Chairman Lindquist called the meeting to order at 9:35 a.m. with all members present. Sheriff Gary Nelson and Deputy Dick Kausler appeared before the Board at which time Commissioner Lindquist presented a mat.to be used in the canine vehicle, said mat having been manufactured in Minnesota from used tires. Amy Beske, Recycling Coordinator, appeared before the Board and reported that the MµP.C.A. has approved Otter Tail County's grant in the amount of $288,000 for the recycling program, and discussed with the Board that $5,000 per site and $20,000 per building from this grant are to be at locations in Parkers Prairie, Pelican Rapids and Perham redemption centers. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, authorizing Beske to proceed with acquisition of sites in said areas. Representatives of the Personnel Committee, Larry Krohn spokesman, appeared before the Board and reviewed the proposed Personnel Policy and suggestions on same. After reviewing the policy, with changes, motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to approve the Personnel Policy as revised, for implementation January l, 1989, said policy on file in the Office of the County Auditor for public review. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, to authorize the establishment of the County Employee Committee, and request such committee set up proposed guidelines and/ or by,.;l aws. Norman Fjestad, representing the WesMin RC&D Committee, appeared be- forethe Board and presented the RC&D Working Plan for 1989. No action taken. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to approve the m·inutes of the December 14th meeting as mailed. Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani- mously carried, to approve a Land Surveyors Certificate of Correction to Plat, involving the plat of Burau Beach Addition, in Section 3, Township 132, Range 42, recorded in Book J of Plats, Page 95. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to deny forgiveness of penalty on late payment of tax by Hugh D. Snee, Leaf Mountain Township, where the original owner foreclosed on the property and did not realize the current tax had not been paid, resulting in penalty imposition. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to submit the name of Charles Beck for nomination to the Lake Region Arts Council. Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unani- mously carried, to approve the following applications for change of valuations: Ward & Mabel S. Marshall Western Township Omitted Property, add for 1989 Federal Land Bank Western Township Remove buildings, assessed DELINQUENT MOBILE HOME & PERSONAL PROPERTY JUDGMENTS County Board ,.. 2 -December 21 , 1988 Upon motion made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, the following resolution was adopted: BE IT KNOWN, that the Otter Tail County Board did meet in session on the 21st day of December, 1988, that at said session the County Trea- surer of said County delivered to said Board the list of uncollected mobile home and personal property taxes for the year 1988, together with his certification thereon as required by law; and that at said session said Board did duly consider said list of uncollected taxes, and did cancel such taxes as they are satisfied cannot be collected. GROUP INSURNACE BIDS Motion was made by Hub No1fdgren, seconded by Sydney Nelson and unani- AWARIDED mously carried, to accept the recommendation of Meadowbrook Insurance Qroup and award the contract to MCIT -American Administrators, contin- gent upon a review of performance in six months. INSURANCE AGENT NAMED Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to remove Morrie VandePutte as agent for the county's self-insuraned plan, and name Frank DeMarco of American Administrators as Otter Tail County's insurance agent. SOLID WASTE ORDINANCE The matter of adoptiop of 1the-~reposed Sol1 id .Waste Ordinance was brought up for final action, with motion made by Mel 0. Olson, seconded by Hub Nordgren and carried with Bert Hovland absent during the vote, to adopt a Solid Waste Ordinance, on file in the Office of the County Auditor and the Solid Waste Officer for public review, summary of HENNING TRANSFER STATl GATE ATTENDANT USED TRUCK PURCHASE SOLID WASTE TRANSPORT which ts as follows: l. Effective Date Mike Hanan, Solid Waste Officer, presented a job description for the Otter Tail County Transfer Statton Gate Attendant/Transfer Driver at the Henning Transfer Station, which was appro½ed upon motion made by Hub Nordgren, seconded by Mel 0. Olson and carried, Bert Hovland absent during vote. Mike Hanan and Andy Lindquist reported on a used truck available at a cost of $14,500, with Hanan recommending a diagnostic check be made on the vehicle prior to purchase, should the county be interested in said purchase. By general consent, Hanan was authorized to proceed with a check as he determined to be necessary. S.A.P. 56-635-14 RIGHT-OF-WAY RESOLUTION MNDoT AGENT CSAH #35 56-635-14 INSURANCE LIABILITY & AUTO COVERAGE RESOLUTION 1989 SALARY INCREASES I County Board -5 -December 21 , 1988 Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unanimously carried, the following payments were approved for road right-of-way under S.A.P,. 56-635-14: Carole V. Schmidt, et al Walter W. & Bernette L. Sandau Walter W. & Bernette L. Sandau $225.00 320.00 1,179.00 Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that Pursuant to Section 161 .36, Subdivision l through 6, Minnesota Statutes, the.Commissioner of Transportation be appointed as agent of the County of Otter Tail to let as its agent, contracts for the construction of local roads and bridges, and the Chairman and the County Auditor are hereby authorized and directed for and on behalf of the County to exe- cute and enter into a contract with the Commissioner of Transportation prescribing the terms and conditions of such contracts in the form as set forth and contained in "Minnesota Department of Transportation Agency Agreement" a copy of which said agreement was before the Board, assuming on behalf of the County all of the obligations therein con- tained. Engineer Berend reported on an agreement by Starry Construction for repairs of driveways along CSAH #35 for settlement of the construction contract, total cost of $i3,209 to be sent to Tumuli Township, along with a letter of explanation. · Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unani- mously carried, to approve payment in the amount of $169,903.00 to Minnesota Counties lnsurance Trust for the county's business-commercial i rjsurance coverage. Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried, with Hovland and Nelson voting "no", the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The 1989 salary steps shall be increased by $40.00 per step for all non-union employees, excluding the department heads, elected and appointed county officials, and merit system employees. BE IT FURTHER RESOLVED, the County shall contribute up to a maximum of $125.00 per month towards the family coverage on health insurance for the year 1989, for all non-union employees, eX!cluding:merH\1sy~·tem, and those employees who do not qualify for such county benefits. BE IT FURTHER RESOLVED those employees not participating, but qualifying for such benefit, in the county's family health insurance coverage, shall receive up to a maximum of $125.00 in cash, depending on the amount of premium for the year 1989. County Board -6 -December 21 , 1988 DEPARTMENT HEAD SALARY Moti1on was made:Jb~ Hub Nordgren, seconded by Sydney Nelson, to grant INCREASE a $50.00 increase, plus insurance coverage premium payment of up to $125.00 per month to all elected and appointed officials and department heads, but was withdrawn prior to vote. DEPARTMENT HEAD SALARY Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani- INCREASE mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The 1989 salaries for all department heads, elected and appointed county officials, excluding the County Attorney, and all those persons under the merit system and union employees, shall be increased by $55.00 per month, and BE IT FURTHER RESOLVED, the sum of up to $125.00 shall be paid towards the county~s family health coverage, for all elected and appointed officials and department heads, excluding those persons who are under the merit system, union employees and probation and parole, and BE IT FURTHER RESOLVED, those persons so qualified for family coverage premium benefits, not participating in family coverage, shall be paid up to $125.00 in cash, depending upon the amount of premium for the year 1989. Olson, seconded by Sydney Nelson and carried with Andy Lindquist voting "no", the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The compensation established for the County Board shall be set at mid- point of department head salaries, to be accomplished over a two year period, resulting in a $155.00 per month increase for the year 1989, or a total of $14,139.20 annual salary for 1989, BE IT FURTHER RESOLVED, per diem is established at $30 .00 per fuJl day, $20.00 per half day, for serving on any or all of the following com- mHtees, plus any other committee that may be established by the Board: County Extension Committee Solid Waste Committee Jail Study Commi'ttee Joint Powers Board Budget Committee Building & Grounds Committee Salary Commjttee Parm REsource Center Committee Application Screening Committees MN Wood Committee WesMin RC & D Committee AMC Committees and Board Appointments BE IT FURTHER RESOLVED, mileage shall be established at 20¢ per mile for performing official duties on behalf of the County, BE IT FURTHER RESOLVED, fringe benefits as granted to all other county employees shall be applicable to County Board Members, including hos- pitalization, term life insurance, PERA, Deferred Compensation where applicable, BE IT FURTHER RESOLVED, maximum daily allowance for meal expense shall oe $15.00. Olson reported on the relief map project being performed by Luther Grotte for the County Commissioners' Room, requesting access to the space in the basement of the law enforcement center where the map is to be made. Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unanimously carried, to allow access to the space provided to accomplish the task. Mel Olson presented a proposal for contracting with Perrin Recycling for the county's recycling project. No action.
