Reports and Presentations Director’s Report: Housing Growth Initiative/The Big Build. •10 applications have been received year-to-date for tax rebate program •Staff attended the Perham Lake Home & Cabin Show as well as the Land & Resource Department. •Progress was presented at the Perham Power Hour and Fergus Falls Chamber Café. Workforce Support Strategy/OTC Works •Next virtual workforce convening is scheduled for Thursday, March 23, 2023 •An IT focused student field trip is planned for March 22 at Otter Tail Power and Arvig. 3 of 19 OTTERTAIL COUNTY· MINNESOTA Childcare •Launched a second round of Child Care Capacity Grants •Three more grant applications approved Broadband and Digital Access and Equity •Amy Baldwin announced that Carter Grupp’s fellowship with the County will be ending as of March 31, 2023. Carter expressed a sincere thank you to everyone, indicating he will be transitioning to a full-time regular employment position in the field. On the Map Report Eric Osberg, Rural Rebound Initiative Coordinator reported that he has recently traveled to Illinois and presented Otter Tail County’s “On The Map” strategy as well as presenting at the Explore MN conference. Regular Business Items Resolution No. 2023-01 Amending Resolution No. 2022-05 Accepting and Consenting to Otter Tail County Ordinance Regarding the Transfer of Assets and Assignment of Obligations of the Housing and Redevelopment Authority. Amy Baldwin discussed that after the Joint Work Session Meeting on February 21, 2023 it was proposed to amend Resolution No. 2022-03. Resolution No. 2023-01 will preserve what has already been done and allow more time to make a decision about the merger of CDA and HRA. The resolution does not specify an effective date but allows that to be advanced in the future if wished. It will need to be affirmed at an upcoming Otter Tail County Board Meeting. Motion by Betsy Roder, second by Dave Ripley and unanimously carried to approve Resolution No. 2023-01. Erhards Grove Township Hall Property Amy Baldwin discussed how the CDA came into possession of this property. At this time the property lines are not clear and authorization is requested to proceed with a property survey. Four quotes were received with Interstate Engineering providing the lowest quote. Motion made by Lee Rogness, second by Dena Johnson and unanimously carried to approve Interstate Engineering proceeding with the survey as soon as possible. Discussion included a review of Minnesota Statute 469.105, which governs the sale of property by an economic development authority. More information on process will be provided at the next board meeting. Discussion and Communications CDA Housing Project Updates: •Battle Lake Youth Center/Bethel Church Property: $21,500 was the accepted offer, the purchase agreement is being prepared. Anticipate the project being supporting through TIF. Primary role of the CDA is to ready the site for development. Project envisioned to be a 2 or 3 story apartment building with a minimum of 8 units, could be 12-14 depending on parking design, storm water management and impervious surface requirements. Community input will be obtained during the design process. •Pelican Rapids Highway Garage: Preliminary site design anticipates platting into 9 to 11 lots. Working on financial proforma with estimated sources and uses of funds to get site to development stage. The establishment of a redevelopment TIF district is planned; however, 4 of 19 additional outside funding will be needed to achieve development goal of affordable, single- family housing. Other Communications Val Martin provided an update to the Commissioners about the Battle Lake Hidden project, stating the first house built has been sold and the second one is in the final stages of being sold. Decision will need to be made on when to start the third one. Topics of discussion included employer strategies for child care provider appreciation (see attached handout), employer best practices for hosting student tours (see attached guide), and overview of 2022 Annual Report. • Employer and student testimonial for Youth Skills Training paid work experience was filmed with ShoreMaster and Henning student: youtu.be/XhxocrzORyA • Jobs portal on Otter Tail Lakes Country Association’s website got an update as OTLCA transitioned away from original developer. During the transition, page views and searches decreased, but Google and social media advertising campaigns will start again following the website update to improve performance again. For more information about child care appreciation, contact: heather@earlychildhoodvillage.com ottertailcountymn.us/childcare 11 of 19 EMPLOYER’S GUIDE CONDUCTING A SUCCESSFUL STUDENT TOUR There are five components for employers to plan and conduct a successful career pathways student tour: Audience • Identify the right students to create a more meaningful event. o What grade/age of student do you want to invite? o Find the students that have interest in the careers you want to show them. • Find schools that are within a selected radius by using the county’s online directory K12Navigator.org. • Identify the right teacher to contact to create the most meaningful experience. Access the school website’s staff directory for teacher email addresses. • Contact info is available on the K12 Navigator within the school’s profile. • In your email invitation to the teacher, show them photos of your latest technology, machines, equipment, etc. Show them why they should bring students to your facility, and specify what career areas the students will have the opportunity to explore. • Create an event flyer or send pictures of your facility or product. Tour Guide/ Presenter • Choose engaging presenters. • Break up a large group of students into smaller groups of 10-15 people. • Incorporate some of your employee career path stories into the visit. Students do like hearing CEO or owner stories. • Mobile tour guides and stationary presenters. o A mobile tour guide moves with the group, station to station. o Stationary presenters stay in the same space and repeat their presentation. Logistics • Student tours often last 60 to 90 minutes. • Communicate your visitor safety requirements. (PPE, clothing requirements, etc.) • Confirm how many students and teachers will attend. • Can you offer lunch as part of your tour? This creates an opportunity to add a presentation (CEO story, company overview, etc.) • Clarify the student drop off area & bus parking. • Assign a greeter upon student arrival. 12 of 19 Youth Skills Training Content • Consider all departments to be part of a tour. Entire operation or departments broken down by function. • Plan what the stationary presenter will speak on. o Daily routine, responsibilities. o Internal and external Career path. o Was college required? o Favorite part of the job. • Benefits o Do not get in the weeds on this but do offer an overview of the employee benefits. o Breakdown of insurances o Fringe Benefits o Retirement options o Employee events (show photos of your employees having fun) o Employee resource groups o What sets you apart from other employers? • Show your employees at work and offer hands-on experiences as much as possible. • Create an engaging activity (scavenger hunt while on tour, checklist, etc.) • Save time for Q&A at the end. • Incorporate swag if possible. Follow-Up • Evaluation o Email the teacher(s) that accompanied the students.  Did the tour meet the teacher’s expectations?  What was the feedback from the students? o Gather feedback from your presenters and tour guides. o Did the tour meet your goals? • Next Steps: Offer follow up activities to teacher(s). o Message to teacher: If you have students interested in continuing to explore careers at our company, here is what we offer (internships, job shadows, classroom speaker, employment, etc.) Reference the list of ways to engage with students on K12Navigator.org. o Email company brochures and any handouts you sent home with the students. o Provide a flyer of your jobs and/or the career progression that your business offers. • Document the process.
