October 17, 1989
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Tuesday, October 17, 1989. Chairman Nel-
son called the meeting to order at 9:31 with Commissioners Hovland,
Olson, Nordgren and Nelson present, Commissioner Lindquist arriving
a short time later.
Motion was made by f'Ael O. Olson, seconded by Bert Hovland and unani-
mously carried to approve the minutes of the October 11th meeting as
ma i1 ed.
Arne Moen, Engineer, together with ~ike Hanan and representatives of
Hammer Construction, appeared before the Board relative to the use of
clay for fill on the new construction of the recycling building in
the city of Fergus Falls rather than the granular material as was
called for in the specifications. A change order for the reduction
in cost, toge~her with . a warrantee on the construction is to be
prepared by the County Attorney for action by the Board at a subse-
quent meeting.
Motion was made by Mel O. Olson, seconded by Bert Hovland and unani-
mously carried, to approve the following applications for reduction
of tax capacity and/or homestead classification:
Donald Stouse Hobart Buildings overvalued
Walter Schauland Parkers Pr. City Porch overvalued
Cecilia Stich Urbank Homestead classification
Larry Krohn, County Coordinator, reviewed the list of buildings and
property under the county's insurance coverage, with no action taken.
The matter of 5i"ds r.eceived for the county's recycling equipment was
taRen up for final action, wi'th the following to-wit:
Motion was made by Bert Hovlanc!, seconded by Hub Nordgren and unani-
mously carri"ed, to accept the_bid of Ver-Tech, in the amount of
$30,460.00 for the horizontal baler, being the lowest bid.
~oti"on was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to accept the bid of Recycling Equipment f'Aanufacturing,
in the amount of $7,244.00, bei"ng the lowest bid .for the magnetic can
separators.
Motion was made by f'Ael 0. Olson, seconded by Bert Hovland and unani-
mously carried, to accept the bid of Recycling Equipme:rtrb f'Afg., in
the amount of $4,195.00 for the glass crusher, low bid of Recovery
Systems, Inc., not being accepted because it did not meet specifi-
cations, had a 1/2 h.p. motor rather than a 1 h.p. motor, and 0
Hammers rather than a rotating drum.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to accept the bid of Blatzheim in the amount of
$1,108 for the rubber tilt trucks, being the lowest bid.

mously carried, to accept the bid of Blatzheim in the amount of
$3,775.00 for the self dumping hopper, being the lowest bid.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to accept the bid of Blatzheim Company, in the amount
of $2,422.00 for portable scales, being the lowest bid.

County Board -2 -October 17, 1989
Motion was made by Hub Nordgren, seconded by Andy Lindquist and
unanimously carried, to accept the bid of Blatzheim Company, in
the amount of $3,395.00 for the drive-on scale, being the only
bid received.
Motion. was made by Bert Hovland, seconded by Mel O. 01 son and unani-
mously carried, to accept the bid of Miller Bobcat, in the amount
of $11,367.16, for skid steer loader, being the lowest bid accepted.
Motton was made by Mel 0. Olson, seconded by Hub Nordgren and unani-
mously carried, to reject all bids for can densifier, and readvertise
for bids to 5e received until 2:00 p.m., November 8, 1989.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, to reject the bids for the medium duty two ton truck
and the medium duty two ton truck with flatbed, and readvertise for
bids to be received until 2:00 p.m., November 8, 1989,, for diesel trucks.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, to accept the bid of Aqua Poly, in the amount of
$15 ,999'.lOO, for the plastic paper granul ator, second lowest bid,
lowest bid was for a piece of equipment designed for wood chips,
modified for plastic, with the size of the plastic chips not being
acceptable.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to accept the bid of ABM Equipment, in the amount
of $13,333.00 for multi-type lift hook, with the lowest bid not
having the proper lift length of box according to specifications.
Upon motion made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on the 19th day of July, 1989, a resolution was adopted
approving Otter Tail County~s participation in the acquisition of
a law enforcement computer system with the City of Fergus Falls, and
WHEREAS, clarification is now required in the purchase of said
equipment,
NOW,THEREFORE, BE IT RESOLVED, said resolution be amended as to
Item 3, as fo 11 ows :
3. Hardware acquired competitively at a cost not to exceed a
total of $38,500.00, to the County.
Adopted at Fergus Falls, MN this 17th day of October, 1989.
Commissioner Olson, previously appointed to a com~ittee of seven
persons to study the possibility.of enacting an ordinance for the
purpose of government the control of animals, submitted a proposed
ordinance for consideration. Motion was made by Hub Nordgten,
seconded by Mel 0. Olson and unanimously carried, to set the time
of hearing for the proposed animal control ordinance for l :00 p.m.
Wednesday, November l, 1989.
Amy Beske and Mike Hanan of the Solid Waste Department appeared and
discussed marketing of recyclables. Motion was made by Hub Nordgren,
seconded by Bert Hovland and carried with Mel 0. Olson abstaining,
to appoint Mel 0. Olson to serve on the committee with Perrin,
Beske and ~anan to determine the sale of recyclables.
HIGHWAY DEPARTMENT
LABOR GRIEVANCE
ADJOURNMENT
County Board -3 -October 17, 1989
Members of the Highway Department labor union appeared before the
Board requesting clarification of the $1.00 per hour premium pay
for heavy equipment operators, as to whether the premium pay is
included in the time and a half -for overtime. After considerable
discussion, motion was made by Andy Lindquist to approve the time
and half for the additional premium pay for November 1, 1989
through Decem5er· 31, 1990, with the understanding the provision
will be negotiated in the new contract commencing January l, 1991.
The motion was seconded by Mel 0. Olson and carried unanimously.
At 2:28 p.m., with no further business, Chairman Nelson declared
the meeting adjourned until 2:00 p.m., Wednesday, October 25, 1989.
