Approval of Agenda Approval of Agenda motion was made by Kurt Mortenson, second by Dena Johnson and unanimously carried to approve as presented. Approval of Consent Agenda Motion by Dena Johnson, second by Val Martin to approve the Consent Agenda. Motion passed unanimously. Reports and Presentations A. Director’s Report:
• 13 Tax Rebate Applications (23 to date), first application from Parkers Prairie
• Presented Big Build progress as well as other CDA updates at the Fergus Falls Port Authority
• The March Workforce Convening was attended virtually by over 45 employers and workforce partners. Handouts were included in packet about childcare and best practices for hosting student tours, which were distributed to invitees
• Youth Workforce Navigation field trips wrapping up for the school year
• Jobs Portal on Otter Lakes County Association website was updated

A motion was made by Lee Rogness, second by Kurt Mortenson to mail a letter of appreciation to Otter Tail County Child Care Providers. Motion passed unanimously. C. On the Map Report Erik Osberg, Rural Rebound Initiative Coordinator reported on “On the Map Strategy” for first quarter of 2023. D. Board Member Updates
Discussion included the ability to work more with West Central Initiative on projects as they have the same focus and the Pelican Rapids Economic Committee on the development for the County Garage.
Regular Business Items Resolution No. 2023 102 Authorizing Acceptance of Transfer of Property from Erhards Grove Township
The property survey has been completed and was presented to the committee. A motion was made from Dave Ripley, second by Dena Johnson to approve Resolution No. 2023 –102 Authorizing Acceptance of Transfer of Property from Erhards Grove Township. Motion passed unanimously. Discussion included the sale of property as a business development or single-family housing, the need to advertise for bids and to hold a public hearing.
Resolution No. 2023 - 103 Authorizing Purchase of 106 and 108 N. Lincoln Ave., Battle Lake. Director Baldwin reported she is working on a purchase agreement with a tentative June 1 closing date. She will review the project plan with the Battle Lake City Council and will prepare a Memorandum of Understanding with them. There is strong support from Battle Lake and would like to get a developer on board for a 12 unit with construction beginning in 2024. Bids for demolition need to be done sooner
than later. Motion by Kurt Mortenson, second by Dave Ripley to approve Resolution No. 2023 -103 authorizing purchase of Parcels 63000990086000 and 63000990086001 within the City of Battle Lake. Motion passed unanimously.
Discussion included parking requirements, development partner(s), and creating a model to be used for future projects.
Discussion and Communications Director Baldwin discussed the House and Senate Housing Omnibus Bills FY24-25 and told the committee about the type programs we use and leverage. Director Baldwin gave a short update on Pelican Rapids Highway Garage redevelopment and NE 5th Ave infrastructure. Upcoming meeting: Tuesday, May 16, 2023 at 1:00pm, Dead Lake Room, Government Services Center with HRA Board meeting beginning at 11:45am. Adjourned Meeting adjourned at 2:22pm

Housing Growth Initiative / The Big Build:
• Tax rebate program: 37 applications year-to-date: 4 in Fergus Falls, 2 in Ottertail, 1 in
Perham, 1 in Parkers Prairie, and 1 in Battle Lake and balance from township areas
• 34 housing partners attended quarterly Housing Convening on May 2. Partners
discussed build-ready lots throughout the County, with Ottertail’s Building Big $1 Lots as
a case study and other partnership opportunities for housing development.
• Attended the New York Mills EDA meeting to provide various CDA updates.
• Presented Big Build progress update as well as other CDA updates at the Vergas EDA
Annual Meeting.
• Attended the Pelican Rapids City Council meeting to provide a CDA activity report as
well as discuss the Highway Garage redevelopment and the NE 5th Ave infrastructure.
The City is going to conduct outreach to property owners regarding interest in extending
City infrastructure. Those plans will inform the site design for the Highway Garage
redevelopment and whether a through street or cul-de-sac will be laid out.
• Draft purchase agreement for the Battle Lake church property under review, with an
anticipated mid-June closing date.
Workforce Support Strategy / OTC Works:
• Youth Workforce Navigation field trips are finished for this school year. In April, 52
students attended the construction trades trip and 33 students attended the IT trip.
Planning has started for tours next school year focused on healthcare (2 trips),
agriculture, automotive, manufacturing, government, construction trades, IT, animals,
and non-profit career pathways.
• Compiled a basic list of summer internship and job opportunities in high demand
industries to be shared with the schools. (flyer attached)
Child Care:
• Child care appreciation and recruitment videos have been shared on the County’s social
media pages, including YouTube. Anecdotally, the County Licensor has commented that

she’s receiving an increased number of phone calls and inquiries about becoming a
licensed provider.
• Child Care Provider Appreciation is Friday, May 12. All family providers received a thank
you card and ice cream gift certificate and all centers received a thank you card,
bouquet of flowers, and donuts for their staff.
• Provided child care efforts report to the County Board of Commissioners and in the CDA
partners email newsletter. (report attached)

What We Do
Licensing
Family Child Care Licensing provides oversight and
licensing services to the current 131 family care licensed locations. There are 4 pending applications.
Child Foster Care Licensing provides oversight and licensing services to the current 31 licensed homes – this is composed of both relative and non-relative homes. There are 15 pending applications.
Recruitment
Family Child Care: Ongoing recruitment occurs through:
• Advertisement in the Community Education flyers
• Appearance at the County Fairs
• Bookmark distribution in County offices and partner locations
• Otter Tail County website
Human Services is partnering with OTC Community
Development and Communications staff related to
recruitment and retention of child care providers. The
agency developed the Child Care Locator Application
and is utilizing grant funding from West Central
Initiative and the State of Minnesota for two part-time
contracted positions related to supporting current
and prospective child care providers.
Child Foster Care: Human Services partnered with the OTC Communications staff to create videos to highlight foster care. This included some of our foster parents talking about what it means to be a foster parent along with the county licensor speaking to the process of becoming a foster parent. These videos have been shared on the County’s social media channels.
People interested in foster care, inquire, questions are addressed, initial licensing packets sent out, and those who decide to complete the process, become licensed.
What is Going Well
Family Child Care
Otter Tail County maintains a stable number of child care
homes. The licensor has been contacted for assistance in
reviewing potential special family child care sites.
Providers and applicants are actively utilizing the Child Care Capacity Grant offered through Otter Tail County. $21,362 was awarded to 12 child care providers in 2022. These grants are funded by both local funds and funding from the State of Minnesota. Some examples of what the grant can be used for include:
• Purchase of changing tables
• Purchase of manipulative toys
• Replacement of fire and carbon monoxide
detectors
• Replacement of carpeting
• Electrical installation
Child Foster Care
Otter Tail County is fortunate to have dedicated, caring
families that serve our most vulnerable children.
This includes both relative and non-relative homes.
Their compassion and commitment to the children is
exceptional.

Opportunities for Growth
Family Child Care
There is an effort to restart the child care association
on the west side of Otter Tail County. Otter Tail County
has received positive feedback from applicants and
providers about the contracted positions providing
recruitment and retention support.
Child Foster Care
Foster Closet at Bethel Lutheran Church has opened and is serving foster families. They provide clothing, equipment, and support to meet the needs of foster families.
Foster care support group has transitioned from agency
staff led group to a provider led group that meets in
both Fergus Falls and Perham once a month.

An application has been submitted for the CDA’s Community Growth Partnership Grant Program from the City of Vergas. Following is a summary of the application; attached is the application and
project cost estimates.
•City of Vergas – Downtown ParkingoProject overview: Through the development of its comprehensive plan, the City ofVergas found that there is a great need for parking in the city’s commercial district. The
City acquired the former County Garage site in February 2023 and would like to remove
the existing structure and construct a 21-stall public parking lot. The lot would have aone-way entrance off East Linden and exit through the existing alley. Site plan isattached.o Requested amount: $25,000
o Project costs: Based on bids secured by the City, the total cost for this project is
$73,825. These costs include demolition, paving, fencing and striping of the lot. Thebalance of the expenses will be funded by the City of Vergas.
Public parking is a permitted use of the funds. Staff recommends the Board approve the grant
request as presented.

IV. PUBLIC INFRASTRUCTURE PROJECT GRANT QUESTIONS
1. Describe the public infrastructure activity for which funds are being requested and how this investment will
advance the development of new housing within the community, including a description of the resulting
housing project. Attach engineering estimates related to the infrastructure activity.
The funds will be used to provide parking for our commercial district and for homes and apartments located
within the commercial district. The parking lot will provide 8 parking spots for residents leaving in the
apartment building located at 105 E Main St allowing for visitors to park along the street. This will also help
with plowing in the winter as vehicles have been left on the roads for weeks.
2. Describe how the infrastructure and associated housing project will benefit the community or area in which it
is located. Does the infrastructure investment have a broader benefit beyond the housing project previously
described?
This parking lot will allow for truck and trailer parking, it will help with the traffic flow on Main Street, 151 Ave
(County Road 17) and E Linden providing necessary parking for businesses as well as homeowners and
renters.

Once the City secures funding the shop will be removed and the gravel parking lot will be in place. A guardrail
fence is being placed along one side of the property to assure the public does not drive on private property
and a 6-foot Trex fence will be placed along the other side of the property to allow for signage for apartment .
This fall after (August 15) the parking lot will be paved.

The City Council of the City of Vergas, Minnesota does hereby resolve as follows:
WHEREAS, the City of Vergas has identified a proposed project within the City that meets the Otter Tail
County Community Development Agency (CDA) Community Growth Partnership Grant program's
purposes and criteria; and
WHEREAS, the City has the capability and capacity to ensure the proposed project be completed and
administered within the Community Growth Partnership Grant program guidelines; and
WHEREAS, the City has the legal authority to apply for financial assistance; and
NOW THEREFORE BE IT RESOLVED that the City of Vergas approves the application for funding from the
Otter Tail County CDA Community Growth Partnership Grant program for redevelopment project
located on parcel 82000990070002, address 140 E Linden Street Verga MN 56587.
BE IT FURTHER RESOLVED that upon approval of its application by the Otter Tail County CDA, the Vergas
Clerk-Treasurer Julie Lammers, is hereby authorized to execute such agreements as are necessary to
receive and use the funding for the proposed project.
