The Otter Tail County Community Development Agency convened at 11:00 a.m., Wednesday, February
5, 2025. Amy Baldwin opened the annual meeting. New CDA board member Bob Schempp was

Annual Election of Officers
Slate of candidates for 2025 officers was offered by Kurt Mortenson - Chairperson: Dave Schornack;
Vice Chair: Jeff Ackerson; Treasurer: Sean Sullivan; Assistant Treasurer: Wayne Stein (or the
successor in his position); and Secretary: Amy Baldwin with a second by Dena Johnson and
unanimously carried to approve as presented.

Motion by Kurt Mortenson, second by Heidi Samuelson to approve the Consent Agenda. Motion

Amy Baldwin, CDA Director asked if anyone had any questions of Erik Osberg, Rural Rebound
Initiative Coordinator, as she had included “On The Map” information in the Annual Report. There
were none.
E. Board Member Updates
o David Schornack stated there has been interest shown to build 12-24 apt. building in
Parkers Prairie from a builder
o There was an inquiry as to how the new apartment building in New York Mills was going.
Betsy Roder replied that is going well and that 10 of the 60 units have been filled. All 10 of
these are the 3 BR units.
Regular Business Items
A. Consideration of Blue Spruce Tax Abatement Request
Amy Baldwin, CDA Director stated that the developer, Hammers, is requesting consideration of tax
abatement to support the construction of an additional duplex as part of the existing Spruce
Meadows rental townhome development in Battle Lake. The City of Battle is supportive and has
asked for the County’s participation, which would be for $5,000 for each unit. Motion by Dena
Johnson, second by Jeff Ackerson to approve the recommendation to be presented to the County
Board as it formally considers the request. Motion passed unanimously with Val Martin abstaining
from the vote.
Discussion and Communications
A. Ehlers Housing Finance Discussion:
Nick Anhut, Ehlers Inc. Senior Municipal Advisor, gave a presentation on funding options. A copy of
the presentation would be provided to CDA Board Members.
B. 2025 Committee Assignments:

c. Westridge Mall, Fergus Falls – City of Fergus Falls has authorized the assignment of the
purchase agreement for the property to the County. Due dilgence is underway.

SUBJECT: Director Status Report
Housing Growth Initiative / The Big Build:
2024 year-end Big Build progress infographic and press release distributed to media and
housing partners. $94.2 million in housing investment was added in the County from 443
new and rehabbed housing units, 358 of these being new construction and 85 being
rehabbed units.
The quarterly housing convening was held on Thursday, February 27 at 11am. Topics
included MAHUBE-OTWA housing assistance resources, project highlights on Pinewood
Estates and the New York Mills affordable senior housing project, and a review of 2024 Big
Build progress.
Housing Summit is scheduled for Wednesday, May 14 at Thumper Pond Resort. Staff and
the housing committee are starting to plan out session topics and Ben Winchester will be the
keynote speaker.
Staff attended the Lake Region Builders Association Builders Expo on January 31.
Information about current development and rehab opportunities and housing finance
programs was shared with builders from the region who attended to receive continuing
education credits.
Workforce Support Strategy / OTC Works:
The Empowered Worker Program has received 79 referrals as of February 26. Additional
participant referral filters were put in place at the beginning of February to limit referrals to
individuals interested in obtaining a Commercial Driver’s License (CDL) or a career in health
care. We had our first successful program exit of a participant who obtained his CDL and has
been employed for 90 days (see attached monthly report).
Child Care:
Awarded $240,000 from the DEED Child Care Economic Development Grant Program that
will support the construction of four special family child care sites in Ottertail. Project is
anticipated to start construction in the spring. (link to press release:

Application to West Central Initiative was submitted, requesting $20,000 to continue contract
work with Child Care Project Managers.

FOR IMMEDIATE RELEASE Otter Tail County Sees Housing Growth in 2024
February 24, 2025 – Otter Tail County, MN – Otter Tail County’s Big Build initiative saw
continued housing growth in 2024. Last year, over $94.2 million in housing investment was
added in the county from 443 new and rehabbed housing units, 358 of these being new
construction and 85 being rehabbed units.
The success in 2024 is great progress for The Big Build housing growth and investment
initiative, launched by the Otter Tail County Community Development Agency (CDA) at the end
of 2019. Since launching the initiative, nearly 3,000 homes have been built or significantly
rehabbed. More homes are still needed to meet housing demands.
The Big Build initiative was created because the expansion of housing opportunities is a
countywide priority to address workforce needs and existing residents’ needs. With more than
700 available jobs in the county right now, increasing the housing supply will help meet the
needs of newcomers filling these job openings and existing residents seeking more suitable
housing options.
“It's truly remarkable to see the housing growth Otter Tail County has experienced these past
few years,” said Otter Tail County Commissioner and CDA Board Member, Kurt Mortenson.
“When The Big Build started, the County was somewhat limited with the resources and
assistance we could provide. Now the County, the CDA, and the HRA have many ways to be
additive and supportive to the housing partners making these valued investments, both
financially and otherwise.”
A strong need for housing remains even with the investments to date, and the CDA can provide
support and resources for housing projects in Otter Tail County. Programs available to support
homeowners, homebuilders, rental property owners, developers, and cities include:

• Residential Owner-Occupied Rehabilitation Loans
• Rental Rehabilitation Loans
• Multi-Family New Construction Loans

Community Development Agency Board Update Empowered Worker Program
Report Date: February 27, 2025 79 referrals received to date

Summary:
The Empowered Worker Program has received a total of 79 referrals since the inception of the program in July
2024. Of those, 44 are currently engaged in the program. Those that are currently not engaged have exited
from the program due to any of the following: participant succeeded the program (gained credential and/or
employment), no response to initial correspondence to schedule intake meeting, unable to provide
identification documentation (authorization to work), lack of follow through of navigational services, and/or
mental or physical health barriers not allowing the participant to progress. As you can see, there are a variety
of reasons a participant might fall out of the program. A common theme that the workforce navigator sees in
this population is that mental health is also a barrier, and one that if not attended to becomes the ultimate
barrier. Internal conversations are happening to try and bridge a solution to the mental health barrier.
The age of participants being referred varies greatly. Currently, the age of referred participants ranges
between 19 and 69. Seventy-three percent of participants range between the ages of 23 and 47 with the
average age of a participant being 39. Regardless of
age, sometimes the barriers of a 19-year-old are
shockingly similar to those of a participant 25 years
older. Regardless of age, a criminal background
creates the same magnitude toward a barrier to
employment.
The graph to the right illustrates where participants reside. As shown, there is a great spread throughout
the county with 62% living in Fergus Falls and 17% living in Perham. The Red Wing resident was at the Correctional Facility when referred and then moved to OTC (Fergus Falls) after being released.

An application has been submitted for the CDA’s Community Growth Partnership Grant Program
from the City of Pelican Rapids for a public infrastructure match. Following is a summary of the
application; attached is the application and other project information.
City of Pelican Rapids – 7th Ave NW Extension
o Project overview: The City of Pelican Rapids is seeking matching funding to assist in
extending road, sewer, water, and stormwater infrastructure to support new housing
development within the city limits. This project aims to enhance the community's
infrastructure capacity and facilitate the growth of residential areas in Pelican Rapids. The
requested funding will enable the City to move forward with State funding requests through
MN Housing. The MN Housing programs require non state dollars as a match.
o Requested amount: $100,000
o Project costs: The total estimated costs of the project is $655,200 as outlined on the
preliminary cost estimate prepared by the City Engineer.
The application meets application guidelines and criteria. The Housing and Development
Committee reviewed this request at its February 26 meeting and provided a recommendation of
support. Staff also supports the request, with an 18-month grant timeline to allow adequate time for
the balance of the project funding to be secured.

With the expansion of the CDA jurisdiction, staff began reviewing program guidelines to ensure that
Owner Occupied Rehabilitation Loan funds will be able to be utilized within the city limits of Fergus
Falls. Proposed changes address the possibility of local rehabilitation funds being available as well
as few other general language updates.
The proposed changes were reviewed and supported by the Housing Committee at its February 26
meeting.
Staff recommends the Board approve the changes as proposed.

RESIDENTIAL OWNER-OCCUPIED REHABILITATION LOAN
DESCRIPTION
Deferred loans are available to homeowners rehabbing their homes.
LOAN TERMS AND LIMITS
$30,000/ unit up to 4 units in a building, with up to an additional $5,000 contingent on a dollar-for-dollar
match from the city or township where the dwelling is located.
Recording and Owner’s and Encumbrances Report fees will be rolled into loan.
50% of deferred loan is forgiven after 5 years, remaining portion of deferred Loan must be repaid at the
time of property sale, conveyance or refinance of mortgage. If property is sold or mortgage is refinanced
within 5 years of rehabilitation, all borrowed funds must be repaid.
Owner-Occupied Loan funds cannot be used in conjunction with any other funding offered by the Otter
Tail County Community Development Agency (CDA) and Otter Tail County Housing and Redevelopment
Authority (HRA). In communities where local program funds are available, it is expected that the
homeowner apply for these funds. If approved, funding will be split equally between the two sources.

Households whose income levels are 50% to 80%
of the AMI, must first apply for other funding
sources (bank loan, USDA Rural Development
504 Fund, etc.) including local program funds
where available. If the household is not eligible for
other funding, then the application will proceed
OTC HRA may proceed with an application. This
could be verified with copies of loan rejection
letters. Homeowner(s) may also sign a Release of
Information form so the HRA may obtain the
required information directly from the other
funding source(s).
Each person named on the deed must be listed
on the application for assistance.
PROPERTY ELIGIBILITY CRITERIA
Property must be located within Otter Tail County
and outside the city limits of Fergus Falls.
Mortgage payments and property taxes must be
current.
Home must be insured at time of application and
for the duration of loan.
Eligible dwellings must be habitable and on a
permanent foundation.
Assessed estimated market value as designated
on the property tax statement for the current year
must not exceed $250,000.
Properties that have received grant and/or
deferred loans funds for rehabilitation within the
past 10 years will not be eligible.
Homes that are located in townships or cities that
have not received funding from the Small Cities
Development Program (SCDP) in the previous 7
years will receive priority. Communities that have
received SCDP funding may use their local and/or
program funds from closed grants as a local
contribution for a qualifying household, if the
project meets SCDP requirement.

PROPOSED REQUEST/JUSTIFICATION
Advertisement for bids for the construction of three single family homes in Pinewood Estates was
published January 6, 2025, with a deadline date to submit bids on February 18, 2025. Five bids
were received by the deadline date and were scored on February 20th by Lynette Gaustad of
Andrew Yaggie Real Estate, Amy Baldwin, Mitch Harry and Tanya Westra. Considerations in the
scoring included efficient use of space, overall design, timeline and readiness, cost and past
performance. The “Pinewood Estates Bid Solicitation and Scoring Summary”, as well as the scoring
criteria are attached.
The Housing Committee met on February 26, 2025 to review the top two scoring bids. Following
review and discussion, the Committee recommends proceeding with HighPoint Homes.
Upon approval of a bid, an appraisal will need to be conducted prior to awarding and executing a
construction contract. This will ensure that 1) there is sufficient MN Housing “Value Gap” funding
(difference between development costs and appraised value/anticipated sale price) and 2) that
households within the required income limits can reasonably obtain a mortgage for the appraised
value.
Staff recommends the Board approve the resolution.

RESOLUTION AWARDING THE BID FOR PINEWOOD ESTATES RESIDENTIAL
CONSTRUCTION AND AUTHORIZING EXECUTION OF CONSTRUCTION
CONTRACT
WHEREAS, the Otter Tail County Community Development Agency (the “CDA”) acquired
property located at 208 5th Avenue NE in Pelican Rapids in 2023; and
WHEREAS, the CDA has platted the site into nine lots for residential construction in the
subdivision known as Pinewood Estates “the Project”; and
WHEREAS, the CDA applied for and was awarded Minnesota Housing Finance Agency
Community Impact Fund Value Gap and Interim Loan Financing (the “State Funding”) in
December 2023 totaling approximately $1.6 million; and
WHEREAS, the CDA authorized execution of the Grant Agreement and Interim Loan Financing
Agreement (the “Financing Agreements”) with the State in July 2024 for the construction of
three single family homes in the Pinewood Estates subdivision (the “Project”); and
WHEREAS, the staff solicited bids by advertisements for three lots within the Project on January
6, 2025; and
WHEREAS, the staff conducted a pre bid meeting on January 27, 2025; and
WHEREAS, the staff held a public bid opening on February 18, 2025 with five bids received;
and
WHEREAS, the staff will award and execute a construction contract after an appraisal has been
completed and confirms sufficient State Funding and homebuyer income is aligned with
appraised value; and
WHEREAS, HighPoint Homes was determined to have the highest scoring responsible bid in the
amount of One Million Two Hundred Ninety-five Thousand and 00 Dollars ($1,295,000.00).
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. The findings set forth above are hereby found to be true and correct and are incorporated
herein in their entirety.
2. The highest scoring, responsible bidder is HighPoint Homes.
3. The Executive Director is hereby authorized to execute a construction contract with
HighPoint Homes for One Million Two Hundred Ninety-five Thousand and 00 Dollars
($1,295,000.00), subject to the results of the appraisal.
4. The Executive Director is hereby authorized, empowered, and directed to execute and
deliver in the name and on behalf of the CDA any other documents and instruments in

Total Bid -Complete construction of three (3) Single-Family structures. Each structure to consist of
three (3) bedrooms and two (2) bathrooms with one (1) attached double stall garage at each
unit. 2nd bath can be ¾. Each unit to include a full, unfinished basement. All new construction
on a cleared site located at Lots 2, 3, & 4 of Block 2, 4th Avenue NE, Pelican Rapids, MN. All
units to conform to current Minnesota Building Code at time of bid. The Work includes all
