TAIL COUNTY MINNESOTA June 1 , 1988 Pursuant to adjourrunent, the Board of County Commissioners of::otter Tail County Minnesota met Wednesday,,June 1, 1988. Chairman Lind- quist opened the meeting at 9:30 a.m., with all members present. Motion was made by Bert Hovland, seconded by Mel n. Olson and unani- mously carried~ to approve the minutes of the ray 25th meeting. Motion was made by Hub Nordgren, seconded by ~~el 0. Olson and unani- mously carried, to approve payment without penalty by City Center Shopping Cente~. Fergus Falls~ where misinformation was given by county offi'ces, resulting i'n payment after due date. Motton was made by Bert Hovland, seconded by Mel O. Olson and unani- mously carried, to grant approval of a grant application being sub- mitted by the Otter Country Trail Association for construction, administration~ acquisition, facilities, mantenance costs for snowmobile trails in Otter T,ail County, total cost ~12,993.00 with $8,445.45 paid by the State, grooming costs of ~12,960.00, with $11,664.00 .. pai·d by the State, for a total grant application of '•$20, 109 .45: An application from the Perham Athletic Association for gambling permit at The Lanterns in Rush Lake Township was-1presented to the Board, with no objections voiced. Motion was made by Bert Hovland, seconded by Hub Mordgren and unani- mously carried, to approve the following applications for homestead classification and/or reduction of assessed valuation: ,,, Adolph J .. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve payment in the amount of ~920.00 to Barr Engineering Company, Minneapolis, MN, for professfonal services in connection with repair of the dam at Phelps Mi 11. Olson and unanimously carried, with the Chairman of the Board and the County Auditor authorized to execute said con- tract on behalf of the County Board. Erik Thompson from Ottertail ,appeared before the Board and d ts cussed the project at Phelps Mill, including permanent repairs of the dam and the renovation of the mill itself, offering his assistance in loca~ ting funds for the nec~ssary repairs. · Suggestions were given and upon general consent, Mr. Thompson was authorized to proceed with research on,lfunds available. The findings of fact as prepared by the County Attorney's office on the application of David Kal~ahl Ls application for conditional use permit to expand the resort to include the adjacent property was reviewed and approved upon motion made by Bert Hovland, seconded by Hub Nordgren and carried, unanimously, to be attached to the minutes of the May 25th meeting on file. EDA HEALTH INSURANCE RETIREES CLOSED TO PUBLIC HEARING -BOAT & WATER SAFETY BOAT & WATER SAFETY ORDINANCE BECKER COUNTY SOLID WASTE HEARING -ROUND LAKE RUSH LAKE TOWNSHIP County Board -3 -June 1 , 1988 Larry Krohn, County Coordi'nator, informed the Board a meeting of the Economi·c:.Development Committee is to be held June 23, 1988, at 8:00 p.m., and they are requesting the County aoard be present for input on economic development within the county. Krohn also discussed with the County Board the matter of health in- surance for retired employees, considering two alternatives to the present plan of paying the premiums continued on the county's current health program of up to 751 of the accumulated sick leave at retire- ment. Two alternatives discussed were to pay out the accumulated sick leave to the employee at retirement, or paying a monthly amount to either the employee or an i'nsurance carrier of their choice. Motion was made by Hub Nordgren~ seconded by Bert Hovland and unanimously carried, to submit the suggestions of alternatives to the employees committee, with a recommendation to be submitted to the county board. At 11:15 motion was made by Mel O. Olson, seconded by Hub Nordgren and unanimously carried, to close the meeting to the public for the pur- pose of discussion of labor negotiations. At 11:37 a.m., Chairman Lindquist adjourned the meeting until after lunch. At 1 :00 p.m., Chairman Lindqui~t reconvened the session for the pur- pose of a hearing on a proposed ordinance regarding the issuance of citations by Boat and Water Safety Officers. Attorney Michael Kirk explained the ordinance and the need for such ordinance. After listening to the various interested parties, the following ordinance was introduced by Hub Notdg~~ri who moved for its adoption. The motion was seconded by Bert Hovland and unanimously carried. WHEREAS, the Otter Tail County Sheriff is charged with the enforcement of boat and water safety laws in Otter Tail County; and WHEREAS, the Sheriff of Otter Tail County uses seasonal employees to assist in the enforcement of boat and water safety laws; and ~IHEREAS, these seasonal employees are trained in the application and enterpretatton of the laws relating to boat and water safety and effective enforcement requires that these seasonal empl1oyees issue citati'ons iri 1ieu of arrest to those violati'ng the boat and water safety laws, NOW, THEREFORE, the County Board of Otter Tail County ordains that the seasonal employees hired by the Sheriff of Otter Tail County as Boat and Water Safety Officers are specifically authorized pursuant to Minnesota Statutes 626.862(1) to issue citations for violations of boat and water safety laws in lieu of arrest or continued detention. This Ordinance shall become effective immediately. Dated at Fergus Falls, MN this 1st day of June 1988. Mike Hanan, Solid Waste Officer, appeared before the Board and pre- sented a letter from the Becker County Solid Waste Officer, stating they have no alternative method of disposing of their solid waste, and requested permission to use the Northeast Otter Tail County Solid Waste Landfill for such disposal. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, instructing Hanan to draft a letter to Becker County stating the terms relating to Otter Tail CountyLs acceptance of Becker Countyls solid waste. Pursuant to published notice, the schedul~d hearing was held at 2:00 p.m., for the purpose of receiving input on a proposed ordinance restricting the use of large sized motors on Round Land in Rush Lake Township. The hearing was closed at 2:30 after listening to various individuals speaking for and against. Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unanimously carried, to not adopt the petitioned ordinance, requesting the property owners and the sheriff's department work out an agreement to regulate and eliminate potential dangerous situations that may occur due to extremely la·rge boats and motors. STATE HIGHWAY SIGNAGE PROGRAM CSAH #35 PROGRESS UNIONS & SELF INSURANCE DATA PROCESSING AUDITOR TEMPORARY_:· CLERK HIRE ADJOURNMENT I Cou nty Boa rd -4 -June l , 1988 Dennis Berend, County Engineer, presented a report from MnDOT on a request to place directtonal signs on State Highway #78, out- 1 i ni ng the State's requirements and charges. Mo action. Berend reported on the road hearing involving County State Aid Highway #35. No action. Mike Boen and Gary Waskowsky, stewards of the Sheriff'·s Department Teamsters Union, appeared at the County Board~s re~uest, relative to the unions' participation in the county~s self insurance program. No acti'on. A letter from Data Processing ~anager Tim Brand to Chairman Andy Lindquist was acknowledged, stating the Data Processing Department will be open over the noon hour. County Auditor Sylvia Bergerud requested permission to place the regular summer temporary employee on for assistance in elections and other matters until after the November election, hiring another student to assist during the summer months.
