1. CALL TO ORDER
Chairperson Johnson called the meeting to order at 2:45 p.m.
2. APPROVAL OF AGENDA

No additions were made to the Agenda. Motion made by Mortenson, second by Rogness to approve the
November 17, 2022 Agenda without changes. Motion passed unanimously.
3. APPROVAL OF CONSENT AGENDA ITEMS
Motion made by Murphy, second by Mortenson to approve the Consent Agenda. Motion passed unanimously.
4. PUBLIC HEARING
A. Public Housing Agency 2023 Annual Plan and Capital Fund Plans
Chairperson Johnson called the Public Hearing to order at 2:46pm. It was noted that no one was present in person
or online. Three times Johnson asked if there were any changes needed with no comments from the Commissioners.
The Public Hearing was closed at 2:47pm.
5. NEW BUSINESS
A. Resolution No. 217 Adopting A Capital Fund Program Five Year Action Plan And 2023 Annual Plan
OTC HRA Director Barbara Dacy presented the 5 Year Action Plan for the 13 Public Housing sites. The plan spans
from 2021 funding through 2025. Changes to the plan include replacing door locks and gutters in 2023.
Ms. Dacy stated that it is required to define and adopt a "Significant Amendment" definition to the Five Year Action
Plan. This would trigger a public hearing. She stated that staff has proposed a definition where a public hearing
would be required if proposed projects equivalent to two years of capital funds are to be changed . She also pointed
out that the resolution in Exhibit A adopts the definition and the resolution empowers the Chair and Executive
Director to execute any necessary certifications and contracts and to maintain a file of such documents.

Commissioner Johnson questioned if the 5 Year Plan started in 2021 could changes be made. Director Dacy, replied
yes. She stated that the funds can be spent beyond the calendar year.
Motion made by Rogness, second by Mortenson to approve Resolution No. 217. Motion passed unanimously.
B. Resolution No. 218 Rescinding Resolution No. 215 Authorizing Execution of An Independent Contractor
Agreement.
Motion made by Rogness, second by Murphy to approve. Motion passed unanimously.
6. DISCUSSION
A. Down Payment Assistance Program
Dacy stated that there has been an application for assistance with a 5-year mortgage term (loan amortized over
30 years), which will be refinanced prior to the term or be extended by the lender. She stated that typically
borrowers must be preapproved for at 15-30-year fixed rate mortgage loan with this program in order to avoid
mortgages with changing rates and terms. She stated there may be an advantage to buyers if the interest rates
come down over time, however, amending the policy will need to be done carefully. Staff will bring back a potential
change to the policy for Board review at the December meeting.
B. North Fields of Dalton Senior Housing
Dacy informed the commissioner that there will be an Open House in Dalton on December 5. The open house will
be held to get input from citizens and potential renters on amenities, square footage, rental amount, etc.
7. EXECUTIVE DIRECTOR REPORT
December meeting has been moved to December 8 and will be held in the West Battle Lake Room. The agenda
will include several routine items and the 2023 Budget.
• The OTC HRA Public Housing Real Estate Assessment Center (REAC) inspection score was 39/40 points.
Total score to be issued in early 2023 and will be based on 100-point scale: building inspection, financial,
management, and capital fund performance.
Barbara and Amy are working with internal housing team to study the housing market from a people perspective,
and primarily the rental market, with the goal to inform the "housing navigation" process
Hidden Meadows home construction is on schedule.
8. GENERAL DISCUSSION -TOPICS BY COMMISSIONERS
Commissioners discussed the opportunity for potential homes in various communities through the tax forfeit process.
9. ADJOURNMENT
At 3:40 pm a motion was unanimously carried to adjourn the meeting.
