BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
May 10, 1989
Pursuant to adjournnent, the Board of County Commissioners of Otter
Tail County Minnesota met Wednesday, May 10, 1989. Chairman Nelson
called the meeting to order with all menbers present.
Motion was made by Bert Hovland, seconded by:· Hub Nordgren and unani-
mously carried, to approve the minutes of the May 3rd meeting as
mailed.
Upon motion made by Andy Lindquist, seconded by Mel 0. Olson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on May 5, 1989, Gary A. Neumann, owner of record of Part
of G.L. 4, beginning 788.5' West 561 .l' SEly N ¼ Corner to beg.
Center line of road, thence SEly 267.81', Sly 251.25', Nly 204.22',
E 223.6' to beg., Section 28-133-42, has made application to repurchase,
said property having forfeited to the State of Minnesota for non-pay-
ment of the 1981 tax, and
WHEREAS, applicant has submitted the sum of $3,977.92 being· the agg:ne-
gate of all delinquent taxes, assessments, penalties, costs and interest,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve
repurchase, to be in the best public interest and relieve undue hard-
ship.
Adopted at Fergus Falls, MN this 10th day of May, 1989.

PETTY CASH FUND
SERVICEMotion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to establish a petty cash fund in the amount of $100.00
to the West Otter Tail County Extension Service, to cover incidental
costs relating to mediation services.

Upon motion made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, the following applications for reduction of tax capa-
city and/or homestead classification were approved:

Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to accept payment without penalty and interest on late
payment of a solid waste user charge from the Norwegian Evangelical
Lutheran Church at Vining.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve a Minnesota Trail Assistance Program Pro-
ject Proposal from the Lake Runners Trail Association, for state fun-
ding in the amount of $24,336.15, and the Chairman of the Eoarld was
authorized to execute said application on behalf of Otter Tail County.
An application from the Dent Firefighters Relief Ass'n for gambling
operation at the Galaxy Resort at Star Lake was presented to the
Board and upon motion made by Hub Nordgren, seconded by Andy Lindquist,
a request for waiver of the 60 day waiting period is to be submitted
to the Gaming Division of the Department of Revenue.
Because of an AMC District meeting to be held in Fergus Falls on
Wednesday, June 28th, motion was made by Hub Nordgren, seconded by
Andy Lindquist and unanimously carried, to change the meeting date
to the afternoon of June 29th for regular board, with the Human
Services Board meeting in the morning.

SNOW REMOVAL EQUIPMENT The Board, having previously advertised for bids to be received for
BIDS snow removal equipment, proceeded to open bids which were found to

After review and uppn recommendation of the County Engineer, motion
was made by Hub Nordgren, seconded by Andy Lindquist and unanimously
carried, to accept the bid of Little Falls Machine, Inc., in the
amount of $31 .875.00, being the only bid received.
The Board, having previously advertised for bids to be received for
the seasonal supply of herbicide, proceeded to open bids which were
fund to be as follows:

After review by the Engineer, motion was made by Hub Nordgren, seconded
by Bert Hovland and carried, with Mel 0. Olson abstaining, to accept
the bid of Edwards Contracting, Inc., Hampton, IA, in the amount of
$10.30 for 55 gallon drums, being the lowest bid.

All bids were turned over to the County Engineerjfor review and
after consideration, motion was made by Mel 0. Olson, seconded by
Hub Nordgren and unanimously carried, to reject the low bid of
Crysteel Truck Equipment, in the amount of $27,855, due to the
fact the bid was for type VII hoist when the specifications called
for a type V ttecause of pfevious ex~erience with type VII, and
accept the bid of Sanitation Products, Fargo, ND in the amount of
$30,198.00.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to accept the contract with Bob Resset for the re-
habilitation of the old jail facility, subject to review by the
County Attorney, and the Chairman of the Board was instructed to
execute said contract on behalf of the County.

OCTA TRAIL GRANT APP. Upon motion made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, .approval was given to an application by the OCTA
snowmobile trail association for $·:e2,,61:ll-.J'1[) of State grant funds, and
the Chairman of the Board was authorized to execute the sponsor
approval on behalf of Otter Tail County.

Wally Senyk, Assistant County Attorney, discussed with the Board
the possibility of having an update training session for all members
of the Otter Tail County Planning Commission and the Board of Ad-
justment, dealing with court decisions, etc.. Senyk was instructed
to proceed with the plan.
David Barton, Director of the Viking Library System, appeared before
the Board and presented the new Library Service Agreement, af:ter
which the following resolution was introduced by Hub Nordgren who
moved for its adoption:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Otter Tail County has officially acted to establish public
library service in the county's cities and townships and~pnovide
financial support for such service,
NOW, THEREFORE, BE IT RESOLVED, the Chairman of the Board and the
County Auditor are hereby authorized and directed to execute an
agreement with the Viking Library System for such public library
service,
BE IT FURTHER RESOLVED. to provide funding for said service, a levy
shall be extended to all the taxpayers of Otter Tail County, except
those areas providing their own library, Fergus Falls City, Pelican
Rapids, Perham, New York Mills and Wadena,
BE IT FURTHER RESOLVED, said levy shall be paid to the Viking Library
System, one half on or before the 31st of July, second.half on or
before the 15th of December, each year,
BE IT FURTHER RESOLVED, should receipts through taxation not be
adequate to pay the entire amount so levied, the short-fall shall
be paid out of othe General Revenue Fund, with reimbursement being
made to said fund when funds are received.
The motion was seconded by Mel 0. Olson and carried unanimously.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to approve an application for on-sale intoxicating
liquor license for Robert L. Thomson, dba Blanche Creek, Inc.,
for the Beaver Trap in Girard Township.
Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, to appoint Mike Ackley, 1039 West Linden, Fergus
Falls, MN, to the Otter Tail County Economic Development Commission.
Upon motion made by Andy Lindquist, seconded by Mel 0. Olson and
carried, with Hub Nordgren voting "no", Bert Hovland absent, the
following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the Minnesota
Department of Natural Resources and the U.S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board for acquisition
of lands by the U.S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service met
with the County Board on May 10, 1989 and informed said Board that a
purchase agreement had been secured from Rolland Hanstad on Lot 4 & 5,
Section 19~131-42,
NOW, THEREFORE, BE IT RESOLVED, the County Board· does hereby approve
the aforementioned acquisition by the U.S. Fish and Wildlife Service.

County Board -5 -May 10, 1989
Upon motion made by Andy Lindquist, seconded by Mel 0. Olson and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, the U.S. Fish and Wildlife Service, a division of the De-
partment of Interior, acquires private lands for wildlife purposes; and
WHEREAS, the purpose of this acquisition is beneficial to the preserva-
tion of wildlife in this nation but leads to the elimination of taxable
properties within counties, particularly those more suitable for this
type of land acquisition; and
WHEREAS, the Fish and Wildlife Service has a program commonly referred
to as "Payment in Lieu of Taxes" to provide some offset to counties
for loss in property tax revenue caused by the public acquisition of
these lands; and
WHEREAS, the program, if fully funded, would only provide a portion of
the taxes lost to local units of government; and
WHEREAS, in recent years the Congress of the Unites States has failed to
fully fund this ''Payment in Lieu of Taxes" Program thereby increasing
the property tax burden on other landowners within this county and
l i ke counties,
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of
Commissioners hereby request the Congress of the United States to
fully fund the program commonly referred to as the "Payment in Lieu
of Taxes" Program of the Fish and Wildlife Service.
BE IT FURTHER RESOLVED, that the Otter Tail County Auditor is directed
to send a certified copy of this resolution to Congressman Arlan
Stangeland and Senators David Durenberger and Rudy Boschwitz.

Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to instruct the County Engineer to write a letter to
Robert G. Swanson, MNDoT regarding a traffic engineering study on
the Railroad -County Road #143 crossing to determine the need of
trcffic control devices, and also signing on the Newton Township
road located west of C.R. 143, with a request for grant funds for
said project.
At 3:30 p.m., motion was made by Mel 0. Olson, seconded by Hub Nord-
gren and carried, to adjourn the meeting until 9:30 a.m., Wednesday,
May 17 , l 98 9 .
