OTTER TAIL COUNTY MINNESOTA
October 19, 1988
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Wednesday, October 19, 1988, with
Commissioners Nelson, Lindquist, Nordgren and Olson present, Commis-
sioner Hovland absent to attend an Insurance Trust meeting in Cali-
fornia. Chairman Lindquist called the meetin~ to order at 9:37 a.m.
Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unani-
mously carried, to approve the minutes of the meeting of October 12th
as corrected.
Bob Russell, Attorney for the Battle Lake Landfill Ass'n, together
with John Everts and Bert Olson, appeared before the Board in con-
nection with a proposal from the landfill association for the trans-
fer of the property adjacent to the Battle Lake Landfill for use as
a demolition site and transfer station. Until a decision is reached
by the Minnesota Pollution Control Agency as to licensing for a
demo site, and requirements for the closure of the landfill, no agree-
ment can be reached, but through general consent, the county is to
survey a parcel of ten acres or so, plus access, for use as a demo
site and transfer station, and the county attorney's office was in-
structed to seek outside counsel as to legal ramifications, that
may be incurred in the county's take-over.
The Board, having prevbusly advertised for bids to be received for
crushing aggregate shouldering Class l, proceeded to open bids which
were found to be as follows:
Egge Construction, Inc., Pelican Rapids, MN $43,200.00
After consideration, motion was made by Hub Nordgren, seconded by
Mel 0. Olson and unanimously carried, to accept the bid of Egge
Construction, Inc., Pelican Rapids, MN, in the amount of $43,200.00,
being the only bid received.
Allen Haugrud, Attorney, appeared before the Board on behalf of
Roger and Judy Bredahl, requesting an access to CSAH #32 in Maine
Township, from a platted lake lot where the dedicated to the public
road has been abandoned. Chairman Lindquist appointed Commissioners
Nelson and Hovland to view the property and make a recommendation
to the Board.
Gordon Rasmussen and Don Bradow appeared before the Board requesting
permission to construct a garage in Buse Township, to accommodate
a wheel chair, necessitating being closer to lot line than ten feet.
The gentlemen were informed the side lot requirement applies only
to property within l ,000 feet of a lake, and since this property
did not fall into that catagory, a variance was not required.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and unani-FINAL

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on April 20, 1988, the County Board accepted the bid nor
R. C. Pipe & Aprons from Hancock Concrete Products, Hancock, MN
in the amount of $5.843.60, and
WHEREAS, the above supplies have been delivered to the satisfaction
of the County Board at a total cost of $5,843.60,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby autho-
rized and instructed to issue a warrant in the amount of $5,843.60
to Hancock Concrete Products, Hancock, MN, in full payment thereof.

Upon motion made by Mel 0. Olson, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on March 23, 1988, the County Board accept the bid of
Little Falls Machine, Inc., Little Falls, MN in the amount of
$34,140.00 for snow removal equipment, and
WHEREAS, the above contract has now been completed to the satisfac-
tion of the county board at a total cost of $33,540.00, a decrease
of $600.00, due to the county transporting the trucks for mounting,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby autho-
rized and instructed to issue a warrant in the amount of $33,540.00
payab~~ to Little Falls Machine, INc., Little Falls, MN, in full
payment thereof.

mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissio.ners of Otter Tail County
Minnesota, that
WHEREAS on June 1, 1988, the County Board accepted the bids of
Arnold Bennett, Kenneth Anderson, Dennis Johnson, Selmer Halvorson
and Orlin Johnson for roadside mowing in Areas A, B, C, D, F, G,
H, I, and J. in the total amount of $21,127.33, and
WHEREAS, the above contracts have now been completed to the satis-
faction of the County Board at a total cost of $20,907.80, a decrease
of $219.53 due to mileage not mowed due to road construction and
liquidated damages,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby autho-
rized and directed to issue warrants as follows in full payment

Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to grant approval to Jim Wild, Wild Construction Co.,
at a fee of $100.00 for a utility permit to bore a hole 2 1 x ~•
in CSAH #50, 1ooi offT.H. #29, for the purpose of freeing a piece
of equipment that broke off in boring for burying a cable for the
East Otter Tail Telephone Company.
Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unani-
mously carried, to renew membership with the National Association
of Counties for the year 1989, at a fee of $765.00, ~ayment .1td be
made after December l , 1988.
The matter of the fee of $2.00 for tax search was discussed after
receipt of a letter regarding same, with a study to determine if the
fee is sufficient to cover the task involved, and should a telephone
inquiry be charged as well. No formal action taken.

WHEREAS on the 4th of October, 1988, P,art of G.L. 1, beginning

south 150~ west 150' to beginning, in Section 29-134-40, was
erroneously included in the list of parcels forfeiting to the
State of Minnesota,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does

Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to deny the request of Al Hanson for permission to
repufchase part of G.L. 10, beg. 282.5' SWly of the NW corner of
Lot 71, Pleasure Park Beach, SE 199.6' SW 75' on lake, NW 214.4'
NE 75' to beginning, in Section 4-134-39, on an installment basis.
Permission to repurchase denied because of the fact the period of
redemption had expired,
Dennis Christenson and Jeff Gaffney from the Fergus Falls HRA office
appeared before the Board relative to a proposed housing rehabili-
tion grant for Maplewood, Star Lake and Dead Lake Townships, grant
application to be for between $450,000 and $600,000. Motion was
made by Mel 0. Olson, seconded by Hub Nordgren and carried unani-
mously, to authorize Gaffney and Christenson to proceed with the
grant application.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS application has been made by the Township of Aurdal for
Part of G.L. 4, beginning 788.5' West 561 .1 ', SEly N¼ corner
to beg., center line of road, thence SEly 267.81 1 , Wly 251 .25',
Nly 204.22', E 223.6' to beg., Section 28-133-42, said property
being a tax forfeited parcel, and
WHEREAS, the County Board has examined into the allegations of
said application dated October 18, 1988, for the conveyance
of such property,
NOW, THEREFORE, BE IT RESOLVED by the Otter Tail County Board that
it hereby approves said application and recommends that the same
be granted.

RESOLVED by the Board of County Commissioners of Otter Tail County,

The sum of $155,454.00 be set apart from the General Revenue Fund
and appropriated subject to the order of the Deputy Vice President
of the Institute of Agriculture of the University of Minnesota
for the support of county extension work in agriculture and home
economics in Otter Tail County for the year beginning January l,
1989 in accordance with Chapter 202. Laws 1953 and acts supplementary
thereto.

PROPOSED VETERANS HOME, Brad Bice, Veterans Affairs Officer, appeared before the Board and
FERGUS FALLS discussed the proposed veterans' home for the Fergus Falls area,
advising the Board a meeting is to be held at 9:00 a.m., October
21st at the Fergus Falls City Hall for the purpose of receiving
input and support in an effort to raise the 35% required local funds
to acquire the 65% federal funding for a veterans home in the City
of Fergus Fa 11 s.
