HomeMy WebLinkAboutBoard of Commissioners - Minutes - 05/13/1969MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OF OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 10:00 o'clock A.M., Tuesday, May 13th, 1969, all members present. Charles Kennedy, Attorney representing a group of citizens opposed to the new Subdivision Controls Ordinance, appeared before the Board requesting a delay to January 1, 1970 in the effective date of enforcement, and requesting an opportunity to present case at a meeting of the Commission. It was agreed to allow the oppostion to state their case at a meeting called for the Planning Advisory Commission, date to be set by the Advisory Commission. A delegation with Mrs. Henry Leidel ·:n spokes"an, appeared before the Board in opposi- tion to a proposed trailer court on Highway #59, 2½ miles northwest of F1;::rgus Falls. Representatives of the Burroughs Company appeared before"the Board giving a presentation of their Electronic Accounting System machine for use by the County Auditor and Treasurer. Action was delayed for further study by the Board. The East Otter Tail Soil & Water Conservation District appeared before the Board presenting proposals for R.C. & D. Projects, the Henning Park & Rec~eation Area and the Buchanan Lake Northern Pike Spawning Area. Motion was made by Otto Haase, seconded by Andy Leitch and unanimously carried, to approve both proJects. A letter from Jeff Tikkanen, Chairman of the East Otter Tail Soil & Conservation District, was read, in which is stated the East Otter Tail Soil & Con- servation District voted in favor of the Planning & Zoning Ordinances and should not have been included in a resolution by various organizations in oppostion to said ordinances. The Town Board of Dead Lake and Amor appeared before the Board rel- ative to a hearing on a petition regarding Road #32 between Dead Lake and Amor Town- ships. Chairman Attest:~ Clerk 134 A delegation from Amor Township, Harvey Bisek as spokesman, appeared before the Board with a petition to establish a County road in Sections 28 and 29 of Amor Township. The County Board is to meet with interested parties prior to the meeting of the Board in June. All interested parties are to be notified by letters supplied by the County Auditor of the time and place. Upon motion the meeting adjourned to 10:00 A.M., May 14th. 135 WEDNESDAY'S SESSION A resolution asking for the Dissolution of School District #1381 was read and it was ordered that a hearing be held at 10;00 o'clock A.M. June 11th, 1969 and that due notice of the time and place of said hearing be given as required by law. A resolution asking for the Dissolution of School District #1529 was read and it was ordered that a hearing be held at 10:00 o'clock A.M. June 11th, 1969 and that due notice of the time and place of said hearing be given as required by law. A resolution asking for the Dissolution of School District #1462 was read and it was ordered that a hearing be held at 10:00 d'clock A.M. June 11th, 1969 and that due notice of the time and place of said hearing be given as required by law. A delegation of the Otter Tail County Historical Society appeared before the Board. Vernon Bachman read letters from various counties on attempts made to obtain ideas for funds to build. The County Auditor was requested to write to the State Legislators inquiring about the availability of funds for County Historical Societies. Motion was made by Bennie Johnson, seconded by John Snowberg and carried to approve a preliminary plat called Bay View H~ights. 141 Upon Motion made by John Snowberg, Seconded by Otto Haase and unan- imously carried, $5,000 was appropriated to each of the County Fair Associations in Otter Tail County, namely the East Otter Tail County Fair Association and the \Vest Otter Tail County Fair Association. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried for the County Treasurer to use his own discretion in investing funds. Marvin Klikker, newly appointed Veterans Service Officer appeared before the Board and arrangements were made for him to work with Mr. Kjaglien from July 1st, 1969 to July 11th, 1969. A delegation from Pine Lake Township appeared before the Board opposing a new county road change of location to be made. After listening to various interested parties, motion was made by Bennie Johnson, seconded by John Snowberg and unanimously carried, and the following resolution was adopted: 142 RESOLUTION REVOKING AND REDESIGNATING A PORTION COUNTY STATE AID HIGHWAY NO. 53 WHEREAS, due to the reconstruction of County State Aid Highway #53, it becomes necessary to revoke part of the original designation. NOW, THEREFORE, BE IT RESOLVED, that the portion of County State Aid Highway #53 as follows: Beginning at a point at the approximate Northeast corner of Section 27, Township 136 North, Range 38 West, thence Northeasterly through Sections 23 and 14 to approximately the South quarter corner of Sec- tion 11; thence North along the North and South quarter lines through Sections 11 and 2 to approximately the interior quarter corner of Section 2; thence Westerly along the East and West quarter lines through Sections 2 and 3 to approximately the interior quarter corner of Section 3, and there terminating; as on file in the office of the County Auditor, be revoked as such and the Commissioner of Highways be, and is hereby, requested to approve such revo- cat iori. (SEAL) County County A motion was made by John Snowberg, seconded by Andy Leitch and unanimously carried to purchase two Burroughs validating machines for use in the Treasurer's Office. A motion was made by Bennie Johnson, seconded by John Snowber and carried,to appropriate $8,000.00 to the Sheltered Workshop in Fergus Falls. It was decided, upon discussion, the meeting originally scheduled for June 2nd between Wilkin and Otter Tail Counties regarding road in question, not be held at that time. The County Highway Engineer was authorized to notify Wilkin County and Norwegian Grove Townships to that effect. Motion was made by Otto Haase, seconded by John Snowberg, and carried to allow Chester Lindberg, acting custodian, and additional 50¢ per hour during the interim:period. Motion was made by Otto Haase, seconded by John Snowberg and carried to send the East Otter Tail Soil Conservation District an additional $500.00 which had not been given them due t(Previous error. A delegation from Dead Lake and Amor Townships appeared before the board relative to maintenance of a road running between the townships. Motion was made by Otto Haase, seconded by John Snowberg and carried, for Dead Lake and Amor Townships to maintain the road on a 50-50 basis, share and share alike. Motion was made by Otto Haase, seconded by Andy Leitch and unanimously carried to re-appoint Bennie Johnson to the Otter Tail County Planning Advisory Com- mission for a period of one year, commencing January 1, 1969. Upon motion made by Otto Haase, seconded by Andy Leitch, and unani- mously carried, Jack Barner and George Revering were appointed to the Otter Tail County Planning Advisory Commission, as representatives from Mr. Haase's 4th Distric~. 143 Upon motion by John Snowberg, seconded by Andy Leitch and carried, the following resolution was adopted: RESOLVED by the Board of County Commissoners, Otter Tail County Minnesota, That one 1/2 Ton Pick-up Truck was contracted with Fergus Dodge, Inc. and whereas the same has been delivered and accepted by this Board, NOW, THEREFORE, the Chairman and Auditor are hereby directed and authorized to issue a warrant to Fergus Dodge, Inc. in the amount of $1,433.00 on the Road & Bridge Fund, this being the contract price. The County Attorney was authorized to attend to all necessary requirements. Motion was made by Andy Leitch, seconded by Otto Haase and carried to hold a special meeting at 9:00 A.M., May 16th, for further interview for the position of Court House Custodian. Motion was made by Bennie Johnson, seconded by Otto Haase and unan- imously carried to transfer $1,000 frofm the Revenue Fund to the Incidental Fund. A plat of Echo Ranch Riviera, 5th and 6th Additions, accompanied by an attorney's opinion as to title, was approved. The County Surveyor appeared before the Board to inform them he will be moving his office to the Nelson Building on June 15th and will be leasing the office space on his own.
