BEER, WINE, SET~UP & LIQUOR LICENSES BEER, SET~UP & WINE PERRY'S SUPPER CLUB MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA June 7, 1989 I Pursuant to adjourrment, the Board of County Commissioners of Otter Tail County Minnesota met Wedne~day, June 7, 1989. Chairman Nelson called the meeting to order at 9:30 a.m., with all merrbers present. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously caf,ried, to approve the ;nli"nutes of the meeting of May ,24, 1989, as mailed. James Perrin, together with Attorney Scott Dirks, Mike Hanan and Mike Kirk, discussed with the Board the revised recycling a9Teenent under a management type operation. After considerable discussion throughout the course of the day, the parties involved were instruEt~d' as to points of discussion to return with a written agreement, submitted to the Board prior to the meeting of June 14th. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to request that Mike Hanan apply; on behalf of the Otter Tail County Board, to the Minnesota Pollution Control Agency, for a demolition site in Dunn Township, on property described for sale by the Dunn Town Board. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-·0 mously carried, to approve a one day beer license for Lester G. Bensch, for the Hunting Lodge at Viking Valley Rec. Area in Eagle Lake Township, for a $10.00 fee. · Upon motion made by Mel 0. FORGIVENESS OF PENALTY Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- DENIED mously carried, to deny forgiveness of penalty on late payment of PHELPS PARK -SIGN & HANDICAPPED PARKING tax on Frontier Enterprises at Mable Murphy .. s & Holiday Inn in Fergus Falls, the City of Pelican Rapids, and The Old Mill at Urbank. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to have an appropriate LAWCON sign placed at the entrance to Phelps Mill Park, and establish two handicapped parking stalls, as requested by the Department of Trade and Econmic Development. U.S. WEST PUBLIC TELEPHONE AGREEMENT I County Board -2 -June 7, 1989 Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, to approve an agreement with Northwestern Bell Tele- phone Company, dba U. S. West, to provide space for public telephones, and the Chairman of the Board was authorized to execute said agreement on behalf of Otter Tail County. SHERIFF DEPARTMENT Sheriff Nelson appeared before the Board regarding the Sheriff's Depart- VESTS, OXYGEN EQUIPMENT ment request for vests, also discussed the need for oxygen equipment & CAGES in the various cars and the statutory requirement that cages separating the driver fro~ the back seat be installed in the sheriff~s vehicles. After some discussion, motion was made by Mel 0~ Olson, seconded by PARADE PERM IT CSAH & 72, OTTER TAIL CSAH #1 SPEED ZONE PETITION -C.R. #143 & BN RR CROSSING EAGLE LAKE TOWNSHIP MAJOR DRAINAGE STRUCT. QUADRANT -LEACHATE DISPOSAL COUNTY DITCH #70 REPORT LEAFY SPURGE RESOLUTION -NORDGREN NACo STEERING COMMITTEE Hub Nordgren and carried, with Andy Lindquist voting "no", to consider the three item requests in the budget for year 1990. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to grant a parade permit for the use of C.S.A.H. #72 for one hour on Sunday, July 2nd, from the Otter Tail Nursing Home to the Corner Store. County Engineer Berend appeared before the Board and presented his annual report for the year 1988, and also discussed the proposed speed zone request on CSAH #1. Motion was made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, to request the Department of Transportation make a study on CSAH #1 west of Trunk Highway #78. A petition was presented to the Board praying for installation of signals and cross arms on the Burlington-Northern Crossing on County Road #143. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried, to accept said petition and the County Auditor was instructed to place same on file. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to approve 5d% of the cost of installation of a cul- vert in E~gle Lake Township, increasing the size of the culvert from a 36 11 to a 48't culvert, subject to written approval from the Depart- ment of Natural Resources on the increased size of the culvert. Dayle JOhnson, President of Quadrant, appeared relative to the lea- chate disposai contract proposed between the Joint Powers and Qua- drant, with no action taken. Roland Sauck, County Ditch Inspector, appeared before the B~ard and presented a detailed report on County Ditch #70 in Saint Olaf Town- ship showing on a map all those properties that have installed tile or open ditches tapping into CD #70, and the disrepair of CD #70. Motion was made by Mel 0. Olson, seconded by Bert Hovland and unanimously carried, to have Sauck meet with Attorney Mike Kirk to research what alternatives are available and what liability may be present, reporting back to the Board at the meeting of June 29th. Sauck also discussed with the Board and showed pictures of the many leafy spurge infestations in West Otter Tail County, by general con ... sent Sauck was instructed to proceed with M-1 forms. / Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, the following resolution wasJadopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The name of A. Hubert Nordgren be submitted to the Association of Minnesota Counties for one-year appointment to the National Ass'n of Counties EnvironmenFand Land Use (Natural Resources) Steering Committee for the 1989-1990 year. Upon motion made by Hub N9.r:dgren, seconded by Andy Lindquist and unarili mously carried, the fol 1 owing ·-resolutfon was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, 1989 marks the 80th Anniversary of Extension in Minnesota, and WHEREAS, a. Extension has played an important educational role in Otter Tail County since 1913, and WHEREAS, the cooperative spirit between Otter Tail County and the University of Minnesota has aided Otter Tail County, NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail Co1rnty Board of Commissioners declares the week of June 12th the Week of Extension in Otter Tail County. Olson, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The Otter Tail County Board, having examined into the allegations of the application of Sylvia G. Bergerud, Otter Tail County Auditor, dated May 2, 1989, for the cancellation of the county auditor's cer- tificate dated August 24, 1945, on a strip of land 100' wide entering Lot 2 at point 638i S of NE corner, thence SWly atross Lots 2 & 3, leaving Lot 3 at a point 330~ N of SW corner, Section 6-137-41, said property having been under a condemnation proceedings transferred to th~ state.of Minnesota, and should not have been included in the forfeiture proceedings, approves said application and recoim~nds same be granted.· Adopted at Fergus Falls, MN this 7th day of June, 1989 ADJOURNMENT County Board -4 -June 7 ,, 1989. · At 3:24 p.m~, with no further business, Chairman Nelson .declared· the meeting adjourned until the a~n°-~• June 14, 19L -.
