Adjourn 1/25 2/25 MINUTES OF THE COMMUNITY DEVELOPMENT AGENCY OF OTTER TAIL COUNTY Government Services Center, County Board Room 515 W Fir Ave, Fergus Falls MN 56537 August 20, 2024 Call to Order The Otter Tail County Community Development Agency convened at 1:03pm, August 20, 2024. Dave Schornack, CDA President, led the meeting. Approval of Agenda Approval of Agenda motion was made to approve as presented with the addition of Kris Vipond, Assistant Finance Director, providing updates. 3. Approval of Consent Agenda Motion by Jeff Ackerson, second by Dave Ripley to approve the Consent Agenda. Motion passed unanimously. 4. Reports and Presentations Kris Vipond, Assistant Finance Director stated  A new accountant has been hired by the County and will be assigned to CDA. She should be attending the next board meeting. She and Julie Bakken, who supports the HRA, will cross train between CDA and HRA.  CDA Commissioners can elect to receive their meeting per diem by Automated Clearing House (ACH). Kris Vipond left the meeting at this time. A, B, C. Director’s Status Report and Committee Reports Amy Baldwin, CDA Director reported:  Progress of North Fields of Dalton. 3/25 OTTERTAIL COUNTY -MINNESOTA  Minnesota Housing Workforce Housing Financing Application in Battle Lake. New York Mills South Point Apartments open house was on August 17.  Empowered Worker Program has had much interest and demand. There have been 19 referrals, 18 of those are being active, excited and motivated. She stated the wide range of referrals, eligibility barriers, unstable housing, the range of occupations of interest and the first enrollment was in the CDL Program. A decision was made to pause the intake of referrals in August to focus on individualized navigational services with plans to reopen in early September. A monthly report will be included in the CDA packet.  The first business development newsletter was distributed; it was created by Ava Weber, CDA intern, prior to her internship concluding and was distributed to 1200 businesses. A lender event is planned for October/November.  The general CDA newsletter was also distributed. D. On the Map Report Erik Osberg, Rural Rebound Initiative Coordinator stated  The new metrics report will be available at the end of September. At the end of July there had been 11.8M impressions while in 2023 there had been a total of 12.5M impressions. Google Search had 3.5M impressions.  Gopher Lake Life has an upcoming event with a stay at Holly’s Resort.  The 2nd Annual On The Map Marketing Summit will be held on Wednesday, September 25 at Perham Lakeside Golf. Board Member Updates  Dave Schornack: Perham streets are completed and Bongards is constructing an addition to their facility.  Dena Johnson: Pelican Rapids Street Project is going well and that they were able to begin a stage of construction originally planned for a 2025 start.  Lee Rogness: Noted that the agriculture economy has seen an increase in costs and interest rates. He also stated that this year will be one of the largest soybean and corn crops.  Betsy Roder: It has been busy in New York Mills most recently with the Puppet Pageant. On September 17th there will be a Welcoming Communities event. Pickletoberfest will be held on October 5, the new apartment building – South Point Apartments - will be opening soon, and the Continental Divide Brew Pub has been busy.  Val Martin: Battle Lake will be handing out teacher packets with Art of the Lakes, scavenger hunts are planned, tailgating will be held to recognize the fire department, Community Zentangle Project for Art Alley and a new school is in the works.  Amy Baldwin also stated that 75 Packets will be handed out to welcome new teachers to various districts throughout the County. 5. Regular Business Items A. 2025 Levy Request Resolution Approving Special Benefit Levy and Requesting a General Levy Appropriation for Taxes Payable 2024. Amy Baldwin, CDA Director, shared the 2023 and 2024 Special Levy Benefits for both CDA and HRA and the 2024 CDA General Levy. The Agency has determined that the 2025 CDA Special Benefit Levy in the amount of $644,287 and $200,000 appropriation from the General Levy is requested for the 2025 Agency’s strategic initiatives. With the CDA Board’s approval she will be presenting this request to the County Board on Thursday, August 22, 2024. Motion by Kurt Mortenson, second by Dena Johnson to approve. Motion passed unanimously. 4/25 B. Authorize Execution of Realtor Services Agreement for Pinewood Estates Amy Baldwin, CDA Director, stated that earth work has started in Pelican Rapids and is on schedule. The same contractor that has been doing the road work in Pelican Rapids will be working on the project. CDA is ready to move ahead with a realtor partner. An RFP was sent out July 6, 2024 with proposals due on July 29, 2024. The proposal was to include three single family homes and the remaining lots plus a HRA lot for realtor services. Three proposals were submitted and scored, with Andrew Yaggie receiving the highest score. His proposed commission is 5% with no brokerage fees; he has four years of experience and provides marketing services with a development website, drone photography, professional photography, ground and aerial video and virtual tour. The Otter Tail County HRA has approved the proposal contingent on CDA approval. Motion by Lee Rogness, second by Val Martin to approve Andrew Yaggie Real Estate for Realtor Services. Motion passed unanimously. Dave Ripley suggested that we add an end date, terms and/or an out to the agreement. C. Recommendation Regarding Property Tax Rebate Program Amy Baldwin, CDA Director, provided the Commissioners with background to the Property Tax Rebate Program. The program was established in 2019 for a three-year term, with a County property tax rebate of up to five years or $5,000. In the fall of 2021, the program was modified for recipients to receive up to $10,000 and two additional years to the program. Applicants can apply for tax rebates thru the end of 2024 with construction required to start within a year of application. Program options were discussed. Motion by Dena Johnson, second by Jeff Ackerson to approve letting the program expire at the end of 2024 with the applicant’s ability to start construction prior to the end of 2025 (one year after approval). Motion passed unanimously. 6. Discussion and Communications A. Credit: Creative Commons/Ken Lund Greater Minnesota While many rural Minnesota counties are losing peo- ple, Otter Tail County has more than ever. How’d that happen? Jobs, housing and the appeal of lakes country are helping the county buck predictions of population loss. by Ava Kian 08/28/2024 In 2017, population analysts predicted that Otter Tail County, along with many other counties in Greater Minnesota, would decline in labor force and population in the years that followed, with numbers from the 19/25MINNPOST Minnesota Department of Employment and Economic Development suggesting the county’s labor force would fall 6.8% by 2030. The county, however, has proved that projection wrong. Its population and labor force have increased in the past couple of years, and more people have migrated to the county than have left it. Erik Osberg is the county’s Rural Rebound Initiative coordinator, a job created in 2017 to help prevent population and workforce loss. He remembers learning about research out of the University of Minnesota that showed nearly all of Minnesota’s rural counties growing their populations of 30- to 49-year-olds between 1990 and 2010 — a phenomenon the researcher calls the rural “brain gain.” While that showed people of a certain age were interested in moving to rural areas, the county needed to put itself on the list of attractive places to live. Part of Osberg’s job is marketing life in Otter Tail County – whether partnering with college athletes to promote tourism or promoting winter recreational activities — in efforts to rewrite the narrative that rural areas are on the decline. He wants to put the county, whose population topped 60,000 in the 2020 U.S. Census, “on the map” like better-known places such as Duluth and Alexandria. The county’s population growth has been driven by net migration, with more people moving in than out, said Anthony Schaffhauser, the northwest regional analyst for the Department of Employment and Economic Development. In 2022, 475 more people moved in than left. In 2021, that number was closer to 300. Schaffhauser said part of the spike in 2022 is because of the increased opportunity for people to work remotely. The western Minnesota county, whose 1,048 lakes are a natural draw, also has a strong healthcare/social assistance and manufacturing workforce — the county’s top two industries, according to state employment data. A trendsetter in the region In the years before 2018, the county’s population was increasing due to there being more annual births than deaths. But that year and until 2020, the county had more deaths than births while the population still increased, meaning the increase had to be due to people moving into the region, Schaffhauser said. Schaffhauser said Otter Tail County is a trendsetter in a 26-county region that stretches from Stevens and Pope Counties north to the Canadian border, being the first of those counties to grow its population through net 20/25 migration. Outside of increasing public awareness about what the county has to offer, the Rural Rebound Initiative also includes a focus on infrastructure, such as housing, childcare, broadband and other things people who are relocating would need. So far in 2023, $100 million has been invested in new home construction and housing rehabilitation, which will create 320 new single-family homes, 18 duplexes and 72 multifamily units, according to Amy Baldwin, the county’s community development director. Related | Long drives, fewer visits and lost ties: Rural Minnesota residents struggle to adapt when a nursing home closes “If we’re not creating new housing or building new housing, your population is going to decline because of aging households, aging population and smaller family sizes that we’re seeing across the population,” Baldwin said. Osberg said research has shown that if a place has been exposed to tourism advertising, people’s perception of the liveability of that place goes up. And usually, once someone visits, their perception of that place improves even more. “The analogy I use is, you wouldn’t walk up to somebody and say, ‘Hey, do you want to get married?’ You would say, ‘Hey, do you want to go out on a date?’ he said. “And then the goal of that first date is to get a second date and then a third date. And, eventually, if you fall in love then you get married. We’re not asking people to just flat-out move here. We’re asking them to come visit first. Try it out. See if you like it. If you love it, you don’t have to leave.” A study done in 2019 found that just 25% of the roughly 1,600 surveyed newcomers to a community had lived there before. Baldwin is one of those migrants. She and her husband had visited Otter Tail County and were familiar with the area. Most of all, they wanted to be closer to family and have a more relaxed lifestyle, so they decided to move. That study was conducted by Ben Winchester, a rural sociologist who works for the University of Minnesota Extension and whose “brain gain” work inspired the creation of Osberg’s position in Otter Tail County. His prior research looked at rural migration between 1990 and 2000 and showed that for people who were relocating to rural areas, jobs didn’t necessarily come first. “The job didn’t come first a lot of the time,” Osberg said of the findings. “A lot of the time they were making a lifestyle choice.” 21/25 © 2024 MinnPost Powered by Newspack Winchester’s subsequent research has affirmed the rural migration pattern of 30-49-year-olds moving into rural areas, although it has been at a slower pace than in the 1990s. The 2019 Rural Movers study showed 41% of movers indicated they were moving primarily for a job. Among those not moving for a job, the top factors identified for choosing a destination were things like a good place to raise children, being closer to family, safety and a slower pace of life. Today, many of those moving to Otter Tail County are primarily in the 55-70s age range, with some ages 25- 49, as well, Schaffhauser said. What does success look like?  Schaffhauser said jobs are growing in Otter Tail County, which “points to success.” Part of the job growth, he said, is due to many new residents being retirees who aren’t contributing to the labor market but are still demanding goods and services — and as a result creating jobs. In comparison, he said the Fargo-Moorhead area draws more workers, but jobs in Otter Tail County are still attractive, given that many are manufacturing and healthcare positions with good wages. Empowered Worker Program update a. Participant referrals have been paused while referral process is refined and more efficient workflow is created. Referrals are expected to open up again the first week of September. b. Additional credentials in the labor and healthcare industries are expected to be added to our agreement with M State. c. Participants are in progress with job shadows, training, and job searching. Workforce Navigator has been most active with identifying appropriate supportive services for participants to continue making progress. d. Committee was supportive of sponsoring a CNA course at M State to ensure that minimum registration is met so the course does not get cancelled. 2. Discussion on Child Care Emergency Fund Program a. Committee was supportive of the revised program guidelines and allocating $5,000 for a pilot program. b. Discussion of revitalizing creative child care solutions following a loss of 10 providers in the last couple months 3. Business development newsletter was delivered to 1,188 recipients, opened 1,100 times by 541 recipients (45.5% open rate), and clicked 98 times (2.5% click through rate) b.
