Chairman Nelson called the meeting to order at 12:32 p.m., with all members present. MINUTES APPROVED Motion was made by Bert Hovland, seconded by Mel O. Olson and unani- mously carried, to approve the minutes of the August 16th meeting as mailed. FORGIVENESS OF PENALTY Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani- APPROVED -WELLE mously carried, to approve payment, without penalty~ on late payment of tax by Mark Welle, City of Fergus Falls, because of an error in the county offices. ABATEMENTS Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to approve the following applications for homestead classification and/or reduction of tax capacity: Thomas & Lori Olson Pelican Township Homestead classification Richard Soliah Aastad Township Mobile home overvalued John & Wanda Kreps Elizabeth Township Mobile home overvalued Dale Kobernick Effington Towhship Remove solid waste fee, storage only SNOWMOBILE TRAIL Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- . AGREEMENT -O.C.T.A. mously carried, to approve the agre~ment witW· the State of Minnesota Department of Natural Resources for the O.C.T.A. Snowmobile Trails and the Chairman of the Board and the County Auditor were authorized to execute said agreement on behalf of Otter Tail County. BLOOD MOBILE DONATIONS Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- TIME OFF mously carried, to allow employees time off for the purpose of donating blood during the Red Cross Blood Mobile drive, in the headquarters municipality, if the only time for donation is between the hours of 8:00 a.m., and 5:00 p.m .. RECYCLING BUILDING The matter of acceptance of bids for the construction of the building BIDS ACCEPTED in the City of Fergus Falls for recycling purposes was brought before the Board for final action. Motion was made by Mel 0. Olson, seconded by Bert Hovland and unanimously carried, to accept the bid of Hammers Construction Company, INc., Perham, MN, in the amount of $283,000.00, with the following change orders, and on the condition any other change order come before the County Board prior to execution: 1. Deduct to provide steel building, 30# live load, 85 mph wind 1 oad exposure "B" standard 26 gage "liong Life" wall paid and standard bay spacing of five 25'-0" bays and one 19'-0 -$ 3,300.00 2. Deduct for adding R-40 fiberglass roof insulation 2,520.00 3. Deduct for metal building standard prefinished 20 gage steel doors with 16 gage galvanized painted frames 640.00 4. Deduct for all bituminous paving -16,000.00 5. Deduct for grade beam slab & column footing change 5,400.00 'e , . Deduct for lower building elevation 24". 7,000.00 7. Deduct, replacing Berka Model heaters with Cadet '-480.00 TOTAL DEDUCTS -$.41 ,316 .00 County Board. -2 -August 23, 1989 SOLID WASTE COLLECTION Upon motion made by Andy Lindquist, seconded by Mel 0. Olson and TRANSFER STATION unanimously carried, the following resolution was adopted: CONDITIONAL USE PERMIT TIME EXTENSION -DIRKS EARTH MOVING TIME EXTENSf@N 1990 BUDGET DISCUSSION BILLS ALLOWED RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Otter Tail County, as a part of its comprehensive waste management plan, provides for transfer station and sites to collect and facilitate the transfer of solid waste with the ultimate dis- position to solid waste disposal facilties located in Otter Tail County, Minnesota; and WHEREAS, Otter Tail County desires to enter into an agreement with Contractor to have Contractor operate and provide such services and to transfer such waste to certain disposal facilities; and WHEREAS, Contractor, being Management Partners of Southeast North Dakota, L.P., desires to provide the service described under such agreement, NOW, THEREFORE, BE IT RESOLVED, the Chairman of the Board and the County Auditor are hereby authorized and instructed to execute contract at such time as the County Attorney has made the r,equired changes. Adopted at Fergus Falls, MN this 23rd day of August, 1989. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to allow an extension of time until f~eeze-µp for Conditional Use Permit #3776 for Connie Jo Dirks, Pelican Rapids. The Board discussed authorizing the Land & Resource Department to grant extensions of time for performing certain earth moving and ground stabiltzation. Motion was made by Bert Hovland to schedule a hearing for the purpose of amending the ordinance to allow Land & Resource to grant extensions. The motion was withdrawn prior to a second. The budgets for the various departments and offices were discussed, with representatives from the East Otter Tail Soil & Water Conserva~ tion District and the regional libraries appearing and speaking on behalf of their proposed budgets for the year 1990. The budget will be further discussed at the Board meeting of September 6th. Upon motion made by Mel 0.
