S & W CONS. DISTRICT MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA March 22, 1989 Pursuant to adjourrvnent, the Board of County Commissioners of Otter Tail County met Wednesday, March 22, 1989. Chairman Nelson called the meeting to order at l :00 p.m., with all members present. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to approve the minutes of the March 15th meeting as mailed. Dave Anderson, County Surveyor, appeared before the Board relative to updating the county'·s half-section maps. The County Coordinator was instructed to check into the possibility of current staff updating the existing maps. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to approve construction of a 5.104 mile of township road between CSAH #4 south to T.H. #108, in Lida Township, at a total cost of $84,946.00, being born by the ~innesota Department of Trans- portation grant, with Otter Tail County being the administering authority, as presented by County Engineer Dennis Berend on behalf of Lida Township. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to grant a variance to Jerry Enderson for a 10' set back from the road right;..of-way on CSAH #29. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-- mously carried, to authorize advertising for bids to be received until 10:00 a.m., April 19th, 1989, for three heavy duty tandem axle snow- plowing dump trucks. Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani- mously carried, to authorize advertising for bids to be received until 10:00 o'clock a.m., Wednesday, May 3, 1989, for grading, aggregate base, plait mix, bituminous base and surface and concrete curb and gutter, under the following projects: S.A.P. 56-601-34, Length 0.178 miles S.A.P. 56-610-06, Length 6.760 miles S.A.P. 56-635-12, Length 6.512 miles S.A.P. 56-647-05, Length 5.863 miles C.P. 89:143 B, Length 3.054 miles Dunn Twp. 89:0lB, Length 0.275 miles Dunn Twp. 89:02B, Length 0.170 miles Dunn Twp. 89:03B, Length 0.142 miles Hobart Twp. 89:0lB, Length l .141 miles Hobart Twp. 89:02B, Length l .032 miles Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to advertise for bids to be received until 10:00 a.m. Wednesday, May 3, 1989, for sand sealing, under the following projects: S.A.P. 56-601-30, etc., Length 19.392 miles S.A.P. 56-601-30, Length 14.288 miles, approximately 47 .735 S.A.P. 56-601-31 gallons of bituminous material for seal coat S.A.P. 56-606-09 and 1703 cubic yards of FA-2 Seal Coat aggre- S.A.P. 56-635-15 gate and pavement painting Dunn Twp. 89:0lSS, 89:02SS and 89:03SS, Length 5.104 miles Gene Goese, West Otter Tail Soil & Water Conservation District, appeared before the Board and discussed proposed legislation allowing conservation programs to be over the county's levy limit, and also discussed the District's participation in the county's property insurance, umbrella and errors and omissions insurance. No action taken. YELLOW PAGES AD ASH DISPOSAL PROPOSAL A & H SERVICES QUADRANT -ASH TRANS- PORT HRA APPOINTEE ROBERT HANSON EDC RESIGNATION WM. GEISEN BILLS APPROVED County Board -2 -March 22, 1989 Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to not participate in placing an ad in the Yellow Pages. Don Anderson and Joel Moen of A & H Services appeared before the Board with a proposal of disposing of the county's incinerator ash at their disposal site near Minot, ND. No action taken. Dayle Johnson, President, and Jay Myester, Attorney, from Quadrant, appeared before the Board proposing that Quadrant transfer ash from its Perham Resource Recovery Facility to the northeast landfill for the fee of $1 .25 per incoming ton of refuse, and also placing a con- tainer at the northeast landfill for refuce collection and transport same to its Perham Facility at the ongoing agreement rate. Motion was made by Bert Hovland, seconded by Andy Lindquist and unanimously carried, to approve with a ninety day termination clause, by either party. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to appoint Robert Hanson of Pelican Rapids to the Otter Tail County HRA Board, to complete the term of Russell Knutson. Commissioner Olson presented a letter from Wm. Geisen stating he is resigning as a member of the Economic Development Commission because of time and pressure of other responsibilities. No action taken. Upon motion made by Bert Hovland, seconded by Mel 0.
