Commissioner Nelson absent. Vice Chairman Nordgren called the meeting to order at 9 :30 a .m .. The map committee, consisting of Recorder Hanson, Assessor Siems, Land & Resource Manager Malcolm Lee and Auditor Bergerud, submitted their report on half section mapping for the county with a recommenda- tion the county hire a draftsperson for one year on a trial basis, with a final decision to be made at the end of the one year period. Action was tabled with the request that Alan Snowberg, draftsman from the highway department, and Tim Brand, Data Processing Manager, be added to the committee to research possible computerization for additional uses. Del Porter of the Otter Country Snowmobile Trail Ass'n appeared before the Board requesting assistance on behalf of the trail association for worker's: compensation coverage. After research, motion was made by Bert· Hovland, seconded by Andy Lindauist and unanimously carried, to appropriate the sum of $550.00 to Otter Tail Country Tourism, to give to the trail association to cover a minimum premium for work..el':!1,s compensation cost for the person operating the groomer. Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on February 24, 1988, the County Board accepted the bid of H & R Construction, Dalton, MN in the amount of $159,803.08 for installation of signs under the Hazard Elimination Safety Program, and WHEREAS, the above contract has now been completed to the satisfaction of the County Board at a total cost of $149,856.34, a decrease of $9,946.74 due to less sign posts installed, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $8,002.32 payable to H & R Construction as final payment for said contract. Dated at Fergus Falls, MN this 18th day of January, 1989. County Engineer Berend advised the Board of an overweight truck violation imposed on a county truck in the amount of $532.00. After referral to the County Attorney's office, and upon recommendation of s,ai:d office,.motion was made by Bert Hovland, seconded by Mel 0. Olson and carried, to approve payment in the amount of $532.00 to the Minnesota Department of Public Safety, Overweight Truck Enforce- ment Program. · Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and carried, the minutes of the January 11, 1989 meeting were approved as mailed. Motion was made by Andy Lindquist, seconded by Bert Hovland and carried, to offer no objection to a gambling permit for the Perham Jaycees at Konley~s Pier 38 in Otter Tail Township, and the county auditor was instructed to write to the Gambling Control Board and request waiver of the 60 day waiting period. Olson, seconded by Bert Hovland and unani- mously carried, authorizing County Auditor Sylvia Bergerud, to publish a summary of the Commissioners Minutes, pursuant to Minn. Stat. 375.12, Subdiv. 1. At 11:30 a.m., motion was made by Andy Lindquist, seconded by Bert Hovland and carried, to close the meeting to the public after returning from lunch, until 2:00 p.m., for the purpose of labor negotiation and pending litigation. Upon motion made by Andy Lindquist, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, upon Court Order dated February 18, 1987~ the County Board appointed viewers for the purpose of redetermination of the benefits of County Ditch #21, and WHEREAS, the redetermination of benefits has now been completed by such appointed viewers and proper hearing conducted, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the redetermination of benefits of County Ditch #21 as established by said viewers, and on file in the office of the County Auditor, and BE IT FURTHER RESOLVED, the sum of $9,750.00 of special assessments be placed on the properties for the tax year 1989, based on the re- determination of benefits. Adopted at Fergus Falls, MM this 18th day of January, 1989 COMPARABLE WORTH RECLASSIFICATIONS QUADRANT -BURN PAINT SLUDGE PRINTING & PUBLISHING BIDS I County Board -3 -January 18, 1989 Diane Thorsen, Spencer Lundquist, and Gerald Frederick, of the reclassification committee on Comparable Worth, appeared before the Board, reporting on the process used for reclassification of positions. Based on recommendations by said committee, motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to change Dawn Nastansky from Range 12 to Range 13, retroactive to 0ctober l, 1988. Motion was made by Mel 0. Olson, seconded by Andy Lindquist and carried, to change Debbie Emery from a Range 9 to a Range l O, and Ethel Barker from a Range 9 to a Range 12. Mike Hanan, Solid Waste Officer, reported to the Board that Quadrant had requested permission to burn 3,000 pounds of paint sludge from Midwest Electri1c Products in Manka'!Jo. Tabled unti1,January 25th. The matter of acceptance of the printing bids was brought to the attentMn,1 11 of the Board, with motion being made by Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, to bring all bids for printing and publishing for the year 1989 for the Board to review at the January 25th meeting. BUFFALO-RED RIVER WATER Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani- SHED BOARD REP. mously carried, the following resblution was adopted: MPCA RECYCING PROGRAM GRANT MCIT vs CORPORATE RISK LITIGATION . ADJOURNMENT RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that Membenship on the Buffa lo-Red River Watershed Board be increased to include a representative for Otter Tail County. Adopted at Fergus Falls, MN this 18th day of January, 1989. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, authorizing the Chairman of the Board execute the grant agreement with the MPCA for the $288,000 appropriation for the county's recycling program. Commissioner Hovland reported on the M~nn~sota Counties Insurance Trust litigation with Corporate Risk, Inc., No action taken.
