OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
December 27, 1989
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail ,County met Wednesday, December 27, 1989. Chairman Nelson called
the meeting to order at 12:37 p.m. with all members present.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, to approve the minutes of the meeting of December 20,
1989 as mailed.
Pat Conroy of the West Central Minnesota Initiative Fund appear~d be-
fore the Board relative to the Initiat He request for funds to qualify
for the State and Federal grants that are available. After considerable
discussion, Chairman Olson offered the following resolution and moved
for its adoption:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
Otter Tail County utilize whatever reserve funds may be available out
of county funds, allowing a $10,000 appropriation to the West Central
Minnesota~Initiative Fund in 1989, a $20,000 apprppriation to be paid
June 30, 1990, and a $20,000 appropriation to be paid June 30, 1991.
Adopted at Fergus Falls, t~N this 27th day of December, 1989.
The motion was seconded by Bert Hovland and carried with Hub Nordgren
voting "no".
Diane Thorson, Reclassification Committee, appeared before the Board
with a recommendation from the Committee that the game/fish and
driver license clerk classification be changed from a Range 9 to a
Range 10, which was approved upon motion made by Andy Lindquist,
seconded by Hub Nordgren and unanimously carried, to commence as of
January l , 1990.
Mot ion was made by Hub Nordgren, seconded by Mel O. 01 son and unani-
mously carried, to approve payment in the amount of $16.69 to Henning
Trustworthy Hardware for various items purchased for the Henning
transfer station.
FORGIVENESS OF PENALTY Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
DENIED -GILSDORF mously carried to deny forgiveness of penalty on a late payment of tax
by Robert Gilsdorf, on property in Dunn Township.

Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
mously carried, to deny forgiveness of penalty on late payment of tax
by Janet & Lon LaGrave, on property in Everts Township.
Motion was made by Hub Nordgren, seconded by :Mel O. 01 son and unani-
mously carried, to approve the following applications for reduction
of tax capacity:
Irville N. Nelson Tumuli
Donald & Mary Stouse Hobart
Residential homestead
Back-lots assessed as lakeshore
Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, to approve the final plat of Clitherall Lake View,
located in Section 13-132-40, changing the escrow requirement, direc-
ting the escrow money be returned to the developer, requiring that the
developer place restrictive convenants on the documents of transfer,
requiring that any stairway construction be according to specifications
by the Department of Natural Resources.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unanimously
carried, to approve the plat of Wic~lund Add'n, located in Section
13-134-41.

Upon motion made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Comm,ssioners of Otter Tail County
Minnesota, that
WHEREAS, Melvin Peterson, representative of the Estate of Anna Peterson,
has made application to repurchase the N½SE¼SW¼ & SW¼NW¼ of Section
13-135-43, said property having forfeited to the State of rinnesota
on the 5th of September, 1989, for non-payment of the 1983 tax, and
WHEREAS, the aggregate of all delinquent taxes, assessments, penalties,
costs and interest has been paid in the amount of $899.82,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby grant
approval of the r~purchase, to be in the best public interest and re-
lieve undue hardship, on the condition the applicant, Melvin Peterson,
provide proof that he is the court-appointed representative of said
estate.
Adopted at Fergus Fa 11 s, MN this 27th day of December, 1989.
Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani-
mously carried, to appoint Mrs. Carl Prischman, 606 South Union,
Fergus Falls, MN, as a member of the Otter Tail County Planning Com-
mission, to replace Noble Hatling who has selected not to serve
another term.
Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unani-
mously carried, to re-appoint :Reba Lee to the Otter Tail County Plan-
ning Commission.
Motion was made by Hub Nordgren, seconded by M~l 0. Olson and carried,
with Bert Hovland and Andy Lindquist voting 11 no 11 , to approve payment
in the amount of $659.25 to Charlotte Neigh, arbritrator in the labor
negotiations with the Teamsters Local 320, representing the county's
half of the total cost.
Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on June 29, 1989, the County Boatd accepted the bid of
Strom Construction of Brandon, MN, in the amount of $298,000.00 for
the construction of the Northeast Otter Tail County Ash Landfill, and
WHEREAS, the above contract has now been completed at a total cost of
$294,617.00, a reduction of $3,383.00 due to change orders,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
to issue a warrant in the amount of $11,829.00 covering 100% of the
work, less $2,000 to be retained until spring for review and approval
of the vegetation growth and condition of the gravel access road.

Mike Hanan, Solid Waste Director, reported on the progress of the
construction of the recycling building in the City of Fergus Falls,
stating completion will be the first week in January, with some of
the equipment scheduled to be moved in possibly January 5th. No
action taken.

COMMISSIONERS SALARIES Commissioner Olson introduced the following resolution and moved for

RESOLVED by the Board of County Commissioners of .otter Tail County
Minnesota, that
The compensation established for the County Board shall be a 4%
increase over the 1989 salary, or $14,705 for the year 1990,
BE IT FURTHER RESOLVED, perdiem is established at $30.00 per full
day, $20.00 per half day, for serving on any or all of the following
committees, plus any other committee that may be established by the
Boa rd:
County Extension Committee
Solid Waste Committee
Joint Power Board
Jail Study Committee
Budget Committee
Building & Grounds Committee
Salary Committee
Farm Resource Center Committee
Application Screening Committees
MN Wood Committee
AMC Committees and Board Appointments
Recycling Committee
Labor Union Medi at ion Committees
BE IT FURTHER RESOLVED, mileage shall be established at 24% per mile
for performing official duties on behalf of the County,
BE IT FURTHER RESOLVED, fringe benefits as granted to all other county
employees shall be applicable to County Board ~embers, including
hospitalization, term life insurance, PERA, Deferred Compensation
where applicable,
BE IT FURTHER RESOLVED, maximum daily allowance for meal expense
shall be $15.00.
Adopted at Fergus Falls, MN this 27th day of December, 1989.
The motion was seconded by Andy Lindquist and carried, with Bert
Hovland and Hub Nordgren voting "no", stating their reason for the
negative vote was they felt the formula established on December
21, 1988 should have been .followed.
At 2:35 p.m., motion was made by Hub Nordgren, seconded by Andy Lind-
quist and unanimously carried, to close the meeting to the public for
the purpose of discussing with tarry Krohn, County Coordinator, labor
negotiations and strategy for the various labor bargaining units.
