Chairman Nelson called the meeting to order at 9:32 a.m. with all members present. MINUTES APPROVED ~otion was made by Mel 0. Olson, seconded by Andy Lindquist and unani- mously carried, to approve the minutes·;of the November 8th meeting as mailed. PAYMENT APPROVED Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- CLAY -KENYON mously carried, to approve payment in the amount of $~,379.50 to Timothy Kenyon for clay extracted from his property for use as the liner in the mono-cell construction at the northeast landfill. SOLID WASTE OFFICER Mike Hanan, Solid Waste Officer, again discussed the job description JOB DESCRIPTION for his position, with a determination delayed until the next meeting. Cemetery. FINAL Upon rrotion made by Bert Hovland, seconded by Mel 0. Olson, seconded by Andy Lindquist and unani- mously carried, to accept the prosal of Minnesota ~otor for the ~wo wheel drive, manual transmission, in the amount of $10,455.00, with/ trade. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to return the certified check presented at time of bidding to Bob Moore Ford. if a check was presented in place of a bidders bond. Upon motion made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, the following schedule of highway maintenanee:·nates was approved: Snowplowing Township roads, City streets or Private driveways with a minimum charge of one-half hour and billing to the governmental sub-unit for all private work. $25.00 per hour for motor patrol or truck 6.00 per hour for snowplow mounted on motor patrol or tandem truck 5.00 per hour for snowplow on single axle truck Plus labor rate for operator Dragging Township roads, City streets or Private driveways with a minimum charge of one-half hour and billing to the Governmental sub-unit for all private work. Mobil Drill $25.00 per hour for motor patrol Plus labor rate for operator Street Sweeper $40.00 per hour for equipment unit Plus labor rate for operator Truck $20.00 per hour for equipment unit Plus labor rate for operator Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to charge 50¢ for county maps, for the second or more copies received. Engineer Berend discussed with the Board the county's ~inter mainten- ance policy, with motion made by Hub Nordgren, seconded by Andy Lind- quist and unanimously carried, to retain the winter maintenance and emergency pol icy as previously established. Pat Conroy of the West Central Minnesota Initiat1ve Fund appeared before the Board requesting that the county participate in matching funds in order to be able to obtain McKnight Foundation funds. No a ct ion taken . An application for gaming operation at Mable Murphy's in Fergus Falls Township from the Fergus Falls Hockey Association was presented to the Board, with motion made by Mel 0. Olson, seconded by Andy Lind- quist and unanimously carried, to request waiver of the 60 day waiting period. ABATEMENTS VITAL STATISTICS FIRE ALARM SERVICE CONTRACT LAW ENFORCEMENT DOORS HANDICAPPED ACCESSIBLE CARPET CLEANING EQUIP. STEIN CHEMICAL County Board -3 - Motion was made by Bert Hovland, seconded by unanimously carried, to approve the following reduction of tax capacity: November 15, 1989 Andy Lindquist and applications for Guido & Ann Kauls Eagle Lake Twp. Chuck Minge Hobart Twp. Property overvalued, cabin incomplete at appraisal Property overvalued. Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS Legislation is being introduced moving vital statistics, marriage certificates, passports, notaries,·etc., to the Office of the County Recorder, and WHEREAS, vital statistics, etc., have previously been physically moved to the Otter Tail County Recorder's office from the Court Administrator, with the clerks in the Recorder's office being depu- tized for such functions, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby re- quest that Otter Tail County be included in such legislation moving all functions of vital statistics into the Office of the County Recorder for all purposes. Olson, seconded by Bert Hovland and unani- mously carried, to approve replacement doors on the law enforcement center to accommodate the handicapped, at a cost of $3,170.00. Rick, Sytsma, ~aintenance Supervisor, presented the following proposals for carpet cleaning equipment: Stein Chemical Wilson Supply Custodial Supplies $4,297.00 4,369.20 4,675.00 Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, authorizing Sytsma to accept the low quotation of Stein Chemical in the amount of $4,297.00 WASH ROOM REFURBISHING Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to authorize Sytsma to proceed with painting and re- furbishing eight washrooms in the court-house proper. including re- placement of the crac_ke_d_wa_sh basins in the t~ird-floor washro!>ms~------·-_ RECYCLING TRUCKS The matter of acceptance of bids for recycling equipment was brought BIDS ACCEPTED up for final action. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried with Andy Lindquist abstaining, to accept the bid of Worners, Fergus Falls, MN, in the amount of $19,594.88 for the medium duty 2 ton cab & chassis, and $23,488.74 for the cab & chassis with flatbed, the low bid of Boyer Ford being rejected due to the fact the specifications called for 85 ampere alternator, with the Sid being an 80 ampere alternato6, the specifications calling for -40 antifreeze, the bid being -35 anti-freeze capability. " County Board -4 -November 15, 1989 DROP BOXES & TRAILER Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- BID ACCEPTED mously carried, to accept the bid of ABM Equipment and Supply, Hopkins, MN, in the amount of $65,874.00 for the 16 drop boxes with one pup trailer, being the lowest bid meeting specifications, the bid of Geneva Manufacturing was for drop boxes only. ANNUAL FINANCIAL STATE-Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- MENT APPROVED mously carried, to approve.the annual financial statement as prepared andisubmitted by the County Auditor, authorizing publication thereof. Olson and unani- APPRAISOR HIRED mously carried, to authorize the County Attorney to hire a profes- sional appraiser for the purpose cff obtaining outside appraisals on the property in question and involved in the eminent domain proceedings for the construction of C.S.A.H. #1.
