Approval of Agenda Approval of Agenda motion was made by Kurt Mortenson, second by Dena Johnson, and unanimously carried to approve with changes noted: move up 5A (City of Vergas Community Growth Partnership
Grant Application) in the agenda and add 5C (Office Space Plan and Cost Estimate for a Community Development office area). Approval of Consent Agenda Motion by Kurt Mortenson, second by Jeff Ackerson to approve the Consent Agenda. Motion passed unanimously.
5A. Regular Business Item
Community Growth Partnership Program Grant Application: City of Vergas Public Parking Lot CDA Director Baldwin informed Board that the City of Vergas has applied for a $25,000 Community Growth Partnership Program Grant for a new public parking lot in downtown Vergas. The City’s comprehensive plan is in alignment with the grant application as it indicates there is a great need for
parking in the city’s commercial district. Vergas would like to remove the existing structure and construct a 21-stall public parking lot. The total project cost estimate is $73,825. Funds would be used for demolition, paving, fencing and striping of the lot, with the City funding the balance of the project

costs. A motion by Dena Johnson, second by Val Martin to approve the grant request as presented. Motion passed unanimously.
Reports and Presentations
A. Director’s Report:
Housing Growth
• Tax rebate program: 37 applications to date
• 34 housing partners attended quarterly Housing Convening
• Attended New York Mills EDA meeting
• Presented Big Build Progress at Vergas EDA meeting
• Discussed at Pelican Rapids City Council Meeting the Highway Garage Redevelopment and the
NE 5th Ave infrastructure
• Battle Lake church property draft purchase agreement under review
Workforce Support and Development
• Youth Workforce Navigation field trips – 52 students attended construction trades field trip and
33 students attended the IT field trip in April
• A flyer was created with summer internships and job opportunities in high demand industries
Childcare Investment
• Information on Childcare and Foster Care was presented to the County board
• More phone calls and inquires are being received about becoming a licensed provider
• Provider Appreciation Day was discussed. The CDA will send out its appreciation letter in
September. There will be an upcoming Resource Fair targeted to new and current providers as
well as employers looking to be involved in solutions.
B. On the Map Report: Erik Osberg, Rural Rebound Initiative Coordinator discussed:

• Year to date report of On the Map social reach

5B. Erhards Grove Townhall Property
Review of Request for Proposal for property at 19965 Co. Hwy. 24
• As indicated by statue, within one year for the date of purchase must devote the property
to its intended use
• Should be used for creating new housing or business - Single family, commercial or
industrial but not for the use of storage of goods
• Zoning: Contact Chris LeClair for necessary permits and approval process
Public Hearing regarding the sale of property would be published in the Pelican Rapids and
Fergus Falls newspapers.
A motion by Kurt Mortenson, second by Dave Ripley to approve the proposal bid form that outlines the
site information as well as the information to be submitted by interested parties regarding the reuse of
the property and a call for the public hearing regarding the sale of the property. Motion passed
unanimously.

5C. New Space plan for Community Development and Housing Office area in the Government
Services Center
A handout distributed included two layouts for the existing GIS space and a bid from Cooper’s Office
Supply. The space would house Community Development and Housing staff, as well as the County’s
Public Information Officer and a couple of drop spaces for use by other staff as needed. A motion by
Val Martin, second by Curt Mortenson to approve $25,000 expenditure. Motion passed unanimously.

Other Communications
• Brief review of outcomes of the legislature session, with a deeper discussion planned at the
June 20 board meeting
• Planning has started for a Housing Summit to be held in late fall
• Staff was directed to develop a request for proposal for independent contractor services for
pursuing available grants and funding

Housing Growth Initiative / The Big Build:
• Tax rebate program: 53 applications year-to-date: 4 in Fergus Falls, 1 in Ottertail, 1 in
Perham, 1 in Parkers Prairie, 1 in Battle Lake, 1 in Pelican Rapids, and 1 in Clitherall (not
a participating city) and balance from township areas
• CDA and HRA staff had an introductory meeting with the Greater Lakes Area Realtors
Association to learn more about the organization and opportunities to partner for
engagement with area realtors.
Workforce Support Strategy / OTC Works:
• Sent OTC Works newsletter to 220 recipients with Youth Workforce Navigation Program
updates, regional wage and benefit survey, and an invite to the upcoming Workforce
Convening: members.ottertaillakescountry.com/ap/EmailViewer/P7b5wZ5p
Child Care:
• Summer child care resource fairs are being organized for the end of July. These events
will be open house and networking opportunities for existing providers, individuals
interested in becoming a provider, and employers interested in supporting child care to
get connected to resources.

2. Talent Tourism pilot program with Otter Tail Lakes Country Association
a. Erik Osberg introduced the Talent Tourism pilot program to engage with college
students in the Twin Cities and introduce them to career opportunities and
lifestyle in Otter Tail County
b. Committee members were supportive of providing up to $9,000 for lodging and
travel expenses to host students for a recruitment visit in September 2023
i. Discussion of CDA’s support during the pilot year of the program, and if
successful, the goal would be to have private employers support in
following years
3. M State In Demand Skills Training partnership
a. Provided committee members an update from conversation with M State staff
regarding CDL training needs
b. Affirmed with committee members that the CDA will support with promotion of
the CDL career pathway through the Youth Workforce Navigation program and
advocacy for more CDL testing locations
c. Discussion of additional healthcare training opportunities including CPR/First Aid,
Lifeguard and Water Safety, and emergency medical responder (EMR) that M
State does not currently offer, but additional training partner could be identified

RESOLUTION ENDORSING AN AMENDMENT TO THE POWERS ORDINANCE BETWEEN THE COUNTY HRA AND COUNTY EDA WHEREAS, Otter Tail County (the “County”) has established a County Economic Development
Authority (the "EDA") known as the Community Development Agency (the “CDA”); and WHEREAS, the County adopted an ordinance on August 13, 2019 (the “Powers Ordinance”) transferring
some of the powers of the existing Otter Tail County Housing and Redevelopment Authority (the "HRA") to the EDA; and
WHEREAS, the HRA and CDA have paused the process to merge operations; and WHEREAS, it is necessary to update the Powers Ordinance; and WHEREAS, the County will be considering an amendment to the Powers Ordinance; and WHEREAS, the proposed amendment will enable the CDA to operate income restricted housing programs. NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the Executive Director is hereby directed to transmit this Resolution to the County Board. Upon the motion of ____________________, seconded by ______________ and passed on a unanimous vote, the above resolution is hereby adopted by the Otter Tail County Community
Development Agency Board of Commissioners.

Our Family's business is a 6th generation family farm, with our three adult children all being involved,
and raising the Jth generation. We live just 2 minutes from this property and our farmland and pasture
borders this property on three sides. Our family raises and sells beef, chickens, pigs, fresh eggs, produce
and strawberries. We sell direct to consumers right from our farm. Our customers come from many
areas including MN, ND and as far as Chicago. They often ask us about dining, shopping and other
activities in the community. We also sell our products at the farmers markets in Pelican Rapids and
Fergus Falls.
In the past, working together as a family, we renovated our dairy barn into a reception hall called Ohe's
Barn. Currently, we are working on renovating another dairy barn and house on our farm to preserve
these pieces of agriculture history.
We intend to maintain and preserve the old schoolhouse on this property so one day it can be utilized
and repurposed. It is special to our family, as Orland's mother and her siblings attended school here. His
aunt taught school here as well. We would continue to graze our livestock on and near this property. We
are concerned about the safety and wellbeing of our livestock if a business or residence were to end up
on the property.
We are strongly committed, and always have been to Otter Tail County and our local community. This
property, adjoining our farm, would allow our family business to continue to serve our community with
healthy products sold direct to consumers.

PROPOSED REQUEST/JUSTIFICATION Three quotes for demolition of the property have been obtained and are included for reference. Additionally, staff has obtained a quote from Enviro-Safe, a certified asbestos abatement
contractor, to remove the identified asbestos-containing floor tile for a price not to exceed $2,000. This work would be completed prior to demolition. The closing on the property purchase is planned for the last week of June.
Staff recommends the Board authorize proceeding with the quote from Ness Backhoe in the amount of $34,000 to complete a demolition of the property and the quote from Enviro-Safe for the asbestos abatement, with work to commence following the closing on the property.
