Call to Order
The Otter Tail County Community Development Agency convened at 11:00 am, Wednesday, June 4,
2025. Dave Schornack, CDA Board Chair led the meeting. Attendance was as follows:

Approval of Agenda
The agenda was to stand as presented.
Approval of Consent Agenda
Motion by Val Martin, second by Dena Johnson to approve the Consent Agenda. Motion passed
unanimously.
Amy Baldwin, CDA Director, introduced Aisling Cox, CDA Intern and also noted that Julie Bakken, HRA
Accountant, will be attending both the CDA and HRA Board Meetings as there have been adjustments
within the Finance team.
Reports and Presentations
A. Director’s Report:
The Housing Summit, held on May 14, had nearly 100 attendees. A link to the event recording
was included in the board report.
There have been 87 referrals to the Empowered Work Program. The program is opening to
external referrals with prioritization of expending State Drive for 5 funds before County funding.

OTTERTAIL
COUNTY -MINNESOTA
The County was awarded an $8,000 grant from West Central Initiative. The funding will help
provide supportive services like work attire, transportation needs, and technology access to
Empowered Worker participants.
Aisling Cox, CDA Intern, will be working on a return on investment analysis related to the
Empowered Worker program.
Business Development
National Small Business Week was recognized May 4-10
DEED Paid Leave Public Outreach Grant was submitted requesting $50,000 to help employers
and employees with compliance and utilization of the new Minesota Paid Leave Program that
takes effect in January 2026
Child Care
Child Care Provider Appreciation Day was recognized on May 9. Small gifts were hand
delivered to all licensed providers and centers.
B. Committee Reports
Notes from the Workforce Support and Digital Equity and Business Development committees were
included in the packet.
C. On the Map Report
Erik Osberg, Rural Rebound Initiative Coordinator, reported continued strong digital impressions;
Tasha Rohlfs is the new Brand Ambassador for OTLCA; Grace, summer staffer is returning from
last year; changes will be made to the website to make it more user friendly.
D. Board Member Updates
Commissioner Dena Johnson stated that there is much road construction going on in Pelican
Rapids, as well as a new coffee shop and remodeling occurring at the old Family Dollar location.
Regular Business
A. Community Growth Partnership Grant Application: City of Pelican Rapids Housing Infrastructure
Amy Baldwin, CDA Director, stated that at the March 5, 2025 Board Meeting, the CDA had
approved an application from the City of Pelican Rapids for a Community Growth Partnership Grant
in regard to a housing public infrastructure match. Since that time, an application with updated
sources of funding has been submitted for extending road, sewer, water and stormwater
infrastructure in the City of Pelican Rapids to support new housing development with a total cost of
$655,000. The grant funding will support the City in submitting an application for the Great MN
Housing Infrastructure Grant program as the program requires non-state dollars as a match. Motion
by Sean Sullivan, second by Dena Johnson to approve the grant request and to direct staff to
prepare the necessary agreement to include an 18-month grant timeline. Motion passed
unanimously. Commissioners questioned how the Community Growth Partnership Grant Program
was funded. Amy Baldwin, CDA Director, stated that in 2021, $2M was allocated to the CDA by
Otter Tail County from the American Rescue Plan Act (ARPA). These resources are being used to
fund the housing infrastructure match program as well as other housing related loans.
Commissioners responded that this money is used on good projects for our communities.
B. Community Growth Partnership Grant Application: City of Pelican Rapids Private Commercial
Rehabilitation

Amy Baldwin, CDA Director stated that an application from the City of Pelican Rapids for a
Community Growth Partnership Grant had been submitted for the Do Drop Inn. The lease holders
of property located at 1008 S. Broadway, Pelican Rapids, the former Family Dollar building, are
seeking a grant in the amount $10,000 to be used toward window replacement. These funds would
help support the rehabilitation of the building to be used as a laundromat, gym, and additional rental
space. Miscommunication resulted in the submission of the initial grant application after the project
had begun work; however, the windows had not yet been installed. Policy for the Community
Growth Partnership Grant states that work must not be started before approval of the application.
As of today’s meeting, the windows have already been installed. Motion by Dena Johnson, second
by Val Martin to deny the grant request. Motion passed unanimously.
Discussion and Communications
A. Project Updates:
a. Pinewood Estates, Pelican Rapids
o Construction continues, we have received some inquiries – one was over income, another
could not get financing; hoping for additional interest, outreach will be community focused.
o Amy Baldwin, CDA Director asked for direction from the Board regarding communicating
with Habitat for Humanity for a partnership on this project and others. Motion by Kurt
Mortenson, second by Heidi Samuelson to allow communications with Habitat for Humanity.
The Board requested a report to be provided at the July meeting. HRA will be applying for
MN Housing Impact Funds.
b. Westridge Mall, Fergus Falls
o The property condition assessment and site utility assessment have been completed.
o Staff are in communication with adjacent property owners and operating agreements are
under review with those owners.
o The Alta Survey is being prepared and the TIF eligibility assessment is underway.
o Working on plans for fire system, water and sewer separations.
B. Other Communications:
Amy Baldwin, CDA Director, asked the Commissioners to inform us if they were unable to attend
the July Board Meeting.

HRA Board meeting @ 12:45 pm.

Housing Growth Initiative / The Big Build:
Approved three New York Mills Tax Rebate Program applications that the County will provide
an abatement of up to $5,000 or 5 years.
Workforce Support Strategy / OTC Works:
The Empowered Worker Program has received 90 referrals as of June 17. 30 participants
are actively engaged. Program referrals have opening to external partners, including self-
referrals and employers with upskilling needs. (see attached monthly report).
Distributed a press release highlighting success stories of three Empowered Worker
Program participants who have accomplished and/or are making great progress toward their
training and employment goals. (press release attached)
Next quarterly workforce convening is scheduled for Monday, June 30 at 11am. Topics will
include introduction to AI tools for employers and M State’s mentorship program
Quarterly workforce newsletter was distributed to more than 235 recipients with highlights on
the Workforce Convening, Empowered Worker participant spotlight on Licensed Alcohol and
Drug Counselor training, Paid Leave Program, and financial literacy supportive services:

Child Care:
Child Care Project Managers have been active with outreach at community events,
developing a monthly newsletter for providers (which has been a desire of our licensor for
several years), and supporting projects in Ottertail and Fergus Falls.
Groundbreaking for the Ottertail child care sites (223 Maple St S, Ottertail) is scheduled for
Monday, July 7 at 10am.
Business Development:
The business development resource summary and Business Resource page on the website
have been updated with some new resources including the SBDC’s AI Resource Lab, federal
contracting assistance, and grant programs from Department of Labor & Industry and
Minnesota Pollution Control Agency.
Staff attended the SBDC’s AI Conference on June 10 and were very impressed with the
content and lessons learned about best practices for entrepreneurs, business owners, etc. to
use AI tools. Ian Carlstrom from the SBDC will be presenting at the June 30 Workforce
Convening on some of these same topics.

Empowered Worker Program Helps Local Residents Achieve Career Success
OTTER TAIL COUNTY, Minn. — An Otter Tail County workforce development program is changing
lives. The Empowered Worker Program, an initiative supported by funding from the county and the
Minnesota Department of Employment and Economic Development, is helping residents overcome
employment barriers and pursue meaningful, household-sustaining careers. The program's success
can be seen in the inspiring stories of its participants.
“These are three rockstar program participants out of the almost 100 participants that have been
referred to the Empowered Worker program since July of 2024,” shared Amy Johnson, Otter Tail
County Workforce Navigator. “I am honored to be making a difference in the livelihood of individuals
and families that genuinely want better for themselves. It is very rewarding work that offers a
humble reminder that there are still a lot of good people in society.”
Julian’s Journey to the Front Lines of Public Safety
Julian came to the program as a self-referral, with a dream of serving people through emergency
medical response and firefighting, and a long-term goal of joining the National Guard. When an EMT
training course began just days after he enrolled, Julian dove in headfirst. By March, he had earned
his EMT certification and is now preparing for the national exam. His determination has already led
to a job offer pending certification and has inspired new goals toward becoming a paramedic. As
part of the program, Julian received a laptop, cell phone, transportation support, training supplies,
and more to help sustain his progress.
Josh Finds His Calling in Recovery Support
Referred by DWI court in November, Josh faced significant barriers—including a criminal record and
lack of a driver's license. With a strong commitment to sobriety and a desire to give back, Josh set
his sights on becoming a Licensed Alcohol and Drug Counselor (LADC). He is now enrolled at M
State, on track to complete his degree by 2026. The program helped Josh restore his driver’s
license, stay on track with school, and cover costs with supportive services like a laptop and car
repairs.
Rita Rebuilds a Career
A single mother who had not held paid employment since age 16, Rita came to the program looking
for a fresh start. After exploring several career paths through job shadowing in healthcare, she found
her passion. In March, she became a certified nursing assistant and is continuing her studies at M
State to become a registered nurse. Today, she’s proudly working as a CNA and building a future for
her family. The program supported her with gas cards, scrubs, a laptop, and ongoing
encouragement.
The Empowered Worker Program connects participants to mentorship, training, and employment,
while also addressing critical needs like transportation, work attire, and child care.

2025 Community Growth Partnership Grant Guidelines
I. PURPOSE
The Community Growth Partnership Grant Program was established and funded by the Otter Tail County
Community Development Agency (CDA). The goals of the Program are to increase the tax base and improve the
quality of life in Otter Tail County through four strategies:
Affordable Housing: Promote the development of affordable workforce and supportive housing.
Redevelopment: Assist with redevelopment of blighted and under-utilized areas to maximize their
potential economic value and minimize their negative impact on the livability of a community.
Commercial Rehabilitation: Support business creation/retention and main street revitalization through
exterior improvements and reinvestment.
Public Infrastructure: Expand new residential sewer, water, stormwater, road, and sidewalk construction
within cities necessary to support new housing development.
II. PROGRAM INFORMATION
ELIGIBLE APPLICANTS
Eligible applicants for this program are cities or townships in Otter Tail County, except Fergus Falls.
APPLICATION INSTRUCTIONS
The city or township seeking to apply must contact the CDA at cda@ottertailcounty.gov to review the project and
activities, determine preliminary eligibility, and review application and match requirements and availability of
program funding. Applications must be submittedapproved by the CDA prior to the commencement of
Eligible Activitiesthe Project (see Definitions).
It is the city or township’s responsibility to be aware of the submission requirements needed to prepare an
application with the applicable sections completed in accordance with this guide and the type of grant requested.
The applicant shall submit a Community Growth Partnership Resolution adopted by the governing body, along
with the application and necessary attachments. Applications are due by 4 pm on the 15th of each month to
the Otter Tail County CDA, 520 West Fir Avenue, Fergus Falls, MN 56537 or via email at
cda@ottertailcounty.gov.
Applications determined by the CDA to be incomplete or not legible will not be accepted and will be returned to

Commercial Rehabilitation: $25,000 for the establishment or funding of a locally administered commercial
rehab program. $10,000 or 5% of the total project cost, whichever is less, for an individual private
commercial rehabilitation project.
Pre-development planning: $5,000
Public Infrastructure: $100,000
Each request must be matched with a minimum $1 of other funds for every $1 requested. Matching funds need to
be identified at the time of application and should be reviewed with CDA staff prior to application submittal.
Maximum funding per applicant, excluding Public Infrastructure grant awards, is $50,000 in a calendar year, with
multiple applications by eligible applicants allowed.
III. ELIGIBILITY CRITERIA
The application must meet the following threshold criteria to be reviewed:
The application and a resolution of support must be approved by the respective city council or township
board.
There must be a minimum leverage rate of 1 to 1 ($1 of other funds for every $1 of Grant funds).
PRE-DEVELOPMENT PLANNING GRANTS
Eligible Activities: Pre-Development Housing and Redevelopment Planning Grant funding is restricted to
activities directly related to:
Housing studies or planning activities (e.g. financial analysis, market analysis, concept development, site
design)
Redevelopment project planning (e.g. financial analysis, market analysis, concept development, site
design, engineering studies, and environmental studies) to be developed as part of a Redevelopment
Plan, as defined below. Redevelopment Planning Grants may be used to fund activities that are required
to establish a Redevelopment Plan. As such, the Redevelopment Plan is not required to be in place to be
eligible for a Redevelopment Planning Grant, so long as the Redevelopment Planning Grant is intended
to be used to assist in the development of a Redevelopment Plan.
AFFORDABLE HOUSING, REDEVELOPMENT, AND COMMERCIAL REHABILITATION GRANTS
Eligible Activities: Affordable Housing, Redevelopment, and Commercial Rehabilitation Grant funding is
restricted to the following activities:
Property acquisition (see Other Requirements below)
Necessary public improvements including, but not limited to parking structures, sewer and water,
sidewalks, street reconstruction, stormwater management, and streetscape within the redevelopment
area
Relocation payments to occupants of property acquired with program funds

Clearance and demolition expenses related to site assemblage for redevelopment and consistent with the
Redevelopment Plan
Clean up of pollution or other contaminants on the impacted site
Historic preservation (rehabilitation of properties with national or local significance in order to preserve
that significance)
Corrections to soil conditions that require extraordinary expense to remediate
Rehabilitation of a commercial property that is linked to the elimination or preventions of blight, or
correction of building code deficiencies
Ineligible Activities: The Project Grant cannot be used for the following activities:
Costs not included in the application
Costs incurred prior to approval of a grant application
Interior improvements or rehabilitation temporary in nature
Administration expenses
Public facilities (non-parking)
Other Requirements: Property acquisition may be undertaken by a public, private or non-profit entity as part of a
project. In all instances, the CDA will provide the Grant to the applicant as grantee, which in turn, will provide
those funds to another acquiring entity if necessary. The corresponding grant agreement will specify conditions
whereby the acquiring entity will have no recourse to the CDA in matters related to the acquisition of real property.
If federal funds are used in whole or in part for a project, including property acquisition, clearance and/or
construction, all provisions of 49 CFR 24.101 (the Uniform Relocation Act or URA) must be followed. With all
funding sources, the cost of property acquisition must be based on a determination of fair market value as derived
from an independent appraisal and/or county assessed value.
Minnesota Statutes 117.50 et. seq. and related case law also requires that in all acquisitions undertaken by an
acquiring entity without federal participation, the authority must provide relocation assistance as a cost of
acquisition. Additionally, the Minnesota Supreme Court held that an authority may be responsible for certain
relocation costs when the property is acquired by a private developer if the activities of the authority and the
developer are so intertwined to produce a joint acquisition of the project.
PUBLIC INFRASTRUCTURE
Eligible Activities: Public Infrastructure Grant funding is restricted to the following activities:
Construction of new residential sewer, water, stormwater, road, and sidewalk improvements related to
new housing development
Infrastructure must be located within city limits of the city applying.

Applicants must meet the following minimum criteria to be considered for funding.
The application must demonstrate a minimum leverage rate of 1 to 1 ($1 of other funds for every $1 of the
requested grant).
The application must be approved by the respective city council/township board by resolution that
includes the Required Resolution Provisions (example resolution attached).
The applicant must be supportive of the CDA’s goals, as demonstrated by the applicant’s adoption of the
Required Resolution Provisions.
COMPETITIVE CRITERIA
If the application meets all threshold criteria, the application will then be reviewed and rated on the following
criteria. To be eligible for Community Growth Partnership Grant funding, the application must meet a minimum of
40 points in Competitive Criteria, as defined here:
Leverage: Applications should include a variety of other funding sources committed to the project. Other
funding sources could include TIF, DEED, or other public and private resources. Evidence of funding
commitments must be submitted with the application. [25 Maximum Points]
Readiness to Proceed: The applicant should be ready to proceed with the identified project upon
funding award (e.g. zoning approvals in place, site control secured, financing commitments in place). [15
Maximum Points]
Housing Affordability: To receive points under Housing Affordability, the housing project must be either
(a) rental–available to households with incomes at/below 60% of the area median income (AMI) or; (b)
owner–available to households with incomes at/below 115% of AMI or the income limits established by
the State for Tax Increment Financing (TIF) Districts. If the project is a rental project, the owner must be
willing to accept Tenant Based Rental Assistance (Housing Choice Voucher and other tenant based
rental assistance). [10 Maximum Points]
Economic Benefit: The project should have a defined impact on the local economy. This impact is
measurable through growth in property taxes and new and/or retained jobs. [15 Maximum Points]
Environmental Improvement: Redevelopment Plans that will clean-up, prevent and protect from
environmental hazards are encouraged. Applicants should work with state agencies and professional
consultants to identify the optimum remedy and create sustainable redevelopment. [10 Maximum Points]
Removal and/or Prevention of Blight: Points will be awarded to projects that remove blight or blighted
properties and/or properties with obsolete structures beyond their useful life. [25 Maximum Points]
V. SELECTION
Applications will be reviewed by CDA staff and applicable committee. Applications must be completed and
received by the CDA by the 15th of the month. Applications meeting the threshold criteria and scoring highly on
the competitive criteria will be submitted to the CDA Board of Commissioners for approval. After selection and
approval by the CDA Board of Commissioners, the CDA will issue a letter of commitment and enter into a grant
agreement with the applicant.

CDA staff will work with the applicant and enter into a Grant Agreement. This agreement will detail the terms and
conditions of the grant and allow for the release of funds to the applicant. The grant agreement will require funds
to be spent within 18 months of the date of the agreement. Waivers and extensions to any provision in the
agreement requested by the grantee will be considered on a case-by-case basis depending on the merits of the
request. Grants will be paid on a reimbursement basis. Grantees will be required to submit semi-annual progress
reports to the CDA.
VII. DEFINITIONS
Activity: Components of the Project described in the application for which Grant funds are being
requested. Activities for which Grant funds are being requested must qualify as “Eligible Activities” under
the corresponding project type as described in the Eligibility Criteria section above. Activities do not in
and of themselves comprise the Project for which Grant funds are requested.
Commercial Rehabilitation: Permanent exterior improvements to upgrade and improve the facades and
appearance of commercial/retail buildings or the correction of building code deficiencies.
Housing Affordability: “Affordable” is defined as (a) rental–available to households with incomes

Term of affordability and associated reporting to be determined based on the conditions of project’s
primary funding.
Pre-Development Planning Activity: Activities intended to define or refine an identified future housing or
redevelopment project.
Project: The overall work being done, whichthat is made up of activities or plans that align with the
following Project types: of Affordable Housing, Redevelopment, Commercial Rehabilitation, and Public
Infrastructure. Not all components of the Project must be Eligible Activities, but the use of Component of
the Activity or Plan for which Grant funds are requested. The grant fundsing is restricted to the eligible
activities as defined in Minnesota Statutes, 469.001 – 469.047 and public infrastructure for housing
development.
Redevelopment: The reconstruction, re-use or change in use of any developed property that improves
the economic use and value of property. Redevelopment is usually characterized by the clearance of
existing structures and new construction. The new use may be residential, commercial, retail, industrial or
other use that the applicant supports.
Redevelopment Plan: as defined by Minnesota Statutes 469.002 Subd. 16: "Redevelopment plan"
means a plan approved by the governing body, or by an agency designated by the governing body
for the purpose of approving such plans or authorized by law to do so, of each city in which any of
a redevelopment project is to be carried out, which plan provides an outline for the development
or redevelopment of the area and is sufficiently complete (1) to indicate its relationship to definite
local objectives as to appropriate land uses; and (2) to indicate general land uses and general
standards of development or redevelopment.
A Redevelopment Plan will identify a redevelopment area and activities to be undertaken within the area,
as well as city objectives.

Agency (CDA) Community Growth Partnership Grant program’s purposes and criteria; and

Consider Pinewood Estates Lots for Impact Fund
application
PROPOSED REQUEST/JUSTIFICATION
The MN Housing Impact Fund Program is currently open for application through MN Housing. This
is the program currently being leveraged to support the construction of the three single family
homes in Pinewood Estates.
Staff is proposing that two additional single-family builds be included in an upcoming HRA
application to the MN Housing Impact Fund Program. The product proposed would be a slab on
grade with no basement (if site built) or on a crawl space (modular construction) to provide a
different housing product in the neighborhood.
Applications are due July 10, with anticipated action by the MN Housing Board of Directors in
December 2025. If selected, execution of contracts would be expected in spring 2026 with a 36-
month timeline to complete the project. This application would be part of an application by the HRA
for the construction of a total of seven homes in three communities throughout Otter Tail County.
Lots are currently listed for $20,000; staff is requested that the CDA consider providing the lots at a
reduced price of $10,000 for the purposes of leverage and partnership to strengthen the
application.
