Chairman Lindquist called the meeting to order at 12:40 p.m., with all members present. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unanimously carried, to approve the minutes of the June 15th meeting, with a correction of the County Coordinator's instructions regarding Ken Rudd's request--for a step increase to set out the history of Mr. Rudd's step increases for the past several months. Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unanimously carried, to approve payment, without penalty~ on a late payment by Everett and Esther Sherman on property in Clitherall Township, where only one parcel was credited for the total 1988 tax and a refund issued, where the payment was actually made for the first half of two parcels. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unanimously carried, to deny forgiveness of penalty, on payment by Harvest States Cooperative on several parcels having been alleged to have been paid, but lost in the mails .. A request from Otter Tail County Coroner,, Mehdi Orandi, was reviewed by the Board, calling foran increase in salary for his secretary. After consideration; motion was made by Mel O. Olson~ seconded by Hub Nordgren and unanimously carried to table until budget consideration for the year 1989. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, to approve the following applications for redu~tion of assessed valuation: Gene E. Braaten Ella M. It was agreed by general consent to table until such time the County Engineer can provide input. PERSONAL PROPERTY Krohn also presented a request for reimbursement of the cost of personal DESTRUCTION CLAIM property destroyed in a vehicle accide!nt:recently experienced by Al Frank of the Sheriff's Department, with motion being made by Mel 0. Olson, seconded by Hub Nordgren and unanimously carried, to deny said request. FERGUS FALLS Mike Hanan, Solid Waste Officer, appeared before the Board and presented TIPPING FEE COSTS a bill from the City of Fergus ~lls for tipping fees at the Fergus Falls burner and landfill for the month of May, from the 1st through the 31st. By general consent it was felt the county was not obligated to pay such costs since it was not under contract for disposal costs at the landfill. SOLID WASTE OFFICER Hanan also informed the Board the vehicle ordered for use by the Solid VEHICLE PURCHASE Waste Officer is not to be delivered until July 1, 1988, and it was felt by the Board that by that time the 1989 models would be available. Hanan was instructed to check on delivery and the 1989 models. U.S. FISH & WILDLIFE Upon motion made by Andy Lindquist, seconded by Bert Hovland and unani- SERVICE mously carried, the following,1resolution was adopted: FINAL PAYMENT #56-604-04, etc. RESOLVED by the Board of County Commissioners of Otter Tail County Min- nesota, that WHEREAS, in accordance with a procedural agreement between the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U.S. Fish and Wildlife Service met with the County Board on June 22, 1988 and informed said Board that a water- fowl easement had been secured from Wayne Nickolausen, et al, on Lot 3, Section 8-132-39, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the above request for acquisition by the U.S. Fish and Wildlife Service. Dated at Fergus Falls, MN this 22nd day of June, 1988. Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani..;. mously carried, the followtng resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on June 16, 1986, theCounty Board accepted the bid of Mark Sand & Gravel, in the amount of $2,029,378.06 for grading, aggregate base, bituminous surface, under S.A.P. 56-604-04, etc., and WHEREAS the above contract has now been completed to the satisfaction of the County Board at a total cost of $2,365,885.52, an increase of $336,507.46 due to added work and supplemental agreements, with liqu,i1- dated damages of $7,200.00, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $2,000 payable to Mark Sand & Gravel Co., Fergus Falls, MN, as final payment· thereof. ZATION EMPLOYER EDUCATION SERVICE HEALTH INSURANCE FINANCE CHARGE RESOLUTION DROUGHT DISASTER EMERGENCY FEED ASSISTANCE PROGRAM RESOLUTION DROUGHT DISASTER RIM RESERVE County Board -3 -June 22, 1988 Handicap accessibility at the Perham court & services building was dis- cussed with no action taken. Larry Krohn, County Coordinator, presented and reviewed an amendment to the county's medical plan, reinstating certain coverages there were available under the previous Blue Cross-Blue .Shield plan. Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to approve payment in the amount of $395.00 to the Employer Education Services, for a five-unit series for public person- nel series training sessions, for either Larry Krohn, County Coordinator or Karen Jones, Secretary. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, to approve payment in the amount of $26.72 to Curt Kettner to cover a finance charge paid by him because the insurance carrier did not pay the claims dn time. Ken Rose, County Agent, appeared at the request of,the Board, relative to the utilization of set-aside acres and CRP (Conservation Reserve Pro- gram} acres due to the drought conditions. Rose explained the two pro- gramsavailable, being the Emergency Feed Program and the Emergency Feed Assistance Program, the latter requiring a designation of disaster area. Upon motion made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Otter Tail County is experiencing a severe drought situation, and WHEREAS, under the Emergency Feed Assistance Program CRP land is available to alleviate some of the stress being experienced because of the severe drought situation, and WHEREAS in order to make available the CRP land for drought stricken farmers, the Governor of the State of Minnesota must declare the County a disaster area, NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does hereby request ~he Honorable Rudy Perpich, Governor of the Great State of Minnesota, declare Otter Tail County a disaster areai·for the purpose of utilizing said CRP land. Adopted at Fergus Falls, MN this 22nd day of June, }988. Members of the Soil & Water Conseration District appeared before the Board requesting designation of Otter Tail County a drought disaster area for the purpose of releasing RIM Reserve acreages, and upon motion made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minne- sota, that WHEREAS, the County of Otter Tail is in a severe drought situation, and WHEREAS, the farmers are in need of additional grazing lands to carry their herds through the summer season and help preserve hay for winter use, NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners declare their county DROUGHT DISASTER for the purpose of releasing RIM RESERVE acres for grazing in 1988. Adopted at Fergus Falls, MN this 22nd day of June, 1988. ART OF THE LAKES SIGN -PHELPS PARK BEER, WINE, SET-UP & LIQUOR LICENSES ADJOURNMENT County Board -4 -June 22, 1988 Bud Abbott, Art of the Lakes Association, appeared before the Board relative to the placement of a sign at Phelps Mill. AFter review, motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to grant approval for the pl a.cement of said sign, midway between the Douglas monument and the stafrway ~oing down into the Park.
