Housing Growth Initiative/The Big Build:
〉 Perham has a digital billboard promoting the Tax Rebate Program and Down Payment
Assistance Program which is live for the month of January.
〉 The 2023 OTLCA magazine ad promote the Big Build and CDA infrastructure strategies.

Workforce Supporting Strategy/OTC Works:
〉 A newsletter was distributed to workforce partners via email.
〉 The discounted M State Leadership Training series received strong interest and was close to
full at the beginning of the new year.
Childcare:
〉 We are waiting for signatures on DEED Child Care grant; funds cannot be expended until the
grant agreement is signed
〉 Fergus Falls is hosting a Child Care Town Hall event on January 30 as part of their participation
in the First Children’s Finance Rural Child Care Innovation Program.
Business Development:
〉 Partnership with the West Central SBDC on the DEED Small Business Partnership Grant on the
County’s Business Resilience Coaching Program is closed out. Grant period ended 6 months
early due to the SBDC’s transition from being hosted by Concordia College to M State.
Therefore, grant funds were not fully expended and unused matching funds will be reallocated
within other business development/workforce efforts.
Broadband and Digital Access and Equity:
〉 Border to Border Grant Awards: 2 of 3 of broadband projects within Otter Tail County seeking
funding were awarded a combined amount of $4.5 million in grant funding from DEED. The next
application round opened December 19th and will be closing on March 2nd. Staff is in
conversations with Arvig and Park Region regarding potential 2023 border to border projects.
〉 Staff looking at a “Last Mile Line Extension” proposal for one of the County’s transfer stations
that does not have access to broadband.
〉 Carter Grupp will be moderating a panel at the Internet for All: Connecting One Minnesota
Workshop on January 25th.
〉 He also talked about a side project he was doing for Northland Hackathon, a youth focused
coding event being held in April.

Erik Osberg presented
〉 “Part of a Bigger Picture”. People live here for the same reasons they visit here.
〉 The Otter Tail Lakes Country Association revenue structure was shared.
〉 The 2022 On the Map Strategy for marketing was reviewed. He said that 8,522,780
impressions and 33,889 engagements were reported for ottertaillakescountry.com.
〉 Rural by Choice had 5 episodes in Season 2 with 323,300 views on Facebook S2 and
199,400 views on Facebook S1.
〉 New in 2023 is “Welcoming Communities”. These are videos of 9 communities in Otter
Tail. Parkers Prairie was the first and has been well viewed.
〉 New in 2023 “Proud Sponsor of Gopher Athletics”

Amy Baldwin asked for acceptance of the 2021 CDA Audit report. Motion made by Dena Johnson, seconded by Greg Swanberg and unanimously carried to approve the 2021 CDA Audit report. No

Closed Session at 1:35pm Chair Dave Schornack declared the Board of Commissioners meeting closed to the public for
discussion regarding purchase of property located at 106 and 108 N. Lincoln Ave., Battle Lake, MN
56515, Parcel Nos. 63-000-99-0086-000 and 63-000-99-0086-001. The closed session is authorized
under M.S. §13D.05, Subd. 3. Present in the room were Commissioners: Jeff Ackerson, Dena Johnson,
Kurt Mortenson, Dave Ripley, Lee Rogness, and Greg Swanberg; CDA Director Amy Baldwin, CDA
Program Manager Sarah Schake, Lead for MN Broadband Fellow Carter Grupp, and HRA
Administrative Assistant/CDA Recorder Paula Grunewald. Attended via technology Betsy Roder. The
closed session ended at 1:48 p.m.
Discussion and Communications
Discussion of 2023 CDA Committee Structure: Amy Baldwin reviewed the 2022 CDA Committees: Housing and Development, Childcare and Workforce. Goal development for each committee will be
established for the coming year. Further discussion on committee members will take place at the February board meeting as part of the annual meeting.
Other Communications
Chair Schornack introduced discussion regarding the organizational alignment of the CDA and HRA agencies. Discussion was held by the commissioners. Amy Baldwin suggested holding a joint session
with the HRA Board from 12:45 to 1:15 at the next board meeting in February.

Housing Growth Initiative / The Big Build:
• Tax rebate program: 5 applications year-to-date: 1 in Ottertail and balance from
township areas
• 2022 year-end Big Build progress infographic and press release distributed to media and
housing partners. $116.4 million in housing investment was added in the County from
499 new and rehabbed housing units, 444 of these being new construction and 55 being
rehabbed units. New construction increased by 13% compared to 2021.
• Staff attended the Lake Region Builders Association Builders Expo on January 20.
Information about the tax rebate program and Big Build housing finance programs were
shared with builders from the region who attended to receive continuing education
credits.
Workforce Support Strategy / OTC Works:
• Staff presented at the Battle Lake EDA Annual Meeting to share information about OTC
Works strategy and Youth Workforce Navigation Program.
• Discounted M State Leadership Training series received strong interest with 79
registrations from 31 people using the Otter Tail County discount code.
• Healthcare and agriculture field trips for the Youth Workforce Navigation Program were
very successful with more than 50 students attending both. A press release about all
four field trips went out on January 20: ottertailcountymn.us/yst-field-trips/.
Construction trades and information technology field trips are being scheduled in
March.
Childcare
• Awarded an additional $15,000 grant from West Central Initiative to continue work with
our Child Care Project Managers.
• Staff attended the Rural Child Care Innovation Program (RCCIP) Town Hall in Fergus Falls
on January 30 to learn about the program progress and brainstorm right-sized solutions

for the community. Recognition and appreciation, partnerships, facilities, and workforce
development were the focus action areas developed from the Town Hall event, and staff
will continue to be involved in the core committee and focus area committees.
• Convened child care partner meeting to share updates on strategies and priorities for
the County, West Central Initiative, Child Care Aware, First Children’s Finance (Fergus
Falls RCCIP), and MAHUBE-OTWA.
• Child Care Locator App was developed by Human Services and GIS departments to help
families find information about child care providers in the County. Staff will work with
Human Services to distribute a press release, bookmarks, and communications about
the app to families and employers.
Broadband and Digital Access and Equity:
• Engaging with Arvig and Park Region regarding the 2023 – 2024 Border to Border
Broadband Grant round. County has indicated a 5% match for projects proposed by
providers, aligned with County match offered prior to last year’s large funding round.
• Formed a Digital Connection Committee focused on senior digital literacy to inform the
MN Office of Broadband digital equity plan – including OTC, Arvig, AARP, Viking Library
System, Dancing Sky Area Agency on Aging, Perham Elevate, and the P.A.A.C in Perham.
Additionally, working on forming a second Otter Tail County focused broadband Digital
Connection Committee to cover broader areas including healthcare, education, youth,
seniors, telecommunications providers, and economic development in the county. This
committee would jointly inform an Otter Tail County Digital Equity Plan. The work of
these committees is due to the State by the end June.
• Northland Hackathon, being held in April, now has 4 schools in West Central MN
represented in a list of more than 50 - local participating schools are Kennedy
Secondary, Perham, Sebeka, and Underwood.

FOR IMMEDIATE RELEASE Otter Tail County Sees Housing Growth in 2022
February 14, 2023 – Otter Tail County, MN – Otter Tail County’s Big Build initiative saw
continued housing growth in 2022. Last year, $116.4 million in housing investment was added in
the County from 499 new and rehabbed housing units, 444 of these being new construction and
55 being rehabbed units. This is an increase in new construction countywide compared to 2021.
The success in 2022 is great progress toward The Big Build’s goal of 5,000 new or significantly
rehabbed homes by 2025. Since launching the initiative, 40 percent of that goal has been
completed. More homes are still needed to meet demand and achieve the big goal.
The Otter Tail County Community Development Agency (CDA) launched The Big Build at the
end of 2019 as a housing growth and investment initiative. The initiative was created because
the expansion of housing opportunities is a countywide priority to address workforce needs and
existing residents’ needs. With more than 1,000 available jobs in the County right now,
increasing the housing supply will help meet the needs of newcomers filling these job openings
and existing residents seeking more suitable housing options.
“2022 was another great year of progress toward the County’s goal of 5,000 units by 2025,” said
Otter Tail County Commissioner and CDA Board Member, Lee Rogness. “There was great
interest in the Property Tax Rebate Program and the six new housing finance programs
developed last year, so we’re excited to continue building partnerships with local builders to
make housing happen in 2023.”
A strong need for housing remains even with the successes of 2022, and the CDA can provide
support and resources to housing projects in Otter Tail County. Several new housing finance
programs were developed and expanded in 2022. Programs available to homeowners, home

The need to expand housing opportunities is critical in
addressing the county’s workforce needs. The Big Build
housing growth and investment initiative continued to
show progress in 2022 to increase the construction of new
housing units, build partnerships to expand capacity, seek
funding opportunities, and advocate for increased funding
and support of housing.
200+ people attended housing events to learn,
engage, and activate housing growth and
partnerships. Events included:
• Housing Summit
• Pelican Rapids Housing Summit
• Quarterly housing convenings
444 new housing units and 55 rehabbed units adding
up to $116.4 million of housing investment.
$2 million invested to develop 6 new and expand
existing housing finance programs providing support
for owner-occupied and rental construction and
rehabilitation.
• Provided Down Payment for 2 homebuyers
• Approved 87 Property Tax Rebate Program
applications
9 first time homebuyers purchased homes with
lower interest rate mortgages and down payment
assistance through the Minnesota Cities Participation
Program, a partnership between local lenders, Otter Tail
County, and Minnesota Housing Finance Agency.
Completed Housing Needs Analysis that demonstrated a need for over 4,500 housing units by 2036.

• Battle Lake Blue Spruce rental town homes
Approved tax abatement for the construction of
12 rental town home units that are currently under
construction.
• Battle Lake Hidden Meadows single-family homes
Construction underway on two new affordable single-
family homes that will be sold to eligible homebuyers.
• New York Mills South Point apartments
Approved tax abatement and awarded public
infrastructure grant for the construction of 60-unit
market rate rental apartment building, which is
anticipated to start construction in spring 2023.
• Pelican Rapids County Highway Garage
redevelopment
Prepared concept site layout and completed the
redevelopment tax increment financing district
qualifications report.
• North Fields of Dalton affordable senior rental
homes
Prepared preliminary development plan.
Housing Choice Voucher Program
Otter Tail County’s Housing Choice Voucher Program is
a partnership between the Housing & Redevelopment
Authority (HRA) and local residential property owners. The
purpose of the program is to provide rental assistance to
eligible households throughout the County, excluding
Fergus Falls and Wadena, to lease an existing rental unit.
100 households served monthly and 10 new vouchers
are issued on average each month to eligible residents
to look for housing. Program participants include families,
elderly, and disabled households, with two-thirds being
single member households.

Public Housing Program
The Public Housing program includes 3 and 4-bedroom
single-family and duplex units located in Pelican Rapids,
Underwood, Henning, and New York Mills.
13 households served and 2022 ended with all units
fully leased. Demand for these units is high with over 60
households on the waiting list.
Workforce
Developing Otter Tail County’s workforce means finding,
keeping, and training people to support a resilient and
growing employer community. In 2022, the OTC Works
workforce strategy implemented new programs to promote
the availability of jobs in the county, help employers
recruit and retain workers more effectively, and create
partnerships.
200+ people attended workforce events to learn,
engage, and activate workforce development and
partnerships. Events included:

• Quarterly workforce convenings

Child Care
Otter Tail County recognizes that access to quality and
affordable child care is needed for people to live and
work in our region. In fact, it is characterized as necessary
infrastructure. In addition to keeping children safe and
providing quality early childhood experiences, child care
is a workforce need to support economic development. In
2022, Otter Tail County developed an action-oriented child
care strategy to promote available resources, support the
growth of child care capacity, and create partnerships to
improve access and availability.
Maintained child care provider capacity with 131 total
providers, 17 new licensures, and 17 closures.
$15,000 grant awarded from West Central Initiative to activate additional capacity and contract with Child Care Project Managers providing direct provider
and project technical assistance.
$21,362 awarded to 12 child care providers in pilot round of the Child Care Capacity Grant Program.
$160,000 grant awarded from the Minnesota
Department of Employment and Economic
Development Child Care Economic Development
Grant. Grant funds will be used in 2023:
• Expand the pilot Child Care Capacity Grant Program
providing start-up and expansion funding to family
and center-based providers
• Continue to offer technical assistance and
mentorship support to prospective and existing
providers.
Digital Access & Equity
Access to high-quality internet is needed by families and
businesses to work, learn, and connect. In 2022, Otter Tail
County made progress to get access to residents in areas
of the county that do not yet have access to high-quality
broadband, and to address the digital divide that presents
barriers to accessing service and technology.
Provided $2.8 million match to support area providers
in securing Minnesota Border-to-Border Broadband
Development grant funding. Projects receiving funding
will build out 323 miles and serve 1,500 households
with a total investment of $11.3 million.
A broadband planning app was created internally for
planning and analysis efforts with local broadband
providers. The app was used to inform provider
applications to the Minnesota Border-to-Border
Broadband Development Grant Program.
2 additional SMART rooms were completed at
the Henning Landmark Center and Otter Tail County
Historical Society with public wi-fi and virtual meeting
technology. A mapping app was created to highlight
locations of the 10 SMART rooms and free public wi-fi
access spots throughout the County.
50+ seniors attended 2 workshop series, hosted
at the Perham Library and the Fergus Falls Senior
Center, to learn about internet fraud and phishing, file
management, and better use of devices.
Lead for America–American Connection Corps Fellow
continued work to build partnerships for countywide
broadband investments, digital literacy, and digital
access.
Community Growth Partnership Grants
The Community Growth Partnership Grant program is
funded by the Otter Tail County Community Development
Agency. The goals of the program are to increase the
tax base and improve the quality of life by supporting
affordable housing, redevelopment, and commercial
rehabilitation projects.
$17,150 awarded to 3 communities:
• City of Vergas – Grant provided for the removal
of blight associated with a future housing
development site near Lawrence Lake
• City of Battle Lake – Grant provided to support
the redevelopment of a blighted property on Lake
Avenue into Neverbetter Market & Wellness
• City of Ottertail – Grant provided to support
exterior rehabilitation of the Williams Company

A priority of Otter Tail County’s business development
efforts includes providing training and technical assistance
to attract new and support existing businesses and
industries in a healthy and diverse economy. In 2022,
Otter Tail County partnered closely with the West Central
Minnesota Small Business Development Center (WC MN
SBDC) for their expertise in training delivery and Otter Tail
Lakes Country Association for their expertise in elevating
and promoting the county’s businesses.

Outreach & Communications
To ensure residents, businesses, and visitors know about
the community and economic development efforts, Otter
Tail County strategically outreached and communicated
through many channels in 2022. Much of that outreach
was done through city council, township, chamber, and
community organization presentations and events.
Communications included advertising in the Otter Tail
Lakes Country magazine and Lake and Home Magazine,
promotion on billboards in Perham and Fergus Falls,
marketing in city newsletters, and the following channels:
• 16 press releases issued to local and regional media
• 163 social posts
• 21 email newsletters

PROPOSED REQUEST/JUSTIFICATION An application has been submitted for the CDA’s Community Growth Partnership Grant Program from the City of Dalton. Following is a summary of the application; attached is the application,
engineer task order and plat.
• City of Dalton – Northfield Development Civil Engineering Design o Project overview: Funds would be used to support civil design work associated with the Northfields of Dalton housing redevelopment project. A component of that project is
planned to include 6 units of affordable senior housing that will be developed, owned,
and operated by the HRA. The project was funded with a prior Community Growth Partnership Grant in the amount of $2,517 to support the preparation of the plat in 2022. o Requested amount: $5,000 o Project costs: Based on proposal provided by the City’s Engineer, the cost for these
services will be $15,500. The balance of the expense will be paid for by the City of
Dalton. Staff recommends the Board approve the grant request as presented.

eleven (parcel) development.

a. Provide Civil Design Services to include final signed plans and technical specifications for
the proposed project.
3. PROJECT OBJECTIVES:
a. Provide Civil Design Services of utility service locations for each platted parcel and
design for a future paved street section with curb and gutter to include storm water
improvements.
C. Scope of Work
1. To meet the project objectives above, Engineer proposes to provide the following services:
