HomeMy WebLinkAboutBoard of Commissioners - Minutes - 05/17/1989CALL TO ORDER ALL PRESENT MINUTES APPROVED AURDAL & SVERDRUP TOWN ROAD CULVERT MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA May 17, 1989 Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met Wednesday, May 17, 1989. Chairman Nelson called the meeting to order at 9:32 a.m., with all manbers present. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to approve the minutes of the May 10th meetin~ as mailed. Roland Sauck, Otter Tail County Ditch Inspector, appeared before the Board and reported on serious problems on a culvert under the town- ship road between Aurdal & Sverdrup Towriship, in the County Ditch #21 system. Commissioner Lindquist also presented a letter from the township indicating their agreement to participate•in the replacanent of the culvert, requesting participation by the County. After con- sideration and referral to the County Attorney, motion was made by Andy Lindquist, seconded by Bert Hovland and carried, with Hub Nordgren voting "no", to appnove participation of 50% of the cost of replac1ement of the culvert. AURDAL TOWNSHIP MAJOR DRAINAGE Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- STRUCTURE mously carried, to participate in one-half the cost of replacing a major drainage structure in Aurdal Township, one-half mile south of the Vang Church Cemetery. STAP~ES HAZARDOUS WASTE INCINERATOR BEAVER TRAP PRORATED LICENSE FINAL PAYMENT KUSTOM ELECTRONrcs SOIL SURVEY PAYMENT GAMBLING PERMIT LIONS CLUB, DEER CREEK TEMPORARY BEER, WINE & SET~UP -SPANKY'S Joe Merz appeared before the Board requesting support for a resolu- tion objecting to the installation of a hazardous waste incinerator proposed in Todd County by the City of Staples. No action taken. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, to approve a thirteen month prorated license fee for the Beaver Trap, to expired June 30, 1990, Upon motion made by Andy Lindquist, seconded by Mel 0. Olson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on the 5th of October, 1988, the County Board accepted the bid of Kus tom Electronics, lnc., for Contract #2301A, dispatch amt- sole and accessories, in the amount of $73,489.34, and WHEREAS, the above contract has now been completed to the satisfaction of the County Board, at a total cost of $73,489.34, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the annunt of $73,489.34, in full payment thereof. Adopted at Fergus Falls, MN this 17th day of May, 1989. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to approve payment in the amount of $21,964.25 to the Soil Conservation Service, representing payment on the soil sur- vey for the quarter ending March 31, 1989. An application for gambling permit from the Lions Club Deer Creek, for Country Manor Restaurant, Wadena, was presented to the Board, with no objections voiced. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- rrously carried, to approve a pro-rated license for beer, set-lip and wine, for Randy Benke and Chuck Minge for "Spanky's" in Hobart Town- ship, for a temporary license. At the request of the Board, holders of the various beer, wine and on~sale liquor licenses appeared before the Board and expressed their ideas and concerns on the fees charged for such licenses. After listening to the various interested parties, motion was made by Mel O. Olson to have the fees for all licenses remain the same for the year commencing July 1, 1989 through June 30, 1990. The motion was seconded by Andy Lindquist and carried with Sydney Nelson and Hub Nordgren voting 11 no 11 • Motion was then made by Hub Nordgren to instruct the different organi- zations set up a committee to meet with a couple county board members to discuss what action should be taken for license charges for the next license season. The motion was seconded by Bert Hovland but was withdrawn prior to vote. Larry Krohn, County Coordinator,discussed with the Board a schedule for budget committee meetings, Worker's Compensation Claims and the affect on the county's premiums, and collision coverage. No action. PRELIMINARY PLAT HEATH-NICK PLEASANT VIEW ESTATES DNR REQUEST OCTA REPORT HOLT LAKE LEAF MOUNTAIN TWP. H.R. 1600 U.S. FISH & WILDLIFE WATER PLAN ADJOURNMENT County Board -3 -May 17, 1989 Motion was made by Sydney Nelson, seconded by Bert Hovland and unani- mously carried, to approve a preliminary plat of Heath-Nick Pleasant View Estates, to be located in Section 33-137-38 and 4-136-38. Malcolm Lee, Shorela.nd Management Director, appeared before the Board and presented certain requests;.relating to a conditional use permit that was approved a year ago. It was felt the time span between approval and the DNR request of now would prohibit any county action by, the Boa,r.ct.~a:t this time. Lee presented to the Board the report for the 1988-89 season for the Otter [ountry Trail Association. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to carry the name of 11 Deusch Lake" #56-156, in Sections 14 and 23 in Leaf Mountain Township, on all county records as 11 Holt''Lake 11 , as it was known as in early Otter Tail County history. Lee also discussed Federal Legislation before the House under H.R. 1600 relating to the enhancement of the Nation's fish and wildlife resources, the National Wildlife Refuge System, etc .. No action ta ken. Progress on the Comprehensive Water Plan was also presented by Lee. No action taken. At 2:30 p.m., with no further business, Chairman Nelson adjourned the meeting until the afternoon of May 24, 1989. Approved 5-~¥ _g9 >
