Call to Order
The Otter Tail County Community Development Agency convened at 11:00am, August 6, 2025. Dave
Schornack, CDA Board Chair, led the meeting. Attendance was as follows:

Approval of Agenda
Amy Baldwin, CDA Director noted in the packets that the CDA Commissioners received, the Agenda
stated the Approval of Consent Agenda was July 2, 2025 Regular Meeting Minutes but it should have
been July 3, 2025 Regular Meeting Minutes. Approval of Agenda motion was made by Sean Sullivan,
second by Dena Johnson, and unanimously carried to approve as presented.
Approval of Consent Agenda
Motion by Kurt Mortenson, second by Val Martin to approve the Consent Agenda. Motion passed
unanimously. CDA Commissioner, Val Martin asked about the Bongards $204,000 transfer. Amy
Baldwin, CDA Director explained that it was Industrial Conduit Revenue Bond application fee.
Reports and Presentations
A. Director’s Report
Amy Baldwin, CDA Director highlighted:
There will be a Neighborhood Party and Ice Cream Social at Pinewood Estates on August 19,
from 5-7pm. The notice was placed in utility bills, direct outreach and flyers distributed in Pelican
Rapids. Communication has also been printed with Spanish translation.
Referrals to the Empowered Worker Program are being accepted and they can be a direct
referral. The Navigator is doing employer outreach.

OTTERTAIL
COUNTY -MINNESOTA
A Workforce Convening was held in June with 52 people attending virtually.
11 applications are in process for family care licenses. A press release for the Ottertail project
groundbreaking was distributed to local media.
The quarterly business development newsletter was distributed with highlights on the LOIS
listing platform.
Staff attended both county fairs with handouts for housing and business development.
Recent Communication Metrics and website metrics were reviewed.
GMNP 2025 Legislative Session Wrap-Up was included in the board packet as information.
Commissioner Dave Schornack asked on the progress in Ottertail for childcare. Amy Baldwin, CDA
Director replied that the Ottertail Childcare is under construction and should be completed this year.
The Otter Tail Community Center is separate and will not be completed until next year.
An update on the status of childcare pods in New York Mills and Perham was provided.
B. Committee Reports
Housing Growth and Investment
Reviewed housing starts progress in the first half of 2025.
We have received more Down Payment Assistance Applications in 2025 than we did by this
time last year.
Workforce Support and Digital Equity
An analysis on return of investment on the impact of the Empowered Worker Program is being
created.
A Workforce Summit will be held in November.
C. On The Map Report
Erik Osberg, Rural Rebound Initiative Coordinator stated that “On the Map” is part of a bigger
picture. He discussed the mission, vision and values and the “how” to achieve by goals, strategies
and tactics. He stated the Metrics report from January 1 through June 30, 2025 shows our social
audience has grown by 18%, social reach is up 36%, social engagements are up 59%, and website
sessions are up 35%. He showed examples of high performing content and discussed OTLCA’s
biggest investment is in the Gopher Sports Partnership. Significant website traffic is coming from
the Minneapolis/St. Paul area.
D. Board Member Updates
Jeff Ackerson stated that we have a nice partnership with the 3 daycare duplexes in Ottertail city.
Regular Business Items
A. Resolution Approving Special Benefit Levy and Requesting a General Levy Appropriation for
Taxes Payable 2026.
Amy Baldwin, CDA Director recommended to maintain the same requested amounts as the 2025
budget - $644,287 Special Benefit Levy (Fund 23-705) and $200,000 General Levy (Fund 23-706).
The Special Benefit Levy can be utilized for operations and qualifying projects under the HRA
statues in areas excluding Fergus Falls and Perham. The General Levy can be used county wide,
for broad economic development use. Staff will work on a report regarding fund balances and
obligated funds. Motion by Dena Johnson, second by Jeff Ackerson to approve the request for a
Special Benefit Levy (Fund 23-705) in the amount of $644,287 and the General Levy Fund in the
amount of $200,000. Motion passed unanimously.

B. Community Growth Partnership Grant: Henning Housing Study
Amy Baldwin, CDA Director stated that the City of Henning is requesting $5,000, to support a
housing study to be completed in collaboration with the Henning Economic Development Authority
(EDA). The City and EDA have committed funds for the balance of study cost. Plans are to
complete the study early next year. Motion by Val Martin, second by Kurt Mortenson to approve the
grant request of $5,000 and direct staff to prepare the necessary agreement with the City of
Henning. Motion passed unanimously.
CDA President, Dave Schornack left the room due to a conflict of interest with the following agenda
item; CDA Vice Chair, Jeff Ackerson took over the meeting.
C. Multi-Family New Construction Loan Application: Grow Perham
Amy Baldwin, CDA Director stated Grow Perham has requested a $100,000 loan through CDA’s
Multi-family New Construction Loan Program to support the construction of 24 units of affordable
housing at a total development cost of approximately $3,600,000. This development is in a Tax
Increment Financing District (TIF) which indicates that some of the units will be income restricted for
the term of the TIF note. There is a need for workforce housing in Perham and projected rents are
well below the requirements for the loan program. Terms are: $100,000 loan, 0% interest, 15-year
payment term, payments to begin 12 months after Grow Perham receives the Certificate of
Occupancy from the City of Perham and rents will remain at or below the requirement of the
program for the 15-year term of the loan or until the loan is paid off with no prepayment penalty.
Motion by Sean Sullivan, second by Dena Johnson to approve the $100,000 loan through the Multi-
Family New Construction Loan Program. Motion passed unanimously.
CDA President, Dave Schornack returned to the meeting and resumed his role as Board Chair.
6. Discussion and Communications
A. Project Updates
a. Pinewood Estates, Pelican Rapids
There have been inquiries on the homes in Pinewood Estates, and one is moving forward as a
first-time home buyer with a local lender. Construction remains slightly ahead of schedule.
Other updates:
The Lincoln in Battle Lake is now pre-leasing with occupancy anticipated in November
2025.
North Fields of Dalton has two open 2BR units and a waiting list for 1BR.
b. Westridge Mall, Fergus Falls
Otter Tail County did not close on the purchase of the Westridge Mall. There continues to be
progress with the adjoining businesses becoming fully independent from the primary mall
structure.
B. Other Communications
This will be the last meeting for CDA intern, Aisling Cox as she will be going back to college
soon.

Housing Growth Initiative / The Big Build:
Pinewood Estates Neighborhood Party and Ice Cream Social was held August 19 and had a
great turnout of approximately 50 people. Pelican Rapids elected officials, community
members, and interested buyers toured the homes and had questions for staff and our
realtor partner.
August Housing Convening was attended virtually by 29 people from various housing partner
organizations. Topics of discussion included community impacts of housing and rehabilitation
presented by Ben Winchester, Otter Tail County Housing Finance Programs for rehab
projects, and an update on Pinewood Estates.
Workforce Support Strategy / OTC Works:
The Empowered Worker Program has received 111 referrals to date. 38 participants are
actively engaged. 8 participants are enrolled in M State programs and started the fall
semester on August 25. (see attached monthly report).
The next round of Drive for 5 Grant funding for fiscal years 2026-2027 was released and we
will be working on an application to be submitted early October.
Workforce Summit is scheduled for Thursday, November 20 at M State-Fergus Falls. Save
the date information will be shared following a planning meeting with M State and MAHUBE-
OTWA partners.
Child Care:
The Ottertail Family Center child care project was featured in a WDAY news story: Ottertail
investing in child care and community center
Miscellaneous:
Quarterly community development newsletter was distributed to more than 540 recipients
with highlights on the MN Line Extension Connection broadband program, the Battle Lake
Lincoln apartment leasing opportunities, Phelps Mill Park improvements, and the Pinewood
Estates Neighborhood Party:

Empowered Worker Case Story:
A referral was received from Human Services,
Behavioral Health (Drug Court) in January of 2025.
The referred, Noah, has a criminal background,
was missing identification documentation (which he
has since received), was sober for 90 days, and
wanted to make more of himself. He lives in
Richville with his brother and does have a driver’s
license and vehicle. His goal was to become a
Foreman at the construction company he works at.
To accomplish this, he knew he would have to
obtain his GED before enrolling at M State for
Construction Management. Noah completed his
GED on 7/31/25 and is enrolled and accepted at M
State to start the 2-year Construction Management
program in Moorhead next week.
Noah continues to work at the construction
company and is motivated to reach his goals. This
credential will allow him to advance to the career
and lifestyle he desires.

i. Staff met with Greg Wagner at WCI and discussed the current lending environment.
Updates were there seems to be a contracting lending environment so banks are
looking to mitigate risk, so WCI lending has been busy to fill the gap.
ii. Discussed hosting a Lender Convening in February to align with staff capacity and
share new information before the spring.
3. Update on succession planning resources
a. Discussed resources shared during a recent DEED monthly small business call including a
stages checklist, U of MN Extension research report, and what’s worked for other
communities to do business outreach.

An application has been submitted to the CDA’s Community Growth Partnership Grant Program from the
City of Perham. Following is a summary of the application; attached is the application and housing study
proposal. The City Council resolution authorizing application will be provided
City of Perham – Housing Study
o Project overview: The City is requesting funds to support a housing study to be completed in
collaboration with the Perham Economic Development Authority. Work would initiate in August
and be complete by early next year.
o Requested Grant Amount: $5,000 is requested; the balance of the study will be funded by:
Perham HRA: $4,500
Perham EDA: $4,500
Otter Tail Power Co: $5,000
Planning work such as a housing study is a permitted use of the funds through the program. The Housing
and Development Committee reviewed this request at its August 18 meeting and recommends approval.

Thank you for contacting Maxfield Research and Consulting for a proposal to prepare a Comprehensive
Housing Needs Analysis for Perham, Minnesota. The study would examine demographic and economic
trends along with current housing market conditions to determine the market potential for developing
additional housing products in the City. We would provide detailed recommendations for the housing
types identified as being needed in the short- and long-term, and recommendations would be provided
on programs and incentives that could be initiated to attract various housing products.
The work program for this housing market study is outlined on the following pages. The total fee for
staff time would be $19,000, including out-of-pocket expenses (i.e. data purchases, etc.) and an elec-
tronic version of the report. Travel costs are additional and would be billed at our direct costs. Costs
are presented for each major component of the work program. Maxfield Research and Consulting
would be able to deliver a draft report of the housing needs analysis in approximately 120 days.

CONTRACT FOR PROFESSIONAL SERVICES
Maxfield Research and Consulting proposes to provide market research and consulting services
to the City of Perham, Minnesota (the “Client”) to prepare a Comprehensive Housing Needs
Analysis. The market study will determine the market potential for developing different types
of owned and rented housing in the City through 2035 based on an examination of demo-
graphic and employment growth trends and current housing market conditions. Detailed rec-
ommendations (number of units/lots; unit mix and sizes; prices/rents; housing features and
amenities, etc.) for the housing types identified as needed in the short-term (2025 to 2030) and
long-term (2031 to 2035) would be provided.
DESCRIPTION AND BIOGRAPHY OF FIRM

METHODOLOGY
It is our understanding that the primary objective of this study is to provide a market-based
analysis that will identify current and future housing needs in the community and help decision
makers develop a greater understanding of the City’s housing market. Maxfield Research and

Mary Bujold, CRE, President of Maxfield Research and Consulting, will be
principle-in-charge of the project and serve as a consultant for the rec-
ommendations. Ms. Bujold has over 40 years of experience in housing
market research and is regarded as a market expert in the field of resi-
dential real estate. Ms. Bujold has been involved in numerous housing
and commercial analyses for private developers and public agencies over
the past several years.
Mr. Joe Hollman, Director of Research, would be the principal analyst
overseeing project execution, completing a portion of the data gathering,

tion of the report. Mr. Hollman was the project lead on several similar

E. For-Sale Housing Market Analysis
1. Provide data on detached single-family and multifamily (i.e. twin homes,
townhomes, condominiums) housing resale values, and examine price distribution
and average/median price of home resales. If available, data will be sourced from
local Multiple Listing Service (MLS). If MLS data is not available, information will
come from the City or County Assessor which may require Client assistance.

F. General Occupancy Rental Market Analysis
1. Provide a general overview of rental housing market conditions.
2. Survey larger (eight units or more) general occupancy rental housing projects, in-
cluding subsidized, affordable, workforce/moderate income housing, and market
rate properties.
3. Analyze data collected from the rental survey on year built, monthly rents, vacan-
cies, and rents per square foot.

4. Inventory pending senior developments and evaluate their impact on the market.

2. Utilizing income guidelines, present maximum rents based on household size and

3. Identify potential housing gaps and opportunities in the community.
4. Based on residential lot supply and absorption trends, discuss whether additional
lots should be platted to meet projected demand.

The work outlined under the Scope of Services – Comprehensive Housing Needs Analysis will be
performed for Nineteen Thousand Dollars ($19,000.00), including out-of-pocket expenses such
as data purchases and an electronic version of the report; but excluding travel expenses (meals,
mileage or car rental, lodging, incidentals, etc.) estimated to not exceed $900.00.
Work completed on the assignment would be billed to the Client monthly as costs are incurred.
Additional research or meeting time requested by the Client beyond that set forth in the ac-
companying Scope of Services will be billed at our normal hourly rates ($65 to $160).

PAYMENT
All invoices are payable to Maxfield Research and Consulting within fifteen (15) days of receipt
of an invoice showing the work completed and the direct costs for expenses. A finance charge
of one and one-half percent (1.5%) per month will be added to the unpaid balance of each
invoice not paid within thirty (30) days.
All invoices are sent via email. A current email address needs to be supplied to Maxfield
Research for billing purposes. A final invoice will be sent with the release of the draft report.

TERMINATION
This agreement may be terminated upon written notification of either party to the other. In
the event of termination, the Client will pay Maxfield Research and Consulting for staff hours
performed at the firm's normal hourly rates, plus all expenses incurred through the date of ter-
mination.
If this proposal meets with your approval, please sign and return one copy to the offices of
Maxfield Research and Consulting.
The costs outlined in the Scope of Services shall remain in effect for a period of 90 days from
the date listed at the top of this contract.
