) years by restricting future sales and conveyances of said homes to individuals or families whose income did not exceed 115% of the Median Family Income for the State of Minnesota as determined by the U.S. Department of Housing and Urban Development (the “Affordability Restriction”).
WHEREAS, in order to ensure that the Project comply with the Affordability Restriction for the fifteen (15) year period, it has been proposed that the CDA should make and record in the office of the Otter Tail County Recorder and Registrar of Titles (the “County Recorder’s Office”) a Declaration of Covenants, Conditions, and Restrictions (the “Declaration”), represented as
Exhibit B, and to reference the Affordability Restriction and Declaration on the deeds to be used
in conveyancing each of the Properties of the Project.

WHEREAS, the Declaration and form of deed (the “Deed”), represented as Exhibit C, have been submitted to this Board for its review and consideration.
NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. The Board hereby finds that the sale and conveyance of the Properties on the terms and conditions on file are advisable, and in the best interests of the CDA, Otter Tail County,
Minnesota (the “County”), and its residents.
2. The Board also finds that the proposed sale and conveyance furthers the general development plans of the CDA and the County. 3. The Declaration, Exhibit B, and the form of Deed, as presented to the Board as Exhibit C, are hereby approved. The Chair and Executive Director of the CDA are authorized and
directed in the name and on behalf of the CDA to execute the Declaration, and any deed
substantially in the form of the Deed at the applicable time of sale and conveyance, with such changes the Chair and Executive Director shall deem necessary and appropriate. 4. The Board hereby authorizes and directs the Chair and Executive Director, as well as staff of the CDA, to perform all actions, including the recording of the Declaration in the
County Recorder’s Office, and execute all instruments necessary to carry out the Board’s
intent as described in and subject to this resolution. Upon the motion of ____________________________ seconded by ____________________ and passed on ____________vote, the above resolution is hereby adopted by the Otter Tail
County Community Development Agency Board of Commissioners.

DECLARATION OF COVENANTS, CONDITIONS, AND RESTRICTIONS
This Declaration of Covenants, Conditions, and Restrictions (this “Declaration”) is made and
declared this _______ day of ______________________, 2025 (the “Effective Date”). WHEREAS, the Community Development Agency of the County of Otter Tail, Minnesota (the “CDA”), owns fee title to certain real property, legally described in Exhibit A attached hereto
(the “Property”); and
WHEREAS, the CDA entered into that certain Workforce & Affordable Homeownership Development Program Grant Contract Agreement # 12-2023-23, dated May 1, 2024 (as amended, the “Agreement”), with the Minnesota Housing Finance Agency (“MHFA”), which
provided, among other things, financial assistance from MHFA to the CDA (the “Assistance”) to
construct three (3) workforce and affordable, owner-occupied single-family homes (the “Project”); and WHEREAS, one of the requirements of the Agreement was to ensure the affordability of the

WHEREAS, the Board of Commissioners of the CDA has determined to ensure compliance with
the Affordability Restriction by making and recording in the office of the Otter Tail County Recorder and Registrar of Titles (the “County Recorder’s Office”) this Declaration; and WHEREAS, these recitals are intended by the CDA to be incorporated into this Declaration.
NOW, THEREFORE, the CDA declares as follows: 1. The Property legally described in Exhibit A attached hereto is subject to this Declaration. 2. The period for which this Declaration shall be in effect shall be from the Effective Date
hereof, until the date that is the fifteenth (15th) anniversary of the Effective Date (the
“Compliance Period”), which is ________________, 2040 (the “Termination Date”). On the Termination Date, this Declaration shall immediately terminate and have no further force or effect.

3. During the Compliance Period, any sale or conveyance of all or a portion of the Property
must be to individuals or families whose income did not exceed 115% of the Median
Family Income for the State of Minnesota as determined by the U.S. Department of Housing and Urban Development. Before any such sale or conveyance of all or any portion of the Property, the proposed buyer or grantee, or the agent thereof, shall contact the CDA and request a determination that the proposed buyer or grantee complies with
the Affordability Restriction and is eligible to acquire such Property. Such eligibility
calculation and determination shall be made by the CDA in its sole discretion, and no more than ninety (90) days before the date on which the sale and conveyance shall take place. 4. The covenants, conditions, and restrictions contained in this Declaration shall run with
the land and be binding on every owner of the Property.
