Approval of Consent Agenda Motion by Val Martin, second by Dena Johnson to approve the Consent Agenda. Motion passed unanimously. Reports and Presentations Director’s Report: Amy Baldwin, CDA Director report included: • Youth Workforce Navigation Parents Guide – The new booklet was mailed to 2,500 households with names and addresses provided by the area school districts • Hundreds of students have been participating in field trips to such businesses as o Healthcare, Manufacturing, Automotive o Youth Skills Approved • Childcare – some funds are available, leverage money, Parker’s Prairie childcare has reopened. On the Map Report Erik Osberg, Rural Rebound Initiative Coordinator stated: 3 of 32 OTTERTAIL COUNTY - MINNESOTA 2 • Long-form lifestyle docu-series, “Rural By Choice”, has won an Emmy. • Talent Tourism held a “small town safari” with 13-14 U of M students visiting. Students didn’t realize that there was this much opportunity and felt welcomed. • Otter Tail Lakes Country Association’s member drive is underway. • Minnesota Gopher athletics partnership is continuing to put Otter Tail County on the map • Have contracted with two part-time individuals to support the organization’s efforts Board Member Updates • Lee Rogness suggested a potential CDA Board Member Regular Business Items None. Discussion and Communications Director Baldwin presented information on total funding for Navigating the Road Ahead Programs from Otter Tail County and outside funds, expenses as of 09/30/23 and if the program was done or not. These programs include: o Empowered Worker/Skills Training o Job Portal - done o Youth Workforce Navigation o Business Resilience - done o Childcare – funding from State and West Central Initiative; State dollars need to be used by end of December A small amount is undesignated, as some efforts that are closed out were under original budget estimates. Commissioners questioned if funding could be moved around (answer was yes) and if is there a time frame that we have to use these funds (in some instances yes). CDA will guide these movements. It was confirmed that December’s meeting will be held on Monday, December 18. Assistant x Julie Bakken, HRA Accounting Specialist x Discussion Items A. 2024 Work Plan Priorities Amy Baldwin, CDA Director and Barbara Dacy, HRA Executive Director described 2024 Housing Work Plan Priorities – 1) Create New Homes 2) Keep People in Homes. 1) Priorities to Create New Homes included: Affordable Home Ownership: 1) Single Family Tax Rebate Program - CDA lead. Last year of program is 2024. 2) Pelican Rapids Highway Garage Redevelopment – CDA lead. TIF for infrastructure costs. 2 homes CDA, plus 1 HRA lot (former tax forfeit lot). Applied for MHFA Community Impact program; award to be announced in December. 3) Down Payment Assistance Program – HRA lead. Dacy stated that this program is a main stay, but home prices have increased. Buyer required to pay 3% down, which may be too much. Staff is revising program requirements and will present on a future agenda. 5 of 32 OTTERTAIL COUNTY· MINNESOTA Affordable Senior Housing Development: 1) Housing Infrastructure Bond Application – HRA lead. Application to be submitted in July 2024 for construction 2025, HRA lead, total of 18 units in Ottertail, Vergas, New York Mills to be leveraged with Housing Trust Fund and other resources. 2) North Fields of Dalton – HRA Lead. May or may not proceed with County financing; evaluating adding to Housing Infrastructure Bond application. Redevelopment/Reuse: 1) Battle Lake Church Redevelopment - CDA lead. Closed on the property, asbestos has been removed, private developers being solicited, opportunity for new rental housing. Potential for construction next year. 2) Conversion of existing buildings and spaces into housing units - HRA lead. Existing program is a loan at 0% interest to be repaid over ten years. Example would include upstairs of an older building. Goal is to convert areas into rental units and promote the creation of more units by leveraging existing structures. Elevating Awareness of Resources: 1) Ongoing communication and information shared through quarterly housing convenings and newsletters and other communications – CDA lead. 2) Keep People in Homes 1) Residential and Commercial Rehab Investment – HRA Lead.  DEED Small Cities Development Program  2 yr. program closeout Battle Lake and Underwood projects  Submit Pelican Rapids $1,000,000 application  Submit application for Public Housing rehab 2) Preserve existing housing affordable housing stock - HRA Lead.  Create new policy / program for affordable housing preservation.  250 units of Section 515 financed properties that serve very low income, built in 70-80s; owners need to decide if they will continue or sell.  Don’t want to lose ground on available affordable housing  Commissioner Wayne Johnson asked in 40-45 years will there be continued assistance from HUD – Barbara said possibly 3) Expand resources for access to stable/affordable housing  Submit application for new state rental assistance program – HRA Lead  Expand housing navigation services. Led jointly by HRA/CDA/OTC. Better stable housing, supportive living arrangements. B. Review Proposed Housing Program Modification Realign programs to simplify application and administrative process 1) Community Growth Partnership – Reformat program to be comprehensive to city needs. Discussion of removing overall cap for communities and make it more simplified. Suggestion to add “project by project basis” for grant maximums so the Board has discretion. Overall, conducting a review for consistency of terms and use for internal programs as well as alignment with State and other programs Adjustments are needed to meet the needs of the current marketplace 1) Emergency home repair – As currently drafted administration is challenging, need to be reviewed, not easy to use, our program does not fit, change should be made. Be 6 of 32 preemptive for Rehab. HRA funds are used for failing or near failing circumstances then CDA funds are used. 2) Downpayment Assistance C. Housing Summit Preview The Summit will be held November 16, registration 8:30 am, begins at 9:00am. Currently 60 people are registered. Successes of the Big Build will be shared and there will be good speakers. There will be morning and afternoon breakout sessions and Kelly Asche, State of Rural Housing, will be the keynote lunch speaker. E. HRA Executive Director Transition An organizational chart was shown with the positions of Community Development Director/CDA & HRA Executive Director, Housing Program Supervisor and Project Manager, Housing. Staff to support the HRA are now in place with Tanya Westra, Housing Program Supervisor and Mitch Harry as Project Manager. Director Dacy also recommended that the HRA Board appoint Amy Baldwin as the Executive Director at the November 21 meeting giving about a 45-day transition period. Dacy has notified the HUD Field office and will continue current duties until year end with Amy Baldwin. 2024 Board Meeting Structure Currently meetings are on the third Tuesday back-to-back. There was discussion on the pros and cons of holding the meetings together. Do we combine the meetings and do a HRA and CDA roll call? Will it get too long? Some items are Statutorily required. Consensus was that the third Tuesdays work. New York Mills’ South Point Apartment Project Broke Ground October 26, 2023 – Otter Tail County, MN– After much collaboration and planning, the South Point Apartment project in New York Mills is becoming a reality. The project is located south of New York Mills just west of County Highway 67. The official groundbreaking was held Thursday, October 26 at the project site, and construction is underway. Once completed in the winter of 2024, the project will provide 60 new one-, two- and three- bedroom apartments to help address the housing shortages in the area. Amenities will include in-unit washers/dryers, detached and tuck-under garages, a fitness center, and outdoor entertainment areas. Michael Gohman of W Gohman Construction is the developer and has been working with the City of New York Mills to advance this project for nearly two years. “We appreciate the support we’ve received from the city, county, and school district to put the deal together. When it’s all done, we hope it will be a place that people want to move into,” commented Gohman. New York Mills City Clerk Julie Roberts commented, “We feel very lucky to see this project move forward and have a developer partner that wants to make this investment in our community because we do have a housing shortage. This is the first home being built in Lawrence Lake Acres. It has a 40x55ft footprint with 2 beds, 2 baths, a 2 car garage, and an unfinished walkout basement. The home buyer will be restricted to 115% of the area median income for the State, per program guidelines. o Requested amount: $10,000; the City of Vergas is also required to provide a one-to-one match so the total grant would be $20,000 for the project. The City’s match is to be funded with future taxes generated by the new home. Additionally, it is proposed that the CDA will ‘advance’ the City’s match and be repaid with future City property taxes associated with the new home via tax abatement. The land was acquired in the fall of 2021 with the intention of developing it for expansion of residential housing opportunities in Vergas. In 2022 the land was surveyed and a plat map was created, permits were obtained by the city to build a road and in January 2023 a variance was obtained to have private wells and sewers in the new development as the extension of city water and sewer was not affordable. The excavation of the site has been completed as of September 2023 and the cement and foundation established. Currently the framing is being completed as well as the garage. The remaining construction timeline can be found in question #14. We have been transparent with our chosen realtor on how this project will have AMI parameters and how we want to best market this home once it’s ready for market.       3. Describe the current condition of the site. Are there existing structures present? Are the structures vacant? At the time of this application, the new road through the development has been built, the site has been excavated, the foundation set and the frame has been built. This project was initiated for exactly that reason. This project will provide a single family home to a buyer at or below 115% AMI. This project will increase the city’s tax base, boost revenue for the many small businesses, and bolster the workforce of our thriving rural community. The purpose of this question is to ensure all funding sources have been explored.       7 31 of 32 32 of 32 Home of the loon ,,, -) G~of~~~~=-------f~: j\,_ CITY OF VERGAS COUNTY OF OTTER TAIL STATE OF MINNESOTA RESOLUTION# 2023-016 VERGAS LOON Minnesota's State Bircl RESOLUTION Approving the Community Growth Partnership Application -Lawrence Lake Affordable Single Family WHEREAS, the City of Vergas held a public hearing on Tuesday, November 14, 2023 at 6 pm for public input on approving the Community Growth Partnership Application-Lawrence Lake Affordable Single- Family housing; WHEREAS, the City of Vergas has identified a proposed project within the City that meets the Otter Tail County Community Development Agency {CDA) Community Growth Partnership Grant program's purposes and criteria; and WHEREAS, the City has the capability and capacity to ensure the proposed project be completed and administered within the Community Growth Partnership Grant program guidelines; and WHEREAS, the City has the legal authority to apply for financial assistance; and NOW THEREFORE BE IT RESOLVED that the City of Vergas approves the application for funding from the Otter Tail County CDA Community Growth Partnership Grant program. BE IT FURTHER RESOLVED that upon approval of its application by the Otter Tail County CDA, the City Clerk-Treasurer Juile Lammers, is hereby authorized to execute such agreements as are necessary to receive and use the funding for the proposed project.
