CALL TO ORDER
The Otter Tail County Board of Commissioners convened at 8:30 a.m. Tuesday, February 14, 2023, at the
Government Services Center in Fergus Falls, MN. Commissioners Wayne Johnson, Chair; Kurt Mortenson,
Vice Chair; Dan Bucholz, Lee Rogness and Bob Lahman were present.
APPROVAL OF AGENDA
Chair Johnson called for approval of the Board Agenda. Motion by Mortenson, second by Bucholz and
unanimously carried to approve the Board of Commissioners' agenda of February 14, 2023, with the following

12. Approval of the LG220 Application for Exempt Permit as submitted by East Ottertail
Minnesota Deer Hunters Chapter for an event Sunday, April 15, 2023, at Playtime Sports
Bar and Grill, which is located at 43974 390th Street in Rush Lake Township.
13. Approval of the Renewal of Consumption and Display Permit as submitted by Ten Mile
Lake Resort Inc.
14. Approval of the issuance of an On-Sale Liquor and Sunday Liquor License for Salty
Pickle Bar and Grill formerly known as Playtime Sports Bar and Grill for the period of the
February 14, 2023, through June 30, 2023.
LETTER OF SUPPORT
Motion by Rogness, second by Mortenson and unanimously carried to approve Otter Tail County providing a
letter of support for the Rural Health Academic Partnership between CentraCare and the University of
Minnesota Medical School to find solutions that improve healthcare access for families and individuals in rural
Minnesota communities.
ACCEPTING DEDICATED DONATIONS
TO SUPPORT PUBLIC HEALTH FAMILY & CHILDREN PROGRAMS
OTTER TAIL COUNTY RESOLUTION NO. 2023-14
WHEREAS, community organizations such as the service clubs, youth groups, and church offer to donate
funds or physical items such as blankets, books, bike helmets, personal hygiene, etc., to the County of Otter
Tail on behalf of the Otter Tail County Public Health Department to assist in the programs serving families and
children; and
WHEREAS, Minnesota Statute 465.03 requires a county to accept the gift by resolution expressed in terms
prescribed by the donor in full; and
WHEREAS, the donations will be for the purpose of providing items to use as teaching tools to promote
breastfeeding, child growth & development, reading, or safety or to provide for treatment of head lice, personal
care needs, diapers, mittens, and hats.
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners does accept the
above-described funds/donations and extends its grateful appreciation.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Mortenson, duly
seconded by Commissioner Lahman and, after discussion thereof and upon vote being taken thereon, passed
unanimously.

RECESS & RECONVENE
At 8:39 a.m., Chair Johnson declared the meeting of the Otter Tail County Board of Commissioners recessed
for a short break. The Board of Commissioners meeting was reconvened at 8:44 a.m.
GSC CLOSURE FOR EMPLOYEE TRAINING
Motion by Mortenson, second by Lahman and unanimously carried to authorize closure of the Government
Services Center on March 17, 2023 from noon to end of day for an employee safety training exercise.
HIGHWAY GARAGE CHANGE ORDERS
Motion by Mortenson, second by Rogness and unanimously carried to authorize Change Order #4 for the
Pelican Rapids Highway Garage in the amount of $24 7 .50 for the addition of an electrical outlet and Change
Order #5 for both the Battle Lake and Pelican Rapids Highway Garages in the amount of $7,540.50 for Piping
Waterproof Jackets.
AGREEMENT FOR THE INTERSECTION IMPROVEMENT OF CSAH 1 & MSAS 123
SAP 056-601-076 & SAP 126-123-006
Motion by Rogness, second by Bucholz and unanimously carried to authorize appropriate County Officials'
signatures for the agreement between Otter Tail County and the City of Fergus Falls for the Intersection
Improvement of County State Aid Highway No. 1 and Municipal State Aid Street No. 123 for the construction
of a roundabout.
BID AWARDS
Motion by Mortenson, second by Lahman and unanimously carried to authorize the 2023 Miscellaneous
Bridge Maintenance Repairs CP4142-205 bid award to Redstone Construction, LLC of Mora, MN with the low
bid amount of $110,947.50 as recommended by the County Engineer.
Motion by Mortenson, second by Rogness and motion carried with Bucholz opposed to authorize Project No.
S.A.P. 056-635-038 CP 12:35 bid award to Mark Sand & Gravel Co. of Fergus Falls, MN with the low bid
amount of $4,465,910.70 as recommended by the County Engineer.
QUOTE AWARDS
Motion by Bucholz, second by Lahman and unanimously carried to award the 2023 Steel Cutting Edge project
to Kris Engineering, Inc. of St. Augusta, MN with the low quote of $40,399.58 as recommended by the County
Engineer.
Motion by Lahman, second by Rogness and unanimously carried to award the 2023 Joma Cutting Edge project
to H&L Mesabi of Hibbing, MN with the low quote of $27,666.00 as recommended by the County Engineer.
HIGHWAY UPDATE
County Engineer Chuck Grotte provided a brief Highway Department update. Among the highlights Mr. Grotte
noted:
The Highway Operations Study is currently under revision.
2040 Transportation Plan -Transportation Collaborative & Consultants are finalizing the plan.
The Complete Streets Policy was approved and is posted on the County Website.
County Engineer is meeting today with Mn/DOT to finalize CSAH 1 (Tower Road) Speed Study.
Speed Limit Authorization was issued for CSAH 1 in Weetown raising Speed Limit to 55 MPH.
Resurfacing -CSAH 8 in Perham should be complete in May or June of 2023.

> Pelican Rapids Highway Garage is substantially complete, and Highway took possession on February
1st. > Battle Lake Highway Garage does not have a possession date set as there have been a few issues
with the floor sealer and a wall leak.
> Federal Aid has been coming in for future projects: planning for 80% federal aid for CSAH 19 bridge
and received 100% federal aid for CSAH 56 and CSAH 67 bridges. > In-House Maintenance is focused on snow and ice control, potholes and tree and brush removal.
) Seasonal Supplies Bid Opening is February 22nd.
> Seasonal Quotes are due by February 22nd.
OUT-OF-STATE TRAVEL
Motion by Rogness, second by Mortenson and unanimously carried to approve out-of-state travel for the
Housing Assistance Coordinator Kelly Miller, HRA Accounting Specialist Julie Batten and Accounting
Supervisor Dawn Godel to travel to Jamestown, North Dakota on April 25-26, 2023 for PHA-WEB (Web-Based
Housing Authority Software) training. Registration fees and overnight hotel fees are within the Housing and
Redevelopment Authority (HRA) 2023 budget.

for a short break. The Board of Commissioners meeting was reconvened at 9:17 a.m.
ROD BOYER RECOGNITION
Commission Wayne Johnson presented Rod Boyer a plaque for his 25 years of service on the Otter Tail
County Planning Commission. Land and Resource Management Director Chris LeClair, along with the Board,
extended their appreciation and commended his dedication to the residents of Otter Tail County.

At 9:21 a.m., Chair Johnson declared the meeting of the Otter Tail County Board of Commissioners recessed
for a short break. The Board of Commissioners meeting was reconvened at 9:28 a.m.
GEOPERMITS CONTRACT
Motion by Rogness, second by Lahman and unanimously carried to authorize appropriate County Officials'
signatures for the contract between Otter Tail County and GeoPermits for the development of a user-friendly
web-based permitting software system for Land and Resource Management that will benefit multiple Otter Tail
County departments as well as the public for a bid of $56,000 over the next two (2) years.
US EPA SWIFR GRANT APPLICATION
Motion by Rogness, second by Mortenson and unanimously carried to authorize Otter Tail County Solid Waste
submit an application for the Environmental Protection Agency (EPA) Solid Waste Infrastructure for Recycling
(SWIFR) Grant for Political Subdivisions for infrastructure improvements at the Pelican Rapids Transfer
Station with an estimated total project cost of $2.87 million.
Motion by Rogness, second by Bucholz and unanimously carried to approve Otter Tail County being
responsible for a 25% grant match on the EPA SWIFR Grant application.

MEETING WITH REPRESENTATIVES
Community Development Director Amy Baldwin gave a brief update on a meeting recently held with County
representatives and Ben Lien, Regional Outreach Director with Senator Klobuchar. Topics discussed included
transportation funding, broadband needs, and USDA related items involving housing and food support.
PUBLIC HEARING REGARDING PROPERTY TAX ABATEMENTS
At 10:07 a.m. Chair Johnson opened the Public Hearing regarding Property Tax Abatements Related to the
Single-Family Tax Rebate Program. Chair Johnson asked for comments from the public and no comments
were received.
The Public Hearing was closed at 10:08 a.m.
COMMUNITY AND ECONOMIC DEVELOPMENT ANNUAL REPORT
Community Development Director Amy Baldwin provided a summary of the 2022 Community & Economic
Development Annual Report. Among the 2022 highlights Baldwin noted:
Housing-There were 444 new and 55 rehabbed housing units adding to $116.4 million in housing
investment and 87 approved Property Tax Rebate Program applications.
Workforce -200+ people attended workforce events to learn, engage, and activate workforce
development and partnerships.
Child Care-At year end, there were 131 total family care providers, 17 new licenses and 17 closures.
$160,000 grant awarded from DEED to support new and existing providers as well as a $15,000 grant
from WCI to activate additional capacity and contract Child Care Project Managers to provide direct
provider assistance.
Digital Access-Provided a $2.8 million match to support area providers in securing Minnesota Border-
to-Border Broadband Development grant funding which will serve 1500 households. Two additional
SMART rooms were completed at the Henning Landmark Center and Otter Tail County Historical
Society with public wi-fi and virtual meeting technology.
Community Growth Partnership Grants-$17,150 was awarded to three communities for partnerships
in supporting affordable housing, redevelopment, and commercial rehabilitation projects.
Business Development & Support -The Business Resilience Coaching Program provided 23
businesses and non-profit organization 153 hours of coaching and technical assistance. 14 hours of
bilingual entrepreneurship and start-up class instruction was provided in Pelican Rapids.
Outreach & Communications -16 press releases issued to local and regional media, 163 social posts,
21 email newsletters as well as membership in professional organizations were used for targeting
communication, collaboration, and learning.
CHILD CARE GRANT AGREEMENT
Motion by Bucholz, second by Lahman and unanimously carried to authorize appropriate County Officials'
signatures for the agreement between Otter Tail County and West Central Initiative for a grant in the amount
of $15,000 to support the continuation of the Otter Tail County Child Care Project Manager position.
PENAL TY AND INTEREST ABATEMENT REQUESTS
Motion by Rogness, second by Mortenson and unanimously carried to approve the request for abatement of
accrued penalty and interest on Parcel 71-003-99-1670-000 (Unit 1020 & Garage, Briarwood Estates
Condominium) due to a health-related reason as stated in the letter of request, which falls in line with the
County's hardship policy.

Motion by Mortenson, second by Lahman and unanimously carried to approve the request for abatement of
accrued penalty and interest on Parcel 58-000-14-0098-000 and to approve the request for abatement of
accrued penalty and interest on Parcel 58-000-23-0158-00 due to a health-related reason as stated in the
letter of request, which falls in line with the County's hardship policy.
ROAD AND BRIDGE FUND REIMBURSEMENT
Motion by Lahman, second by Mortenson and unanimously carried to authorize reimbursement to the Road
and Bridge Fund from the Capital Improvement Fund in the amount of $349,192.35 for capital expenditures
previously approved as outlined below:

914 E CHANNING AVENUE PROPERTY SALE
Having advertised for sale 914 E. Channing Ave., Fergus Falls, MN per MN Statute §373.01 and received no
bids, a motion was made by Rogness, second by Mortenson and unanimously carried to authorize staff to
initiate and execute option agreements with entities submitting bids for the U.S. Department of Veteran Affairs
(VA) Solicitation No. 36C26322R0111, with the provision that no option agreement shall be less than
$725,000.
ROTHSAY CITY PROPERTY SALE
Motion by Lahman, second by Rogness and unanimously carried to approve the sale, under the provisions of
Minnesota Statute §373.01 Subdivision 1 (i), of 25 feet of Government Lot 2, Section 30, Township 135, Range
44, Otter Tail County, in the amount of $10,000, which includes the cost of the survey. The County will maintain
a 50 foot right of way.
PARCEL NO. 17-000-99-0750-000 LOTS 71, 72, AND 73 MIDLAND BEACH
Motion by Rogness, second by Mortenson and unanimously carried to authorize the private sale of Parcel No.
17-000-99-0750-000 Lots 71, 72 and 73 to adjacent landowners with a minimum bid price of $120,000.
LETTER OF SUPPORT
Motion by Rogness, second by Bucholz and unanimously carried to approve Otter Tail County send a letter
to the U.S. Department of Energy in support of Lake Region Electric Cooperative's Wind/Solar Hybrid Project
for the addition of 100 12kW residential batteries to provide resiliency to the power grid, cost savings and to
enable the storage of renewable energy for use when the wind/solar hybrid facility's production is low.
AGREEMENT WITH RICK WEST
Motion by Rogness, second by Lahman and unanimously carried to approve an independent contractor
agreement with Rick West for January 1, 2023 -December 31, 2023 to provide consultation as determined
necessary for the Economic Growth and Community Investment Team.
