Chairman Nelson called the meetin~ to order at 9:31 a.m., with all members present. Upon motion made by Mel O. Olson, seconded by Andy Lindquist and unani- mously carried, the minutes of the April 12th meeting were approved as mailed. · Steve Andrews, County Treasurer, reported on current,:ii1nvestments at a rate of from 5.% to 10.9%, with funds throughout the various ·banking institutions in checking, savings, certificates of deposit and securi- ties. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to grant forgiveness of penalty on late payment of tax by Irene Pfeifle on a piece of property in Lida Township that had been omitted due to an error in the county offices. RESOLUTION KIRK APPOINTMENT TO JUDGESHIP ,. BIDS -ROCK SALT BIDS -BITUMINOUS MATERIAL County Board -2 -Apr i 1 19, 1989 Upon;motion made by Andy Lindquist, seconded by Mel 0. Olson and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, a judicoal vacancy in the Seventh Judicial District with cham- bers in Fergus Falls, Otter Tail County, Minnesota, will occur on July 1, 1989, and WHEREAS, the County Board of Commissioners is concerned about the fair and effective administration of justice in Otter Tail County, and WHEREAS, Michael L. Kirk, Otter Tail County Attorney, is an applicant for appointment by the Governor to fill this Vacancy, and WHEREAS, Michael L. Kirk has denonstrated exceptional public service to Otter Tail County and its citizens as County Attorney for the past eleven years and possesses the qualities necessary to be a fair and effective judge, NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners strongly recommends the appointment of Michal L. Kirk to the position of Judge of the District Court with chambers in Fergus Falls, Minnesota. Adopted this 19th day of April, 1989. Olson and unanimously carried, to accept second low bid of Krider Equip., !Ne., Fargo, ND, in the amount of $29,850.00, the low bid of Stepp Mfg., North Bra:nch, MN, did not meet specifications; with the heating system call for two 600,000 BTU burners ,,:bid had two 500,000 BTU burners, with cab control for turning spray bar off and on from truck cab calling for electric over hydraulic, bid was only electric. The Board, having previously advertised for bids to be received for one (1) one ton 4 door, 6 man crew cab pickup, proceeded to open bids which were found to be as follows: Minnesota Motors, Fergus Falls, MN Warner's Auto, Fergus Falls, MN Bob Moore Ford, Fergus Falls, MN $13,045.00 14,488.00 15,280.00 All bids were turned over to the County Engineer for review, and after consideration, motion was made by Bert Hovland, seconded by Hub Nord- gren and unanimously carried, to accept the bid of Minnesota Motors, Fergus Falls, MN, in the amount of $13,045.00 being the lowest bid. The Board, having previously advertised for bids for the season's supply of hot mix bituminous, proceeded to open bids which were found to be as follows: Wadena Asphalt, Wadena, MN $34,200.00 After consideration, motion was made by Hub Nordgren, seconded by Andy Lindquist and unanimously carried, to accept the bid of Wadena Asphalt, Wadena, MN, in the amount of $34,200.00, being the only bid received. The Board, having previously advertised for bids to be received for three heavy duty tandem axle snowplowing drump trucks, proceeded to open bids which were found to be as follows: Nelson International Hall GMC Lakeland Ford Alexandria Diesel W. Olson and unanimously carried, to accept the bid of Nelson International in the amount of $122,987.51, with trade and options. After more dis- cussion, m@tion was made by Andy Lindquist and Mel 0. Olson to with- draw said motion as the bid did not meet specifications in that there are no Rockwell duel rear axle locking differential. After additional consideration, motion was made by Bert Hovland, seconded by Hub Nord- gren and unanimously carried, to accept the Hall GMC, Fargo, ND, bid in the amount of $148,500.00, with option to include the trade in of $12,750.00. Olson and unanimously carri~d to accept fufud #2, in the amount of $15,000, with trade, being the only vehicle available for immediate delivery. James Perrin, together with his attorney Scott Dirks, f,my Beske & Mike Hanan, Solid Waste Department, and Cecil Femling, member of the Sol id Waste Committee, met relative to the recycling agreement with James Perrin, submitting a new proposal. No action taken. Erwin Siems, County Assessor, submitted his annual report for the year 1988. Motion was made by Sydney Nelson, seconded by Andy Lindquist and unanimously carried, to uphold the decision of the Planning Commis- sion and deny the request of Effie Lund and Monte Bachmann, for a conditional use permit in Pine Lake Township. Mike Hanan, Solid Waste Officer, discussed burning permits for burning brush, etc., and ash disposal at the northeast landfill. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unanimously carr:i,ed, to approve an additional cost of $5,500 for preparation of specifica- tions and bid documents by R.C.M. Engineers for ash disposal cells at the northeast landfill. Kenyon Rudd, Court Administrator, appeared before the Board and pre- sented his report for the year 1988. Wayne Stein, Deputy Auditor, appeared before the Board and presented a figure of approximately $5,500 to be the cost of issuing salary checks on a semi-monthly basis vs monthly basis as now is. No action. Upon motion made by Hub Nordgren, seconded by Mel O. Olson and unani- mously carried, the fol lowing resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Mi.nnesota, that WHEREAS, on November 16, 1988, the County Board accepted the bid of Fergus Internatioral, Fergus Falls, MN, in the amount of $26,925.00 for one 70 HP loader tractor, and WHEREAS, the above unit has now been delivered to the satisfaction of the County Board, NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $26,925.00 to Fergus International, Fergus Falls, MN, in full payment thereof. Dated at Fergus Falls, MN this 19th day of April, 1989 Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve payment in the amount of $14,457.22 to Starry Construction, being the balance due on S.A.P. 56-634-05 on a suppl ementa 1 contract with Tumuli Township, forwarding a bil 1 for collection from Tumuli Township for their share of the contract. COMMITTEE LISTING BUDGET REQUESTS, 1990 COMPARABLE WORTH & PARKING ADJOURNMENT County Board -6 -Apr i1 19, 1989 Larry Krohn, County Coordinator, presented a listing of all the various committees and persons serving on said committees for the board members information. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to request the various department heads submit their budgets for the year 1990 by June 1, 1989. Krohn also discussed with the Board legislation affecting the county's Comparable Worth plan, and parking problems affecting jurors, witnesses and defense attorneys. No action taken.
