BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
February 8, 11989
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County met Wednesday, February 8, 1989. Chairman Nelson called
the meeting to order at 12:45 p.m. with all members present.
Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, to approve the minutes of the meeting of February 1st,
crsmailed.
Mike Hanan, Solid Waste Officer, reported on his departments activities
during the year 1988.
Dennis Berend, County Engineer, reported on his department's activities
during the year 1988.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, authorizing Engineer Berend to post notice regarding
overweight trucks, stating when an overwei:gbt violation has been issued,
the driver of such vehicle shall go before the County Board and answer
questions regarding such violation.
Malcolm Lee, Land & REsource Director, presented his report on the
Land & Resource office for the year 1988.
Upon motion made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, the following application for conditional use permit
was appnoved; subject to conditional requirements:
Rocky Norgren Maplewood Township Dig minnow pit and cattle
watering pond
Upon motion made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, the following applications for sewage disposal instal}ers
licenses and system cleaners licenses'.were approved:

Gary Nelson and Joe Peloquin, Sheriff's Department, appeared before
the Board requesting purchase of six vehicles to replace High mileage
vehicles. After consideration, motion was made by Bert Hovland, seconded
by Andy Lindquist and carried with Mel 0. Olson and Hub Nordgren voting
11 no 11 , to purchase six vehicles under the state contract.
FORGIVENESS OF PENALTY Motion was made by Bert Hovland, seconded by Mel 0. Olson and carried
DENIED -ANDREEN,! with Hub Nordgren voting 11 no 11 , to deny forgiveness of penalty on late
payment of a mobile home tax in the name of Vickie Andreen,;.

Upon motion made by Mel 0. Olson, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
The sum of Seventy Five Dollars ($75.00) be charged for all Certifi-
cates as to Taxes and Taxable Property completed by the County for
all bonding firms requesting ·such information.
BE IT FURTHER RESOLVED, such charge shall commence to all certificates
completed commencing March l , 1989.
Adopted at Fergus Falls, MN this 8th day of February, 1989.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to accept, with regrets, a letter of resignation from
Russell Knutson, from his position as a commissioner for the Otter Tail
County Housing and Redevelopment Authority, and the County Auditor was
instructed to write a letter of appreciation to Mr. Knutson for his
many years of service on the HRA.
Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
mously carried, to approve prepayment of the following bill to take
ad~antage of discount:
Bluffton Oil, Bluffton, MN $8,450.26 ($142.01 discount)
An application from the Fergus Falls Hockey Association for a gambling
operation at Konley's Pier, Otter Tail Township, was presented to the
Board with no objections raised.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unanimously
canried, to grant f@rgiveness of penalty on late payment of tax by Jim
Larson, New York Mills, where the property had been omitted in the county
offices for the year 1988, being called to attention by Mr. Larson.

County Board -3 -February 8, ·: 1989
At 3:10 p.m., motion was made by Hub Nordgren, seconded by Andy Lind-
quist and unanimously carried, to close the meeting to the public for
the purpose of discussing labor negotiations.
At 3:55 p.m., with no further business, Chairman Nelson declared the
meeting adjourned until 9:30 a.m., Wednesday, February 15, 1989.
