CALL TO ORDER
The Otter Tail County Board of Commissioners convened at 8:30 a.m. Tuesday, May 9, 2023, at the
Government Services Center in Fergus Falls, MN. Commissioners Wayne Johnson, Chair; Kurt Mortenson,
Vice Chair; Dan Bucholz, Lee Rogness and Bob Lahman were present.
APPROVAL OF AGENDA
Chair Johnson called for approval of the Board Agenda. Motion by Mortenson, second by Rogness and
unanimously carried to approve the Board of Commissioners' agenda of May 9, 2023, with the following
changes and additions:

2023 through June 30, 2024.
OUT-OF-STATE TRAVEL
Motion by Rogness, second by Mortenson and unanimously carried to approve out-of-state travel for County
Recorder Lynn Larson to attend the Fidlar Symposium in Rock Island, IL from May 22-23, 2023.
RESOLUTION FOR AMERICAN RESCUE PLAN ACT FUNDS IN INTEREST TO BE
ALLOCATED FOR PUBLIC SAFETY -K-9
OTTER TAIL COUNTY RESOLUTION NO. 2023-36
WHEREAS, Otter Tail County was allocated $11,410,722 of funding through the American Rescue Plan (ARP)
Act funding; and
WHEREAS, the ARP Act requires that the payments from the Coronavirus State and Local Fiscal Recovery
Funds (SLFRF) be used only to cover expenses that:
• Support urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the
pandemic under control
• Replace lost revenue for eligible state, local, territorial, and Tribal governments to strengthen support
for vital public services and help retain jobs
• Support immediate economic stabilization for households and businesses
• Water, sewer, and broadband infrastructure
• Address systemic public health and economic challenges that have contributed to the unequal impact
of the pandemic; and
WHEREAS, interest earned on SLFRF award funds is not subject to program restrictions; and
WHEREAS, providing effective public safety promotes resilience within a community and directly promotes
protection of the health, safety and welfare of all residents and visitors while mitigating risk and liability.
NOW THEREFORE BE IT RESOLVED THAT, as an eligible use of interest proceeds, the Otter Tail County
Board of Commissioners supports the transfer of $30,000 to the K-9 Unit Account for public safety to
purchasing, training and other related expenses of a replacement K-9.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Lahman, duly
seconded by Commissioner Mortenson and, after discussion thereof and upon vote being taken thereon,
passed unanimously.

RED RIVER BASIN COMMISSION APPROPRIATION REQUEST
Motion by Rogness, second by Bucholz and unanimously carried to deny the request of the Red River Basin
Commission for an appropriation from Otter Tail County in the amount of $400.00.
REGULAR ALLOTMENT TO MUNICIPAL ALLOTMENT ADVANCE RESOLUTION
OTTER TAIL COUNTY RESOLUTION NO. 2023-37
WHEREAS, the County of Otter Tail has obtained the Commissioner's approval of the plans for the following
County State-Aid Project(s):
Project# S.A.P. 056-651-021 Project# S.A.P. 056-667-042
WHEREAS, said County is prepared to proceed with the construction of said project(s) by providing county
regular funds to supplement the available funds in the County Municipal Account; and
WHEREAS, repayment of the funds so advanced by the County is desired in accordance with the provisions
of Minnesota Statutes 162.08, Subd. 5 & 7 and Minnesota Rules 8820.1500, Subp. 9.
NOW THEREFORE BE IT RESOLVED THAT the Commissioner of Transportation be and is hereby requested
to approve this basis for financing said construction project(s) and to authorize repayments from subsequent
accruals to said Account, in the amounts as herein indicated.
Transfer the Yearly Municipal Construction Allotment, beginning in 2023, to the Regular Construction
Allotment until the borrowed funds are repaid in full to the Regular Construction Allotment Account.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Mortenson, duly
seconded by Commissioner Bucholz and, after discussion thereof and upon vote being taken thereon, passed
unanimously.

RECOMMENDATION OF AWARD
Motion by Rogness, second by Mortenson and unanimously carried to award Pelican Rapids Garage Access
Road CP 4130-304 to Central Specialties, Inc. of Alexandria, MN with the low bid amount of $107,068.65 as
recommended by County Engineer Chuck Grotte.
CONTRACTS & BONDS
Motion by Lahman, second by Bucholz and unanimously carried to authorize appropriate County Officials'
signatures to execute the contract between Otter Tail County and Wadena Asphalt, Inc. of Wadena, MN for
seasonal supply of hot mix bituminous.

RECOMMENDATION OF AWARD
Motion by Mortenson, second by Rogness and unanimously carried to award SP 056-645-009; MN Project
No. BROS 5623(173) to Robert R. Schroeder Construction, LLC. of Glenwood, MN with the low bid amount
of $1,503,996.57 as recommended by County Engineer Chuck Grotte.
HIGHWAY DEPARTMENT UPDATE
County Engineer Chuck Grotte provided a brief Highway Department Update. Among the highlights Mr. Grotte
noted: > The Highway Operations Study will be presented to the Board today, May 9th. > The 2040 Transportation Plan will be reviewed at committee today, May 9th.
> Spring load restrictions will be removed on Wednesday, May 24th.
> Started milling on CSAH 8 in Perham. > CSAH 35 Reconstruction -surface has been milled; dirt work will start soon. > 2023 Bridge Repair-(CSAH 1 over the Otter Tail River on Tower Road and near Ottertail and over
the Dead River at Walker Lake) Redstone Construction, LLC has completed work; Highway has some
patching to complete.
> In-House Maintenance is working on pothole repair, will start sweeping next week and will do shoulder
disking and culvert cleaning and repair as needed.
HEART OF THE LAKES TRAIL -MAPLEWOOD SEGMENT
WETLAND BANKING CREDITS PURCHASE AGREEMENT
Motion by Rogness, second by Mortenson and unanimously carried to authorize appropriate County Officials'
signatures to approve the purchase agreement between Otter Tail County and Dean and JoAnn Spaeth for
Wetland Banking Credits for the Heart of the Lakes Trail -Maplewood Segment.
COMMUNITY HEAL TH PLANNER POSITION
Motion by Rogness, second by Mortenson and unanimously carried to approve a 1.0 full-time equivalent (FTE)
Community Health Planner position in lieu of a vacant 1.0 FTE Public Health Nurse position within the Public
Health Department to conduct research, assist in planning, development and implementation of programs
related to community health and to support and collaborate with the Health and Wellness Team. This position
is rated on the Classification and Compensation structure as a C42 and will be funded through opioid
settlement funds and additional grants.
FEMA DISCOVERY MEETING FOR OTTERTAIL RIVER HUCS WATERSHED
Motion by Mortenson, second by Lahman and unanimously carried for Commissioner Rogness to attend the
Federal Emergency Management Agency (FEMA) Discovery Meeting virtually on May 31st at 10:00 a.m.
regarding Otter Tail County flood plain designation mapping.
IN-PERSON COURT HEARINGS
Motion by Rogness, second by Bucholz and unanimously carried that the Otter Tail County Board of
Commissioners will send a letter to the Minnesota Supreme Court emphasizing the importance of in-person
hearings rather than virtual. Commissioner Mortenson agreed to work with County Attorney Michelle Eldien in
drafting the letter.

RECESS & RECONVENE
At 9:25 a.m., Chair Johnson declared the meeting of the Otter Tail County Board of Commissioners recessed
for a short break. The Board of Commissioners meeting was reconvened at 9:36 a.m.
FEEDLOT
Property owner Craig Olson addressed the Board regarding a new construction of a 720' x 60' turkey barn on
the Roy Olson Partnership Feedlot. The Minnesota Pollution Control Agency (MPCA) requires a public
meeting for this feedlot to be held and adequate notice was provided on the meeting's agenda. There were
no public comments made at the time of this meeting regarding the feedlot. Mr. Olson was asked to provide
an update to the Board and public due to this being a new construction.
ADULT FOSTER CARE LICENSING REPORT, SOURCEWELL
Adult Foster Care Regional Licensing Specialist Nichole Huebsch and Regional Licensing Supervisor Michelle
Tautges with Sourcewell, an agency who oversees the licensing of Adult Foster Care programs in Otter Tail
County, provided an update on Otter Tail County Adult Foster Care. Among the highlights they noted:
> Sourcewell ensures compliance with all federal and state regulations, advocates for the adults and
providers the license, and build relationships and communication between providers, counties, and
the Department of Human Services (OHS).
Currently in Otter Tail County there are 83 active licensed Adult Foster Care programs which includes
38 family foster care, 1 corporate foster care, and 44 community residential care settings with 13
moratorium beds to potentially develop.
In 2022, Otter Tail County had one new family adult foster care program open, with five family foster
care and four community residential care setting closures.
CHILD FOSTER CARE/CHILD CARE LICENSING REPORT
Human Services Director Deb Sjostrom along with Child Foster Care Licensing Social Worker Jody Dahlen,
Family Child Care Licensing Social Worker Lisa Spangler, Human Services Supervisors Stephanie Olson and
Krista Fix and Community & Economic Development Project Manager Sarah Schake were in attendance to
provide a brief summary of Otter Tail County Child Foster Care and Child Care. Among the highlights they
noted: > Otter Tail County currently has 31 licensed child foster care homes comprised of both relative and
non-relative homes. There are currently 15 applications pending.
) Human Services partnered with Otter Tail County Communications staff to develop recruitment videos
to highlight child foster care.
There are currently 131 licensed child care providers across Otter Tail County with 7 applications
pending.
Child Care providers and applicants are actively utilizing the Child Care Capacity Grant offered through
Otter Tail County with $21,362 awarded to 12 child care providers in 2022. This grant runs through
calendar year 2023.
Human Services is partnering with Community Development and Communications staff to develop
recruitment and retention strategies for child care providers and have created a Child Care Locator
Application and promotional items with QR codes for quick access to information.
CHILD CARE PROVIDER APPRECIATION DAY PROCLAMATION
OTTER TAIL COUNTY RESOLULTION NO. 2023-38
WHEREAS, Otter Tail County has 133 licensed family childcare providers licensed on behalf of the MN
Department of Human Services by Otter Tail County Human Services; and

WHEREAS, Otter Tail County family childcare providers serve approximately 1,300 children and their families;
and
WHEREAS, children are Otter Tail County's most valuable asset and resource; and
WHEREAS, the care and education of Otter Tail County's children provided by licensed family childcare givers
is an invaluable occupation; and
WHEREAS, many Otter Tail County families choose childcare outside their own home; and
WHEREAS, licensed family childcare providers are highly competent, dedicated, caring, and concerned
professionals; who teach, love and keep our children safe while providing a calm, empathetic presence and
predictable routine which children need; and
WHEREAS, licensed family childcare providers are an invaluable resource for families, children and the
community; and
WHEREAS, childcare providers meet a critical workforce need, supporting employers and allowing their
employees to fully participate in the labor force.
NOW, THEREFORE, BE IT RESOLVED, Thatthe Otter Tail County Board of Commissioners hereby proclaim
May 12, 2023 as Licensed Family Child Care Provider Day in Otter Tail County, in honor of its many licensed
family child care providers, and asks the community to join in recognizing the valuable contributions these
family child care providers make to our community.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Mortenson, duly
seconded by Commissioner Lahman and, after discussion thereof and upon vote being taken thereon, passed
unanimously.

ADJOURNMENT
At 10:19 a.m., Chair Johnson declared the Otter Tail County Board of Commissioners meeting adjourned with
a closed session to follow. The next regular Board meeting is scheduled at 8:30 a.m. on Tuesday, May 23,
2023, at the Government Services Center in Fergus Falls and via livestream.
CLOSED SESSION
At 10:21 a.m., Chair Johnson declared the Board of Commissioners meeting closed to the public. The closed
session is authorized under Minnesota Statute §13D.05, Subd. 3(b) for Attorney-Client Privilege regarding the
Otter Tail Water Management District. Present in the room were Commissioners Wayne Johnson, Lee

CALL TO ORDER
The Otter Tail County Drainage Authority convened at 11 :14 a.m. Tuesday, May 9, 2023, at the Government
Services Center in Fergus Falls, MN. Commissioners Wayne Johnson, Chair; Kurt Mortenson, Vice Chair;
Dan Bucholz, Lee Rogness and Bob Lahman were present.
APPROVAL OF AGENDA & CONSENT AGENDA
Chair Johnson called for joint approval of the Drainage Authority Agenda and Consent Agenda. Motion by
Rogness, second by Mortenson and unanimously carried to approve the Drainage Authority Agenda of May
9, 2023 as amended with the additions of Ditch 51 Obstruction & Ditch 51 Culvert and the Consent Agenda of
May 9, 2023 as follows:
1. April 25, 2023, Drainage Authority Meeting Minutes
2. Warrants/Bills for May 9, 2023 (Exhibit A)
DITCH 17
Motion by Rogness, second by Lahman and unanimously carried to reschedule the May 23rd Public Hearing
regarding Ditch 17 for a special provision of repair to June 13, 2023, at 1 :00 p.m. in the Otter Tail Lake Room
at the Government Services Center (GSC).
DITCH 32
With concerns about seasonal flooding and the potential for the loss of his turkey hatch lings, property owner
John Gordon submitted a cleaning request for Ditch 32. Ditch 32 currently has a deficit and is not scheduled
for Redetermination of Benefits this calendar year. Motion by Lahman, second by Rogness and unanimously
carried to approve cleaning approximately 1,500 feet on Ditch 32 from State Highway 108 to the Pelican River
with the condition that the cost be split between interested parties and not through ditch funds.
DITCHES 50 & 64
Drainage Inspector Colby Palmersheim presented information from the Property Owners Report for Ditches
50 and 64. After the appointed Ditch Viewers completed their initial duties, Ditch 50 is redetermined to benefit
approximately 4027.73 acres and have a value of $1,683,853.18 after a distance reduction factor has been
applied. Ditch 64 is redetermined to benefit approximately 3732.5 acres and have a value of $1,278,805.46
after a distance reduction factor is applied.
Motion by Rogness, second by Bucholz and unanimously carried to authorize a Public Hearing for Ditch 50
Redetermination of Benefits on July 17, 2023, at 7:00 p.m. at the Government Services Center and a Public
Hearing for Ditch 64 Redetermination of Benefits on July 31, 2023, at 7:00 p.m. at the Government Services
Center.

Drainage Inspector Colby Palmersheim presented information from the Property Owners Report for Ditch 12.
After the appointed Ditch Viewers completed their initial duties, Ditch 12 is redetermined to benefit
approximately 3284.98 acres and have a value of $896,358.40 after a distance reduction factor has been
applied.
Motion by Mortenson, second by Rogness and unanimously carried to authorize a Public Hearing for Ditch 12
Redetermination of Benefits on August 21, 2023, at 7:00 p.m. with location to be determined.
DITCH 51 OBSTRUCTION
Motion by Rogness, second by Bucholz and unanimously carried to authorize property owner Adam Johnson
ditch access to remove a tree obstruction from Ditch 51 with expenses paid for through the ditch fund.
DITCH 51 CULVERT
Motion by Lahman, second by Bucholz and unanimously carried to authorize property owner Adam Johnson
ditch access to replace a field approach culvert on Ditch 51 at his own cost.
ADJOURNMENT
At 11 :36 a.m., Chair Johnson declared the Otter Tail County Drainage Authority meeting adjourned. The next
Drainage Authority meeting will immediately follow the next regular Board meeting on Tuesday, May 23, 2023,
at the Government Services Center in Fergus Falls and via livestream.
