OTTER TAIL COUNTY MINNESOTA
November 22, 1989
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Wednesday, November 22, 1989. Chairman
Nelson call.ed the meeting to order at 12:43 p.m., with all members
present.
Motion·was made by Andy Lindquist, seconded by Bert Hovland and unan-
imously carried, to approve the minutes of the meeting of November
15th as mailed.
An application from the Lions Club of Dent, for a gaming operation
at Collins Landing in Star Lake Township, was presented to the Board
with no objections.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, to deny forgiveness of penalty on late payment of tax
by Terry Scherling, Dunn Township.
Motion was made by ~ert Hovland, seconded by Andy Lindquist and unani-
mously carried, to deny forgiveness tf penalty on late payment of tax
by O. Bruce Mathiason, Lida Township.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to approve the application of Rita M. Krog, for an
on and off sale beer license at Wee Villa Resort in Elizabeth Township.
A letter from Cass County was presented to the Board requesting sup-
. port on a request by Cass County for state aid on roads in wooded
areas, to review and change the minimum standards. No action taken.
The Board, having previously advertised for bids to be received for
the County's group health plan, proceeded to open bids which were
found to be as follows, specifics on file in the county auditor's
office:

All bids were turned over to Larry Krohn, Coordinator, to be turned
over to Meadowbrook for review and recommendation at the meeting of
December 6th.
Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani-
mously carried, to drop the membership in the WesMin RC&D, for the
year 1990, to be considered after the one year.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve the N~pional Association of Counties
Deferred Compensation Plan for Public Employees Plan Document, and
membership County Administrative AGreement, in compliance with the
Tax Reform Act of 1986, and the Technical and Miscellaneous Revenue
Act of 1988, and the Chairman of the Board was authorized to execute
such agreements on behalf of Otter Tail County.
Rick Sytsma and JOhn Halvorson appeared before the Board relative
to problems experienced in the floor of the new jail facility.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mosuly carried, to authoni ze the County Attorney, Rick Sytsma and
John Halvorson, to meet with All Builders, to negotiate on the re-
pair of the floor, with the purpose in mind of having work done as
per a proposal submitted by Pro Maintenance. ·
County Engineer Berend, presented a letter from Minnesota Motor
stating the proposal presented by said firm and the acceptance of
such proposal for the delivery of a 1/2 ton pickup was in error,
in that the supplier of the vehicle would not allow fleet discount
credit. Motion was made by Mel O. Olson, seconded by Bert Hovland
and unanimously carried, to grant an additional $480.00, for a total
cost for the vehicle being $10,935, plus trade.
Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unani-
mously carried, to lease a tax forfeited parcel being the NW¼SE¼
of Section 36-136-37, to John R. Weller, New York Mills, MN, at a
cost of $40.00 for the year 1990.
Motion was made by Mel 0. Olson, seconded by Andy Lindquist and
carried with Commissioners Hovland and Nordgren absent during vote,
to secure a different pair of radio frequencies for the Otter Tail
County Highway Department, as recommended by JOhn R. DuBois,
Communications Consulting Engineer, at a cost of $2,750.00.
Larry Krohn discussed the current pol icy of not aHowing insurance
salesmen to solicit business during the employees' working hours,
Noi;action taken.
Krohn also discussed the cost of having new carrier review claims
and administer claims during the run-out period and was instructed,
by general consent, to explore options.
Motion was made by Mel 01 Olson, seconded by Bert Hovland and unani-
mously carried, to approve the job descriptmon for the director
of the Department of Solid Waste, as prepared by the County Attorney
and Mike Hanan, and the County Coordinator was instructed to file
same in the personnel records, effective November 22, 1989.
