January 25, 1989
Pursuant to adjournment, the Board of County Commissioners .of Otter
Tail County met Wednesday, January 25, 1989. Vice Chairman Nordgren
called the meeting to order at 12:30 p.m., with Commissioners Hovland,
Lindquist, Nordgren and Olson present, Commissioner Nelson absent.
Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani-
mously carried, to approve the minutes of the meeting of January 18th.
as mailed.
Motion was made by Andy Lindqoist, seconded by Bert Hovland and unani-
mously carried, to delay action on renewal of the contract with Office
Systems, Inc., for the music provided over the inter-com system until
the offices are polled to see if there is sufficient interest in con-
tinuing.
Upon motion made by Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, the following applications for change of tax for the
year 1989 were approved:

Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously ·carried, to accept the annual Agricultural Inspector's Report
for the year 1988 from Mark Bowers, former West Otter Tail County Ag
Inspector~ and the Vice Chairman of the Board was authorized to sign
said report on behalf of Otter Tail County.
Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
mously carried, to approve pre-payment of the following bill to take
advantqge of the discount:

At 12:47 p.m., motion was made by Andy Lindquist, seconded by Bert
Hovland and unanimously carried, to close the meeting to the public
for discussion with the County Attorney relative to litigation.
At 12:58 p.m., Vice Chairman ffotdgren. reconvened the meeting open
to the pub l i C •
Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance with a procedural agreement between the Minne-
sota Department of Natural REsources and the U.S. Fish and Wildlife
Service, dated May 23, 1962, certification by the County Board of
Commissioners for acquisition of lands by the U.S. Fish and Wildlife
service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service met
with the County Board on January 25th and informed said Board that
a purchase agreement had been secured from the Federal Land Bank of
Saint Paul, MN. on the S½S½S½NW¼, NW¼SW¼ of Section 4, and a 30.8
acre parcel· in the SE¼ of Section 5, all in Star Lake Township,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve
the above mentioned acquisition by the U.S. Fish and Wildlife Service.

Upon motion made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, the following resolution was adopted:
RESOLVED b.Y the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS On October 19, 1988 the County Board accepted the bid of
Eg~ Construction, Pelican Rapids, MN for crushing and stockpiling
approximately 20,000 cubic yards of aggregate shouldering at a total
cost of $43,200.00 and
WHEREAS the above contract has now been completed to the satisfaction
of the County Board at a total cost of $41,162.92, a decrease of
$2,037.08 due to a reduction of 774 cubic yards,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and directed to issue a warrant in the amount of $41,162.92 in full
payment thereof.
Adopted at Fergus Falls, MN this 25th day of January, 1988.
County Engineer Dennis Berend reported to the Board that the encroach-
ment on CSAH #18 right of way has been removed, the sign removed by
the owner and the fence removed by county forces.
Engineer Ber end presented a claim for reimbursement of an a01 pl aced
by a county employee relative to snow removal. By general consent,
it was determined that since the supervisor, department head, or group
leader had not authorized the ad, reimbursement would not be made.
Berend also discussed the turn back of a portion of right-of-way no
longer needed since the road was re-routed, on CSAH #47 north of
CSAH #12, and upon motion made by Andy Lindquist, seconded by Mel 0.
Olson and unanimously carried, the County Attorney was instructed
to prepare,ithe necessary resolution and draft proper documents for
the turn back to the property owner.
Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani-
mously carried, to accept the recommendation of the re-classification
committee, and authorize a change in classification from a Range 12
to Range 14 for the Records Supervisor Position, and set a Range of
14 of the new position of Victim/Witness Coordinator.

County Board -3 -January 25, 1989
Amy Beske, Recycling Coordinator, presented a proposal of the MP,CA
to hold a one day household hazardous waste collection, scheduled
for May 6th, at which time the MPCA will collect and dispose of
such waste, providing the county will pay one-half the costs of
disposal. Motion was made by Bert Hovland, seconded by ·Andy Lind-
quist and unanimously carried, to proceed with the program,
arranging a centralized collection point, if possible.
Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, to deny the request of Quadrant to burn paint sl~dge
at the incinerator.
A delegation of persons interested in the proposed Youth Health Day
for Otter Tail County, with Linda Marshall spokesperson, appeared
before the Board, submitting the budget for the event and requesting
funding for the event. Motion was made by Mel 0. Olson, seconded by
Bert Hovland and unanimously carried, to refer said request to the
Human Services Board on the 8th of February.
