Director’s Report: • 13 Tax Rebate Applications (23 to date), first application from Parkers Prairie • Presented Big Build progress as well as other CDA updates at the Fergus Falls Port Authority • The March Workforce Convening was attended virtually by over 45 employers and workforce partners. Handouts were included in packet about childcare and best practices for hosting student tours, which were distributed to invitees • Youth Workforce Navigation field trips wrapping up for the school year • Jobs Portal on Otter Lakes County Association website was updated B. Committee Reports Housing Growth and Investment o Battle Lake Redevelopment Project: be ready for construction 2024 o Pelican Rapids redevelopment timeline developed 2 of 29 OTTERTAIL COUNTY - MINNESOTA Workforce Support and Development o Youth Workforce Navigation with Amy Johnson o Empowered Worker o M State training partnership o Plan to submit information to State for Digital Equity Plan Childcare Investment o Deploy child care funds o Provider capacity growth CDA Board expressed they would like to show their appreciation to child care providers. A motion was made by Lee Rogness, second by Kurt Mortenson to mail a letter of appreciation to Otter Tail County Child Care Providers. Motion passed unanimously. C. On the Map Report Erik Osberg, Rural Rebound Initiative Coordinator reported on “On the Map Strategy” for first quarter of 2023. D. Board Member Updates Discussion included the ability to work more with West Central Initiative on projects as they have the same focus and the Pelican Rapids Economic Committee on the development for the County Garage. Regular Business Items Resolution No. 2023 102 Authorizing Acceptance of Transfer of Property from Erhards Grove Township The property survey has been completed and was presented to the committee. A motion was made from Dave Ripley, second by Dena Johnson to approve Resolution No. 2023 –102 Authorizing Acceptance of Transfer of Property from Erhards Grove Township. Motion passed unanimously. Discussion included the sale of property as a business development or single-family housing, the need to advertise for bids and to hold a public hearing. Resolution No. 2023 - 103 Authorizing Purchase of 106 and 108 N. Lincoln Ave., Battle Lake. Director Baldwin reported she is working on a purchase agreement with a tentative June 1 closing date. She will review the project plan with the Battle Lake City Council and will prepare a Memorandum of Understanding with them. There is strong support from Battle Lake and would like to get a developer on board for a 12 unit with construction beginning in 2024. Bids for demolition need to be done sooner than later. Motion by Kurt Mortenson, second by Dave Ripley to approve Resolution No. 2023 -103 authorizing purchase of Parcels 63000990086000 and 63000990086001 within the City of Battle Lake. Motion passed unanimously. Discussion included parking requirements, development partner(s), and creating a model to be used for future projects. Discussion and Communications Director Baldwin discussed the House and Senate Housing Omnibus Bills FY24-25 and told the committee about the type programs we use and leverage. Director Baldwin gave a short update on Pelican Rapids Highway Garage redevelopment and NE 5th Ave infrastructure. Partners discussed build-ready lots throughout the County, with Ottertail’s Building Big $1 Lots as a case study and other partnership opportunities for housing development. • Attended the New York Mills EDA meeting to provide various CDA updates. • Presented Big Build progress update as well as other CDA updates at the Vergas EDA Annual Meeting. • Attended the Pelican Rapids City Council meeting to provide a CDA activity report as well as discuss the Highway Garage redevelopment and the NE 5th Ave infrastructure. The City is going to conduct outreach to property owners regarding interest in extending City infrastructure. Those plans will inform the site design for the Highway Garage redevelopment and whether a through street or cul-de-sac will be laid out. • Draft purchase agreement for the Battle Lake church property under review, with an anticipated mid-June closing date. Workforce Support Strategy / OTC Works: • Youth Workforce Navigation field trips are finished for this school year. In April, 52 students attended the construction trades trip and 33 students attended the IT trip. Planning has started for tours next school year focused on healthcare (2 trips), agriculture, automotive, manufacturing, government, construction trades, IT, animals, and non-profit career pathways. • Compiled a basic list of summer internship and job opportunities in high demand industries to be shared with the schools. (flyer attached) Child Care: • Child care appreciation and recruitment videos have been shared on the County’s social media pages, including YouTube. All family providers received a thank you card and ice cream gift certificate and all centers received a thank you card, bouquet of flowers, and donuts for their staff. • Provided child care efforts report to the County Board of Commissioners and in the CDA partners email newsletter. There are 4 pending applications. Child Foster Care Licensing provides oversight and licensing services to the current 31 licensed homes – this is composed of both relative and non-relative homes. There are 15 pending applications. Recruitment Family Child Care: Ongoing recruitment occurs through: • Advertisement in the Community Education flyers • Appearance at the County Fairs • Bookmark distribution in County offices and partner locations • Otter Tail County website Human Services is partnering with OTC Community Development and Communications staff related to recruitment and retention of child care providers. The agency developed the Child Care Locator Application and is utilizing grant funding from West Central Initiative and the State of Minnesota for two part-time contracted positions related to supporting current and prospective child care providers. Child Foster Care: Human Services partnered with the OTC Communications staff to create videos to highlight foster care. This included some of our foster parents talking about what it means to be a foster parent along with the county licensor speaking to the process of becoming a foster parent. These videos have been shared on the County’s social media channels. People interested in foster care, inquire, questions are addressed, initial licensing packets sent out, and those who decide to complete the process, become licensed. What is Going Well Family Child Care Otter Tail County maintains a stable number of child care homes. The licensor has been contacted for assistance in reviewing potential special family child care sites. Providers and applicants are actively utilizing the Child Care Capacity Grant offered through Otter Tail County. $21,362 was awarded to 12 child care providers in 2022. These grants are funded by both local funds and funding from the State of Minnesota. Some examples of what the grant can be used for include: • Purchase of changing tables • Purchase of manipulative toys • Replacement of fire and carbon monoxide detectors • Replacement of carpeting • Electrical installation Child Foster Care Otter Tail County is fortunate to have dedicated, caring families that serve our most vulnerable children. This includes both relative and non-relative homes. Otter Tail County has received positive feedback from applicants and providers about the contracted positions providing recruitment and retention support. Child Foster Care Foster Closet at Bethel Lutheran Church has opened and is serving foster families. They provide clothing, equipment, and support to meet the needs of foster families. Foster care support group has transitioned from agency staff led group to a provider led group that meets in both Fergus Falls and Perham once a month.
