Chairman Nelson called the meeting to order at 9:32 a.m., with all members present. Motion was made by Andy Lindquist, seconded by Bert Hovland and unanimously carried, to approve the minutes of the December 13th meeting as mailed. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to deny forgiveness of penalty on late payment of tax by Rand S. Levy, on property in Amor Township. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to deny forgiveness of penalty on late payment of tax. by Steve King, on property in Everts Township. Motion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to approve the following abatement: Wards Auto Sales Compton Township Building burned on leased RR property Motion was made by Hub Nordgren, seconded by mously carried, to approve prepayment of the advantage of discount: Andy Lindquist and unani- following bills to take Bluffton Oil Co., Bluffton, MN Ray's Oil Co., Dalton, MN $4,514.52 3,990.00 (Discount $136.00) (Discount $120.00) A letter was presented to the Board from Dr. Mehdi 0randi, County Coroner, requesting that Dr. D. Lazelle Michaelis be appointed County Coroner. The position of County Coroner vs Medical Examiner is to be researched by the County Attorney, Law Enforcement officials and Allan Anderson, Investigator, prdor to making a decision. Upon motion made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on May 10, 1989, the County Board accepted the bid of Little Falls Machine, Inc., Little Falls, MN, in the amount of $31,875.00 for snow removal equipment, and WHEREAS, said equipment has now been delivered to the satisfaction of the County Board at a total cost of $31,350, a deduction of $525.00 due to the county's transporting the trucks for mounting, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby autho- rized and directed to issue a warrant in the amount of $31,350.00 payable to Little Falls Machine, INc., in full payment thereof. Dated at Fergus Falls, MN this 20th day of December, 1989. In response to a letter from Gorman Township requesting financial assistance for snow plowing and road maintenance, the Board discussed the County's policy on such assistance, and it was determined by general consent, the policy should remain at specific projects and major drainage structures for county assistance. Commissioner Olson presented a proposal for consideration by the County Board on cost of living increases and county paid insurance benefits for the year 1990. CLOSED TO PUBLIC 1990 SALARY INCREASES & HEALTH INSURANCE BENEFITS 1990 SALARY INCREASE MOTION CLARIFIED BOARD OF ADJUSTMENT APPOINTEE -WALTER BOARD OF ADJUSTMENT APPOINTEE -EVERTS BOARD OF ADJUSTMENT APPOINTEE -JOHNSON BOARD OF ADJUSTMENT APPOINTEE -OEHLER MILEAGE REIMBURSEMENT RC&D SOIL & WATER ADJOURNMENT County Board -2 -December 20, 1989 At 10:58 a.m., motion was made by Bert Hovland, seconded by Andy Lindquist and unanimously carried, to close the meeting fot the purpose of discussing labor negotiations, with the public meeting convening at l :00 p.m. At 11:40 a.m, the meeting was adjourned for lunch, to return at l :00 p .m •• After considerable discussion on proposed salary and insurance benefits for 1990, motion was made by Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, that Otter Tail County provide the following for all employees not enrolled in a collec- tive bargaining unit, for 1990: l ) 2) 3) 4) A 4% cost of living increase of the current Otter Tail County Salary Range and Step Table. Full cost of a single employee group lniealth: pla_n/w major medical insurance premium, not to exceed $151 .00 per month. 75% of the cost of employee dependent group health/w major medical insurance premium, not to exceed $171 .00 per momth, for those electing family group coverage, resulting in payroll deduction of $57.00 per month for those employees. $130.00 per month direct payment to each employee not electing dependent coverage. Motion was made by Mel O. Olson, seconded by Andy Lindquist and unani- . mously carried, to amend the previous motion regarding 1990 salary and medical insurance benefits to clarify that it applies to all employees not currently enrolled in a collective bargaining unit at the time of this motion. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to re-appoint George Walter to the Otter Tail County Board of Adjustment. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to re-appoint John Everts to the Otter Tail County Board of Adjustment. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to re-appoint Carl T. Johnson to the Otter Tail County Board of Adjustment. Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani- mously carried, to re-appoint Daniel Oehler to the Otter Tail County Board of Adjustment. Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani- mously carried, to set the county's mileage reimbursement at 24¢ per mile, commencing January l, 1990. Norman Fjestad of the Soil & Water Conservation District appeared before the Board relative to the board's decision not to participate in the RC&D program. No action. At 2:18 p.m., motion was made by Mel 0. QTson, seconded by Bert Hov- land and unanimously carried, to djourn the meeting until the after- noon of December 27, 1989.
